About this file
This document is a Salient Characteristics specification for an X-Ray Machine procurement, outlining technical and operational requirements across multiple functional domains.
The X-Ray machine must incorporate dual-energy material differentiation with color-coded displays to distinguish organic from inorganic items, high-resolution 3D/CT imaging with 360-degree rotational capabilities, automatic threat recognition (ATR) software algorithms, and threat image projection (TIP) protocols for operator testing. Operational specifications require a high-speed conveyor belt processing 0.18 to 0.3 meters per second, standard tunnel dimensions of 600×400mm to accommodate carry-on luggage, and an ergonomic operator interface with at least 16x zoom and image enhancement capabilities. Safety and regulatory compliance mandates include radiation leakage containment using lead-impregnated curtains, FDA Cabinet Compliance under 21 CFR 1020.40, ASTM imaging calibration using step-wedge test objects, worker ionizing radiation exposure limits of 1.25 rem per calendar quarter, ALARA (As Low as Reasonably Achievable) principle configuration, personal dosimetry monitoring for personnel, state agency registration, and hazard signage with structured operator training programs.
Military and procurement-specific requirements include MIL-STD-810H environmental hardening for operational temperature, moisture, and vibration resistance; lightweight or wheeled ruggedized designs for rapid tactical portability at forward operating bases; improvised explosive device (IED) detection algorithms; advanced cyber security with closed networks and multi-tiered user privileges; GSA and specialized procurement platform listings; active listing on the TSA Qualified Technology List (QTL) or Acceptable Capability List (ACL); Advanced Technology (AT) Standards integration with TSA-approved network protocols; and dual-view configuration with two independent X-ray generators for simultaneous horizontal and vertical imaging.

X-Ray Machine
SALIENT CHARACTERISTICS:
The X-Ray machine must meet or exceed the following salient characteristics:
• Dual-Energy Material Differentiation: Emits two X-ray levels to separate organic items from inorganic materials using color-coded displays.
• High-Resolution 3D/CT Imaging: Renders 360-degree rotational views so operators can look through dense electronics without unpacking bags.
• Automatic Threat Recognition (ATR): Employs smart software algorithms to spot and flag dangerous objects or explosives automatically.
• Threat Image Projection (TIP): Features a protocol that inserts fictional threat images randomly into scans to test operator alertness.
• Operational & Speed Features
• High-Speed Conveyor Belt: Processes passengers rapidly (typically between
0.18 and 0.3 meters per second) to reduce waiting times.
• Optimal Tunnel Dimensions: Utilizes standard checkpoint openings (usually
600×400mm) that accommodate backpacks and rolling carry-on luggage.
• Ergonomic Operator Interface: Integrates specialized control keyboards or touchscreens with at least 16x zoom and image enhancement.
• Safety & General Regulatory Standards
• Radiation Leakage Containment: Restricts external radiation using heavy lead-impregnated rubber entry/exit curtains and closed-loop cabinets.
• FDA Cabinet Compliance: Meets food-and-film-safe guidelines specified by the FDA's Center for Devices and Radiological Health (CDRH) under 21 CFR 1020.40.
• ASTM Imaging Calibration: Utilizes a standard step-wedge test object specified by the American Society for Testing and Materials (ASTM) to ensure high-fidelity image calibration.
• Strict Exposure Boundaries: Guarantees worker ionizing radiation exposure does not exceed the whole-body limit of 1.25 rem per calendar quarter.
• The ALARA Principle: Configures checkpoint layouts and operator consoles to keep radiation levels As Low as Reasonably Achievable.
• Personal Dosimetry Monitoring: Mandates that personnel wear radiation monitoring badges (dosimeters) if they risk receiving 25% of the quarterly exposure limit.
• State Agency Registration: Requires full registration and annual radiation safety testing through state health or radiation control departments.
• Hazard Signage and Training: Mandates conspicuous warning labels and structured operator safety programs regarding radiation environments.
• Armed Forces & Military Requirements
• MIL-STD Environmental Hardening: Demands compliance with standards like
MIL-STD-810H to survive operational temperature swings, moisture, and intense vibration.
• Rapid Tactical Portability: Requires lightweight casing or wheeled, ruggedized designs for rapid deployment at remote forward operating bases (FOBs).
• Improvised Threat Detection: Calibrates detection algorithms to identify improvised explosive devices (IEDs), specialized bomb components, and tactical ammunition.
• Advanced Cyber Security: Restricts systems to closed networks with password protections and multi-tiered user privileges to prevent data leaks.
• GSA & Procurement Approval: Requires equipment listings on specialized procurement platforms like the U.S. Testing Equipment Military Catalog or TSA Blanket Purchase Agreements
• TSA Air Cargo & Checkpoint Qualified: Must be actively listed on the TSA Qualified Technology List (QTL) or Acceptable Capability List (ACL).
• Advanced Technology (AT) Standards: Software and hardware must integrate seamlessly with TSA-approved network protocols for remote screening and centralized data management.
• Dual-View Configuration: Incorporates two independent X-ray generators to provide simultaneous horizontal and vertical views, matching TSA's standard for high-security check-in lines.
• Would you like me to add specific sub-paragraphs detailing the MIL-STD- 810H environmental test methods (like sand, dust, and vibration) required for these machines?
