About this file
This document is a Statement of Need detailing salient characteristics for the procurement of a pneumatic double-flare tube machine (TUBE-LINE 1.0-DF) for the Aircraft Structural Maintenance flight at Luke Air Force Base, Arizona. The 56th Fighter Wing requires this equipment to fabricate secure, high-pressure 37-degree double-flare connections on F-35 hydraulic and fluid lines. Without this machinery, the wing cannot safely complete final fabrication steps for local hydraulic line replacement, creating critical safety risks including potential in-flight hydraulic failure and aircraft grounding. The machine must be pneumatically powered using standard shop air (75–100 psi), feature a single-lever operation, and fit within a maximum physical envelope of 33 inches length by 23 inches width by 43 inches height for the pre-allocated shop space.
The flaring machine must include a complete 37-degree double-flare jaw and die set for tubing outside diameters of 0.188", 0.250", 0.312", and 0.375", along with upset and flare punches for wall thicknesses ranging from 0.020" to 0.035". The equipment must include an integrated, floor-mounted machine stand with a built-in tool rack for die and punch organization and carry a minimum 12-month manufacturer warranty covering parts and labor. This requirement is part of solicitation FA488726Q0064 issued by the Department of the Air Force Air Education and Training Command for two separate industrial metalworking machines; however, funds are not presently available, and no award will be made until funding becomes available.

SALIENT CHARACTERISTICS
FOR PURCHASE OF TUBE-LINE 1.0-DF, FLARING MACHINE
FOR
Aircraft Structural Maintenance, Fabrication Flight
LUKE AFB, AZ
Purpose & Impact Statement:
The Aircraft Structural Maintenance section requires a pneumatic double-flare tube machine to fabricate secure, high-pressure end connections on F-35 hydraulic and fluid lines. F-35 systems mandate a highly specific 37-degree double-flare connection to prevent catastrophic fluid leaks under flight loads.
Impact on 56 FW if not approved: Without this machinery, the 56 FW cannot safely complete the final fabrication steps of local hydraulic line replacement. Attempting to install single-flared or manually flared lines on a 5th-generation fighter introduces a severe risk of in-flight hydraulic failure, grounding aircraft and posing a direct hazard to pilot safety and airframe integrity.
Tubing Machine Requirements:
1. Footprint: Maximum physical envelope of 33” L x 23” W x 43” H to fit pre-allocated shop space.
2. Flaring Type: Must be explicitly designed to produce high-precision 37-degree double flares, which are mandatory for high-pressure F-35 hydraulic connections.
3. Power & Operation: Must be pneumatically powered utilizing standard shop air (75 to 100 psi) and operated via a single lever for ergonomic, repeatable use.
4. Jaw/Die Set: Must include a complete set of 37-degree Double Flare Jaws/Dies specifically for .188”, .250”, .312”, and .375” tubing Outside Diameters (OD).
5. Punch Set: Must include a complete set of Upset and Flare punches tailored for tubing Wall Thicknesses (WT) ranging from .020” to .035”.
6. Storage: Must include an integrated, floor-mounted machine stand featuring a built-in tool rack for die/punch organization.
7. Warranty: Minimum 12-month manufacturer warranty covering parts and labor.
