About this file

This is a Salient Characteristics document for the 19 SFS Immediate Response Kit Purchase, a counter-drone detection and defeat system acquisition for the 19th Security Forces Squadron.

The procurement requires five line items: (1) one Immediate Response Kit capable of detecting, tracking, and defeating small group classified drones while deciphering signals and operator identification; (2) two RF Patrol Mk2 Wideband devices for detection and tracking; (3) three Magnetic Antenna Kit Wideband enhancement systems; (4) three Dell Rugged Tablets configured with C2 Tactical software; and (5) peripherals and accessories including hard-case storage containers, additional hardware, software security features, and range extenders. All equipment must be new, current production models with minimum one-year warranties covering technical support, hardware/software troubleshooting, and parts replacement. Systems must operate in environmental temperatures ranging from -32°C to 60°C (or -32°C to 55°C for defeat systems), weigh approximately 26 pounds, be waterproof and dustproof with IP67 minimum environmental ratings, and be portable for storage in patrol vehicles without accommodation issues. Systems require FCC-approved hardware, network connectivity via ethernet/LTE/satellite, cybersecurity protocols protecting against spoofing and jamming, and capability for integration with newly acquired hardware. Documentation must include operator manuals, technical guides, and training materials in English. The contract prohibits counter-drone systems requiring connection to Chinese company DJI servers and mandates compliance with EPA environmental restrictions. Contractor must provide training coordinated with the C-sUAS Program Manager within seven calendar days of equipment shipment and maintain electronic training materials available for two years post-training.
