About this file

This is a Salient Characteristics document specifying technical and service requirements for a Puget Sound VA Healthcare System pharmacy PTZ camera system acquisition. The document outlines detailed specifications for a Pan-Tilt-Zoom camera system designed for pharmacy clean room operations, requiring high-resolution imaging (minimum 1080p) with optical zoom capability (10x-20x) to enable close-up viewing of vial labels and syringe markings. The camera must feature a low-noise CMOS sensor optimized for pharmacy lighting conditions, fast autofocus suitable for near and mid-range distances, short minimum focus distance, and adequate depth of field to maintain focus on objects at slightly different planes. Technical requirements include support for high-quality video compression (H.264/H.265 or better), IP-based streaming via standard protocols (RTSP, RTMP, or SRT), and secure network configuration with encryption and user authentication. The camera housing must be compact and sealed for clean room installation with smooth, disinfectant-resistant surfaces, and mounting options for ceiling, wall, or articulated arm placement.

The installation service requirements mandate that vendors demonstrate prior experience installing camera and audiovisual systems within the Veterans Health Administration or other federal healthcare facilities, with documented references or project examples. Vendors must possess working knowledge of VA directives, handbooks, and design guides related to IT security, infection control, and telehealth environments. Required capabilities include coordination with VA stakeholders (Biomedical Engineering, OIT, Facilities, Pharmacy, Infection Control, and Privacy/Security), compliance with federal cybersecurity and privacy requirements including VA network security policies and encryption standards, and familiarity with VA change management procedures and documentation standards such as risk assessments, methods of procedure, and as-built drawings. This sources sought notice seeks qualified suppliers for the Hanwha XNP-6120HW 2MP PTZ IP Camera or equivalent domestic end products meeting these salient characteristics, with responses to assist the Government in determining appropriate acquisition methodology.

Camera System – Pharmacy Clean Room (PTZ, High‑Resolution)

· Pan‑tilt‑zoom (PTZ) camera system that can be remotely controlled to pan, tilt, and zoom for full coverage of the clean room work area.

· High‑quality optical zoom (e.g., 10x–20x) to enable close‑up views of vial labels and syringe markings without loss of detail.

· Native high‑resolution imaging (at least 1080p) to provide sufficient pixel density for reading small printed text and measurement graduations.

· Low‑noise CMOS image sensor with good performance in typical pharmacy clean room lighting so text and fine markings remain clear.

· Fast and reliable autofocus optimized for near and mid‑range distances to keep vial labels and syringe barrels sharp while technicians move them.

· Short minimum focus distance combined with optical zoom to allow tight framing of labels, barcodes, and syringe graduations.

· Adequate depth of field to keep both labels and syringe markings in acceptable focus when they are on slightly different planes.

· Support for high‑quality video compression (H.264/H.265 or better) with configurable high bitrates to maintain clarity of small text during network streaming.

· IP‑based streaming using standard protocols (e.g., RTSP, RTMP, or SRT) for integration with remote verification, telepharmacy, or training platforms.

· Quiet, low‑vibration PTZ mechanics so camera movement does not disturb the clean room environment or distract staff.

· Remote PTZ control via software interface, joystick controller, or API so operators outside the clean room can adjust views and zoom levels.

· Compact, sealed housing appropriate for clean room installation, with smooth surfaces that are easy to clean and resistant to approved disinfectants.

· Mounting options suitable for clean rooms (ceiling, wall, or articulated arm) to position the camera optimally while minimizing obstructions and glare.

· USB or similarly robust power and network connectivity to reduce cabling and simplify installation in controlled spaces.

· Secure network configuration, including encryption and user authentication, to protect video streams and comply with institutional privacy and security policies.

· High system reliability with support for continuous operation, monitoring, and logging suitable for quality assurance and regulatory documentation.

Installation Service – Vendor Familiar with Veteran Health System Requirements

· Demonstrated experience installing camera and AV systems within the Veterans Health Administration (VHA) or other federal healthcare facilities, with references or prior project examples.

· Working knowledge of VA directives, handbooks, and design guides that impact IT, security, infection control, and telehealth/telepharmacy environments.

· Ability to coordinate with VA stakeholders (e.g., Biomedical Engineering, OIT, Facilities, Pharmacy leadership, Infection Control, and Privacy/Security officers) throughout planning and installation.

· Compliance with federal cybersecurity and privacy requirements, including adherence to VA network security policies, encryption standards, access control, and data protection practices.

· Familiarity with VA change management, approval workflows, and documentation standards, including risk assessments, method of procedure (MOP), and as‑built drawings.
