About this file

This document is the Evaluation Criteria for a comparative evaluation of offers received in response to a solicitation for a microfluidic droplet system. The government will utilize a comparative evaluation process to determine which offer provides the most benefit. Technical and past performance factors are equally important and significantly more important than price.

The government is seeking a microfluidic droplet system with specific minimum characteristics, including the ability to sort droplets 20-100 micrometers in diameter, use water-in-oil emulsions, conduct fluorescence analysis, have a graphical user interface, use non-proprietary methods, sort based on at least two fluorescent colors, and utilize either e-field or mechanical sorting forces. The government is willing to trade off price for offerors that exceed these requirements and/or provide faster delivery. Past performance will be evaluated based on actual sales of the proposed product. Price will be evaluated based on the total proposed price.

Evaluation Criteria - Comparative Evaluation In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government’s minimum technical requirement contained in this solicitation. The evaluation factors that will be utilized during evaluation are Technical, Past Performance and Price. Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. The below evaluation factors will be utilized during evaluation:

Technical

The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time:

A microfluidic droplet system with these minimum characteristics:

· Capable of sorting microdroplets ranging from 20-100 micrometers (um) in diameter;

· Sort microdroplet formed by water-in-oil emulsions;

· Instrument that can interrogate microdroplets needing to be analyzed using fluorescence analysis;

· Containing some form of graphical user interface to pair with the control system (e.g. computer) in order to monitor sort experiments and change system conditions.

· Ability to use microdroplets generated solely from non-proprietary (i.e. not on their own instrument) methods;

· capable of sorting based on two (2) or more intra-microdroplet criteria (i.e. at least 2 fluorescent colors) 488 nanometers (nm) & 405nm, 561 nm, 638 nm for example

· wavelength detection around 445-460, 520-545, 580-610, 665-680, 716, or 775 nm (+/- 70 nm for each)

· Capable of sorting through an e-field (dielectrophoretic) or mechanical (e.g. pneumatic) based forces

· From a distributor that produces commercial, off-the-shelf chips for sale

· Delivery time within 6 months of contract award date

The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.

Past Performance

Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include any records of domestic sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number.

Price

Price will be evaluated based on the total proposed price, including options, (if any).
