About this file
This document is a Salient Characteristics Commercial Availability Certification related to a microfluidic droplet system. The key details are:
The system must be capable of sorting microdroplets ranging from 20-100 micrometers in diameter, formed by water-in-oil emulsions. It must have the ability to interrogate and sort microdroplets using fluorescence analysis, with a graphical user interface to monitor and control the system. The system must be able to use microdroplets generated from non-proprietary methods, and sort based on at least two fluorescent criteria using specified wavelength ranges. The sorting mechanism must be either dielectrophoretic or mechanical. The system must be available as a commercial, off-the-shelf product from a distributor.
This salient characteristics document is related to a federal contract opportunity, Solicitation Number W911QX-24-Q-0227, issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, for the procurement of one (1) Droplet System.

Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
Signature (typed name): Jose A. Wippold (jose.a.wippold.civ@army.mil) Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
Salient characteristics:
A microfluidic droplet system:
· Capable of sorting microdroplets ranging from 20-100 micrometers (um) in diameter;
· Sort microdroplet formed by water-in-oil emulsions;
· Instrument that can interrogate microdroplets needing to be analyzed using fluorecence analysis;
· Containing some form of graphical user interface to pair with the control system (e.g. computer) in order to monitor sort experiments and change system conditions;
· Ability to use microdroplets generated solely from non- proprietary (i.e. not on their own instrument) methods;
· Capable of sorting based on two (2) or more intra-microdroplet criteria (i.e. at least 2 fluorescent colors) 488 nanometers (nm) & 405nm, 561 nm, 638 nm for example
· Wavelength detection around 445-460, 520-545, 580-610, 665-680, 716, or 775 nm (+/- 70 nm for each);
· Capable of sorting through an e-field (dielectrophoretic) or mechanical (e.g. pneumatic) based forces;
· From a distributor that produces commercial, off-the-shelf chips for sale.
