About this file
The Salient Characteristics document details a federal contract opportunity for the Army Research Laboratory's Antennas and Radio Frequency (RF) Sensing branch. The procurement requires one Focused Beam Base System, multiple software components, and several measurement system upgrades, specifically: a free-space and waveguide measurement system, software for controlling measurements, a turntable upgrade, backscatter upgrade, bistatic cart, and a table-top free-space measurement system.
The Focused Beam Base System must include a frame with wheels and stabilized feet, two focus lenses supporting up to 40 GHz, ultra-wideband antennas operating from 2-40 GHz, a material test holder, and compatible radio frequency cables. The required software will invert measurement data into complex permittivity, permeability, and sheet impedance, and automate specimen turntable and beam scan tool controls. The contract also includes a two-day on-site installation and training component. The document indicates the technical requirements have been evaluated and determined to be commercially available, with the solicitation targeted for a single source procurement.

Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
Signature (typed name):
Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
Requirements:
The Antennas and Radio Frequency (RF) Sensing branch at the Army Research Laboratory (ARL) requires one (1) Focused Beam Base System, one (1) software for Free Space and Waveguide measurements, one (1) software controls Free Space and Waveguide measurements, one (1) Turntable Upgrade, one (1) Backscatter Upgrade, one (1) Bistatic Cart, one (1) Table-Top Free-Space Measurement System, and Installation and Training with the following minimum salient characteristics:
1. Focused Beam Base System:
o The frame with wheels and stabilized feet with mounting hardware and attachments o Two (2) focus lenses that can support up to 40 gigahertz (GHz) o Ultra-wideband antennas that can support from two (2) – 40 GHz o The holder for material under test that can support from two (2) – 40 GHz o Radio frequency Cables that can support from two (2) – 40 GHz
2. The software that can work with free-space measurement system. The software inverts the measured S11, S12, S21, and S22 data into complex permittivity, permeability, and sheet impedance.
3. The software that automates control of specimen turntable and beam scan tool
4. Backscatter Upgrade and bistatic cart upgrade that allow backscattering and bistatic measurement
5. Installation and Training (Two (2) days on-site)
6. Table-Top Free-Space Measurement System
