About this file
This document is a Salient Characteristics statement for ESAT #35595 describing the requirement for a cognitive performance assessment system for the 5th Special Forces Group (Airborne) Human Performance and Wellness Division.
The requirement is for one S2 Cognition 1-year license agreement to assess the cognitive performance of Special Forces operators during annual performance reviews. The system must be a scientifically valid and reliable computer-based cognitive testing platform capable of measuring brain processes involved in rapid decision-making with millisecond precision. Key salient characteristics include: test-retest repeatability with unbiased and context-free assessments; results stored in a secure database; demonstrated ability to connect testing protocols to real-world performance outcomes; and capability to test thirteen specific cognitive performance areas including perception speed, search efficiency, tracking capacity, trajectory estimation, rhythm control, timing control, visual learning, instinctive learning, decision complexity, distraction control, impulse control, stopping control, and improvisation. The testing protocol and equipment must be scientifically based using statistically validated methods. The system must be tailorable to unique occupational requirements and specific cognitive demands of the operational environment, employ context-free testing protocols to ensure validity and reliability, and maintain a data set of over 1,000 18-series service members to allow for statistical comparison against established reference groups and assessment scores compared against METL performance.

Salient Characteristics S2 Cognitoin ESAT #35595
1. Background:
2. Item Needed and Quantity (as applicable):
1 S2 Cognition 1 year license agreement
3. Salient Characteristics:
• Scientifically valid and reliable cognitive testing system that can demonstrate test-retest repeatability with unbiased and context free assessments.
• Testing to be measured to the millisecond.
• Results must be stored in a secure database.
The purpose of 5th SFG(A) Human Performance and Wellness Division is to build lethal, resilient, durable operators. We require a Cognitive Performance Assessment system to assess the cognitive performance of Special Forces operators during annual Performance Reviews.
S2 Cognition is a computer-based testing that has been specifically designed to measure brain processes that are involved in Soldier’s ability to make rapid, split-second decisions.
The system is derived from cognitive science literature, decades of research, and precision measurement devices that track responses down to the millisecond. With over 25,000+ evaluations administered, constant quality control, and accuracy assessment, S2 delivers reliable results at an unparalleled rate tilizing a protocol and equipment that is scientifically based using statistically validated methods for quantifying the cognitive abilities critical to mission success.
S2 Cognition is the only known source of scientifically valid and reliable cognitive testing within millisecond accuracy who can demonstrate test-retest repeatability with unbiased and context free assessments.
The S2 Cognition system combines state-of-the-art technology with an in-depth understanding of how tactical athletes’ brains are wired. This technology is the only of its kind to accurately measure an athlete’s reactions with millisecond precision. Through their scientifically validated evaluation, tactical athletes gain in-depth knowledge of their cognitive make-up and how it impacts their performance. S2 Cognition is considered the “gold standard” of measurement and provides testing and evaluation services to athletes and teams within elite sport organizations of the National Football League, Major League Baseball and the National Collegiate Athletic
Association for talent identification, assessment, and development.
• Demonstrated ability to make specific connections between testing protocols, results, and training and real-world performance in the highest levels of sport specific to individual positions and/or roles.
• Must be able to test thirteen areas of Cognitive Performance to include o perception speed o search efficiency o tracking capacity o trajectory estimation o rhythm control o timing control o visual learning o instinctive learning o decision complexity o distraction control o impulse control o stopping control o improvisation
• Testing protocol and equipment must be scientifically based using statistically validated methods for quantifying the cognitive abilities critical to mission success
• Testing system must have the capability to tailor assessments to unique occupational requirements and specific cognitive demands of the operational environment.
• Cognitive testing with must have context free testing protocols which ensure the validity (i.e., the test is actually measuring the cognitive task) and the reliability (i.e., the same person doing the same task in the same condition gets the same result)
• Must have data set of over 1,000 - 18 Series Service Members to allows for statistical comparison within and between established reference group and assessment scores compared against METL performance
