Salient Characteristics for Online interviewing and assessments services for talent acquisition
NGA has a mission-critical need for process and technological advances to acquire the best talent. It is increasingly important to consider innovation and flexibility in hiring processes and enabling technologies. The IC needs a quick, convenient, and mobile-friendly experience that keeps candidates in its recruiting funnel and enhances its employment brand.
The Government is seeking a structured online interview capability for both on-demand and live interviews. The system should provide scheduling functionality for interviews and the scheduling of conference rooms, preferably in a customizable way. Additionally, we would like the system to provide
Coding language Assessments (Technical Challenges).
In order to meet IC Element specific needs, we desire the system to:
• Provide separate instances of the online interview tool for each IC element covered by this contract,
• Provide usage reporting to NGA as requested for all participating IC elements under the contract, Have the ability to request information from the applicant after submitting an online interview questionnaire.
• Provide 24x7x365 helpdesk support for both external interviewees and internal interviewers to troubleshoot issues and usability of the service.
• Structure the tool so that each IC element can use the tool within their respective organization with separate branding, testing, questions and configuration based on each element’s specific requirements
• Ensure that each IC element only has access to its own applicant records. For example, NGA and
DIA shall not have access to NSA’s applicant videos, tests and/or uploaded documents
• Require an expiration policy on all Government account passwords of 90 days and shall require complex password requirements of special characters, uppercase/lowercase usage and a minimum of eight (8) characters
The system must comply with Section 508 of the Rehabilitation Act and the DoD FEDRAMP Level 4
Personal Identifiable Information (PII) protections and have the ability to purge videos, transcripts and online interview data after two (2) years.
Personally Identifiable Information (PII) is information that can be used to distinguish or trace an individual’s identity, either alone or when combined with other information that is linked or linkable to a specific person.
The contractor shall establish, manage, and/or maintain all PII in a secure manner to include the application of administrative, technical, and physical safeguards to protect confidentiality and prevent unauthorized use or access of PII. Safeguards shall provide a level and scope of security equal to or greater than the level and scope of security for PII protections established by IC enterprise solutions.
