About this file
This is a Salient Characteristics List defining the technical requirements for integrated Aeromedical Evacuation (AE) Tactical Communications Kits procured by Headquarters Air Mobility Command (AMC)/A3. The requirement encompasses eight (8) complete kits, each comprising three integrated components: TUCK-19 Mobile Tactical Networking Platform (8 units), KG-250X High Assurance IP Encryptor (8 units), and SpaceX Starshield Mini Satellite Terminal (4 units, with 4 additional units to be provided as Government-Furnished Equipment). All kits must be delivered to US Army SNOC, 3422 Harty Rd, Joint Base MDL, NJ 08641 within 365 days of contract award for system programming and configuration, with subsequent delivery of four kits each to Travis AFB (60th Aeromedical Evacuation Squadron) and Scott AFB (375th Aeromedical Evacuation Squadron).
The kits must provide dual-enclave capabilities with both Non-Classified Internet Protocol Router (NIPR) and Secret Internet Protocol Router (SIPR) functionality. Critical technical requirements include ruggedized mobile network routing with automated PACE (Primary, Alternate, Contingency, Emergency) failover across 5G cellular, Wi-Fi, and Low Earth Orbit satellite transport; NSA-approved Type-1 encryption via the KG-250X; and a lightweight design of 12-13 pounds with small form-factor chassis suitable for tactical austere operations. The TUCK-19 platform must feature a quad-core processor, 32GB RAM, 1TB SSD storage, 8-port connectivity with 250Mbps capability, Wi-Fi functionality with one-year warranty, MANTLE automation suite with GUI-driven configuration, and an encryption sled for the KG-250X. The contractor shall provide customer service support, monthly logistics and production updates, all reasonably necessary training documentation, and four in-person training days leverageable over a 12-month period following final equipment delivery. The automated PACE failover capability is identified as a non-discretionary operational requirement to allow medical crews to remain focused on en-route patient care without manual network configuration or troubleshooting.

Salient Characteristics List Aeromedical Evacuation (AE) Tactical Communication Kits September 2026 Scope:
Headquarters Air Mobility Command (AMC)/A3 has a requirement for the procurement of integrated Aeromedical Evacuation (AE) Tactical Communications Kits. Each kit will be made up of three components: TUCK-19 Mobile Tactical Networking Platform, the KG-250X High Assurance IP Encryptor, and the SpaceX Starshield Mini Satellite Terminal. These specific components are required due to highly specialized technical specifications and a unique level of hardware/software integration that is necessary to support en-route patient care during Aeromedical Evacuation (AE) operations.
These kits will be delivered to the US Army SNOC, 3422 Harty Rd, Joint Base MDL, NJ 08641 for system programming and configuration within 365 days of contract award. A Point of Contact (POC) for delivery will be provided at or before contract award. Following award, the contractor shall provide customer service support and participate in monthly logistics and production updates to the government regarding the manufacturing and delivery schedule of each kit. Following award, the contractor shall also provide any and all training documentation available that could be deemed reasonably necessary in order for a field technician to perform initial setup and basic troubleshooting techniques. Furthermore, four (4) in-person training days shall be provided by the contractor, which AMC can leverage over a 12-month period following final delivery of the equipment.
Each kit must deliver a dual-enclave (mobile networking platform with Non-Classified Internet Protocol Router (NIPR) and Secret Internet Protocol Router (SIPR) capabilities and must provide the following overall features:
· Ruggedized Mobile Network Routing: Fully integrated, automated PACE (Primary, Alternate, Contingency, Emergency) failover across 5G cellular, Wi-Fi, and (Low Earth Orbit) LEO satellite transport (TUCK-19).
· Embedded MANTLE Automation Suite: Graphical User Interface (GUI)-driven configuration capability for rapid system setup in minutes.
· Type-1 High Assurance IP Encryption (HAIPE): NSA-approved Type-1 Encryption (KG-250X).
· High-Bandwidth Commercial Starshield Satellite Transport: Low-latency satellite transport
· Low Size, Weight and Power (SWaP) Design: Lightweight (12-13 lbs.), small-form-factor chassis engineered for tactical austere operations and rugged tactical environments.
AMC/A3 requests the following quantities of the above listed components.
· TUCK-19 platforms – eight (8)
· KG-250X NSA Encryptor – eight (8)
· SpaceX Starshield Mini Terminal – four (4)
· Quantity Justification: The requirement for Starshield Mini Terminals is reduced from eight to four because the Government will provide four (4) existing inventory terminals as Government-Furnished Equipment (GFE) to complete the eight (8) total operational kits.
Operationally, the automated PACE failover capability is a non-discretionary operational requirement. AE medical crews must remain entirely focused on en-route patient care during operations and cannot divert attention to manually configure network links or troubleshoot transport failures. There are no alternative multi-system designs that are acceptable due to the critical SWaP limits of AE aircraft.
Technical Features of Each Component:
· TUCK-19 Platform:
· Small Form Factor Secret Internet Protocol Router (SIPR) capable kit
· Quad Core processor; 32 gigabyte Random Access Memory; 1 terabyte solid state drive (4-core; 32GB RAM and 1TB SSD) compute which features 8-Ports for both Black and Red Side, 250Mbps
· WiFi enabled w/ one-year Cradlepoint warranty and NetCloud Mobile Performance Essentials Plan
· MANTLE automation capable
· Customized A6 Rugged Transit case
· Encryption sled for mounting of a KG-250X as designated by the Government
· KG-250X High Assurance Encryptor:
· Warranty rugged and designed to fit natively into the TUCK-19’s HAIPE mounting sled
· No external cables required
· These technical features ensure these components provide the low SWaP footprint mandatory for aircraft interior configurations.
· SpaceX Starshield Mini Terminal
· Integrates natively with the TUCK-19 platform
· LEO ground SATCOM terminal that is mobile and integrates with TUCK-19 platform.
· Includes cabling
· Must be stationary and portable
