About this file

This document outlines salient characteristics for an STI NAAT (Sexually Transmitted Infection Nucleic Acid Amplification Test) system procurement. The contract requires a nucleic acid amplification instrument capable of performing FDA-approved molecular assays for Chlamydia trachomatis, Neisseria gonorrhea, and Mycoplasma genitalium testing. The system must process up to 275 samples in an 8-hour shift with at least 100 results per hour following the first result, deliver first results in 3.5 hours or less, and handle at least 55,000 tests annually with random access capability for simultaneous multiple assays.

Key technical requirements include automated sample ID scanning, acceptance of primary collection containers without manual pre-processing, liquid level detection, bar-coded data entry, and bi-directional interface capability for Laboratory Information System integration. The instrument dimensions cannot exceed 69" x 36" x 72" including clearances and accessories, and must operate in environmental conditions of 15-32°C with less than 80% relative humidity. The contractor must provide emergency services within 24 hours of service calls (completed within 48 hours), system installation and setup, complete system validation assistance, staff training, and computer system components including UPS for the instrument life. Additional requirements include 100% walk-away operation, overnight processing capabilities, no remote diagnostics dependency, and ability to obtain ATO for DHA network operation within one year of contract start while meeting cybersecurity requirements.

STI NAAT

SALIENT CHARACTERISTICS

General instrument characteristics include a nucleic acid amplification instrument(s) capable of performing FDA-approved C. trachomatis, N. gonorrhea, and M. genitalium nucleic acid amplification testing with specific functionality and performance-based requirements of the system.

A. Characteristics:

1. FDA-approved, molecular assays for:

a. Chlamydia trachomatis

b. Neisseria gonorrhea

c. Mycoplasma genitalium

2. Must be capable of processing up to 275 samples in an 8 hour shift.

3. Automated sample ID scanning on the system to ensure sample/assay/reagent positive match.

4. Must accept primary collection container on system without requirement for manual pre-analytical processing.

5. Bar-coded data entry capabilities.

6. Must process Liquid Level detection capability to confirm adequate sample and reagent levels.

7. Must be able to process Urine and Swab specimens, and have FDA-approval for both specimen types.

8. Bi-directional interface for host connection to connect to Laboratory Information System

(LIS) and system must be capable of automatically sending patient results to the LIS.

9. Test-specific reagents.

10. Ready-to-use reagents, bar-coded cassettes.

11. Effective dimensions for individual analyzer must be no greater than 69 in x 36 in x 72 in to include clearances and accessory equipment (i.e. printer).

12. Deliver first result in 3.5 hours or less.

13. Must process at least 100 results per hour following first result.

14. Must be random access to allow multiple assays to be run simultaneously and continuously with the ability to process at least 55,000 tests annually.

15. Contractor must be able to perform emergency services within 24 hours of service call and completed within 48 hours of arrival.

16. Must be able to provide system installation and set-up.

17. Computer system (CPU, Monitor with touch screen, Printer,), UPS for all instruments for the life of the instruments.

18. Must be able to provide complete system validation (or assist facility with validation, as needed).

19. Must be able to provide training for staff how to use and troubleshoot the system.

20. Operate within the existing environmental conditions of 15-32°C and <80% relative humidity.

21. The test(s) specifically identifies C. trachomatis, N. gonorrhea, and M. genitalium at clinically relevant infection levels.

22. The systems must improve overall productivity in the Microbiology Section, reducing the need for repeat testing thus reducing reagent waste.

23. The system should not require monitoring/user intervention during a run and should be 100% “walk-away” system.

24. System cannot require remote diagnostics for troubleshooting or required software updates.

25. Overnight operation capabilities from start of specimen to finish.

26. Must be able to obtain an ATO to operate on the DHA network within 1 year following start of contract and meet cyber security/network requirements.
