About this file

This document is a Salient Characteristics specification for a baggage X-ray machine procurement by the U.S. Air Force's 325th Logistics Readiness Squadron (LRS/LGRD) at Tyndall Air Force Base in Panama City, Florida.

The Air Force seeks a semi-portable passenger baggage X-ray machine designed to match Transportation Security Administration equipment used at commercial airport security checkpoints. The machine must display digitized transmission radiographic images with material differentiation capabilities (e.g., nylon versus explosives versus PVS under steel) and support at least dual-view or multi-view imaging. Physical specifications require maximum dimensions of 115 inches length × 60 inches width × 75 inches height, weighing no more than 2,300 pounds, with a tunnel size of at least 40 × 40 inches and height from ground not exceeding 30 inches. The equipment must operate at 100% duty cycle with no warm-up procedure, support 110-120 volt power supply, and function within 32-104°F operating and 0-120°F storage temperatures. The machine must be rated for 485-pound conveyor loads and include high-resolution sensor technology, automatic liquids detection, dual color monitors, image enhancement with low-density capability, and threat image projection functionality. Additional requirements include entry/exit roller tables (20-36 inches per table), protective tunnels preventing personnel access during operation, semi-portable roller castors, and "Medium Aperture" capacity accommodating air cargo items up to 122 × 153 × 122 centimeters and 1,000 kilograms. The device must be approved on the TSA's Air Cargo Screening Technology List (ACSTL) and cannot be on the Conditionally Approved or Grandfathered lists. The vendor must provide setup, installation, training, and a 12-month warranty covering parts and labor commencing upon delivery to Building 995, Beacon Beach Road, Panama City, Florida 32403.

BAGGAGE X-RAY MACHINE SALIENT CHARACTERISTICS

1. Purpose

The X-ray Machine are specifically designed to function in the same capacity to what Transportation Security Administration is currently using at commercial airport security screening check points. The 325th LRS/LGRD ATF office will utilize this equipment to properly conduct security screening of passengers and their carry-on items and checked baggage ensuring that no unauthorized items are carried or loaded onto aircraft.

The Air Force requires passenger baggage X-Ray machines to ensure passenger service agents are not required to hand search all hand-carried and checked baggage to meet United States Transportation Command (USTRANSCOM) and Air Mobility Command (AMC) passenger baggage screening requirements. Additionally, X-Ray screening technology provides a second level of screening to ensure safety of flight. The machines must be on the approved Air Cargo Screening Technology List (ACSTL) (Attached) as qualified TSA approved security programs. Devices purchased cannot be on the Conditionally Approved or the Grandfathered list.

2. Requirements

Desired outcome: Semi Portable (capable of being maneuvered within same building by no more than two people) passenger baggage visual image inspection device that displays digitized transmission radiographic images of an object under inspection following an interrogation and capable of enabling visual differentiation between types of materials detected, e.g., nylon vs explosives vs PVS under steel. Device must be capable of displaying images scanned from at least two perspectives.
