About this file

This document is a Salient Characteristics specification for a federal contract opportunity with the U.S. Army Research Laboratory (ARL).

The procurement requires one (1) Potentiostat-Galvanostat Battery Cycler meeting specific technical specifications. The device must have a minimum of eight (8) channels, each capable of performing three (3) electrode potentiostat-galvanostat measurements for five amp-hour (5Ah) cells at five to ten amp (5-10A) rates with continuous impedance measurement on each of the eight channels, and a minimum of five (5) electrode connections for certain measurements. Additional technical requirements include a minimum sampling time of 200 microseconds (μs), electrochemical impedance spectroscopy capability with a frequency window of 10 microhertz (μHz) to 11 Megahertz (MHz) and frequency resolution of less than ten parts per million (<10 ppm), compatible battery cell holders for each channel capable of handling up to 12 A or more, and a customizable channel voltage range of ±10 Volts (V) with a minimum accuracy of ±1 mV ±0.03% of the cell reading. Delivery must be completed Free-on-Board (F.O.B) to the U.S. Army Research Laboratory at 2800 Powder Mill Road, Adelphi, Maryland 20783-1138 no later than 75 days after contract award. The Contracting Officer is Zachary Dowling, signed on 7/27/2026.
