Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Ryan McGowan Technical Point of Contact (TPOC) C.1 The Government requires an industrial positive displacement blower system and heat exchanger to simulate various altitude conditions at the turbine exhaust side of an experimental turbomachinery hot gas stand facility. A representative process flow diagram of the experimental turbomachinery facility is shown in Figure 1.
C.2 Blower Package C.2.1 The blower shall be able to achieve a pressure range at the turbine outlet corresponding to 0 to 30,000 feet (ft) altitude (101.33 kilopascals (kPa) absolute to 30.13 kPa absolute).
C.2.2 The blower package shall include a heat exchanger for installation between the turbine outlet and the blower inlet to cool the exhaust gas before it enters the blower. The heat exchanger shall be capable of safe operation within the above pressure range. It shall be sized for a maximum temperature of 2012 degrees Fahrenheit (°F) and a maximum flowrate of 4,480 actual cubic feet per minute (ACFM) at the heat exchanger inlet. The heat exchanger shall be able to cool the exhaust gas to 100°F or lower.
C.2.3 The selected blower package shall be capable of safe operation with a system inlet temperature up to 125°F. No parts of the blower package shall be exposed to temperatures that they aren’t rated for.
C.2.4 Instrumentation sensors and datalinks shall be provided to monitor the pressure and temperature between the heat exchanger and blower to ensure the blower operating limits are not exceeded.
C.2.5 The blower shall have enough margin to accommodate for pressure losses due to the heat exchanger and duct length between the turbine outlet and the blower inlet.
C.2.6 The blower shall be capable of achieving a flowrate range of 100 to 720 ACFM at 0 ft altitude and 125°F inlet temperature.
C.2.7 The blower shall be capable of achieving a flowrate range of 170 to 1,060 ACFM at 30,000 ft simulated altitude and 125°F inlet temperature.
C.2.8 The blower shall normally operate at 35–80% of its maximum speed in order not to overstress any components.
C.2.9 A 460-volt (V), 3-phase, 60-hertz (Hz) alternating current (AC) motor properly sized for compatibility with the blower shall be provided to power the blower. The motor shall be rated for use with a variable-frequency drive (VFD).
C.2.10 A VFD properly sized for compatibility with the motor shall be provided to control the motor. The VFD shall be able to be controlled using LabVIEW software.
C.2.11 Jet silencers shall be provided if necessary to reduce pulsations and noise to an acceptable level of less than 85 weighted decibels (dBa).
C.2.12 An enclosure shall be provided to protect the blower, motor, VFD, and other associated equipment from the weather and to reduce noise to an acceptable level of less than 85 dBa.
C.2.13 A support structure / skid shall be provided to consolidate the blower and associated equipment into a single package and facilitate its installation on the building roof.
C.2.14 The enclosure and support structure / skid shall include a lightning protection system (LPS). The Contractor shall follow National Fire Protection Association (NFPA) 780 in line with Unified Facilities Criteria (UFC) 3-575-01 guidelines.
C.3 Blower Preventive Maintenance
C.3.1 The Contractor shall complete the preventive maintenance tasks below following the schedule under Section C.4:
C.3.2 Record housing vibration levels in the horizontal, vertical, and axial planes. Review any changes from previous readings, and if any unusual vibrations are detected, take a complete vibration signature (amplitude vs. frequency). The Contractor shall provide vibration measurements to Government personnel. The Government will maintain a log of these measurements.
C.3.3 Sample lube oil.
C.3.4 Change oil if the following values are exceeded:
i. Water: 100 parts per million maximum
ii. Metals: 200 parts per million maximum
iii. Total acid number (TAN): 2.5 milligrams of potassium hydroxide per gram of oil (mg KOH/g) recommended. Increase frequency of sampling if any of the above values show a 20–25% or higher increase over the last sample. Change the oil when the TAN increases by 2.0 or equals 4.5 mg KOH/g.
C.3.5 Check auxiliary oil pump for proper operation.
C.3.6 Check inlet filter elements.
C.3.7 Check coupling alignment, and inspect coupling for wear.
C.3.8 Inspect oil cooler tubes as applicable.
C.3.9 Check all protective switches for proper set points and operation.
C.3.10 Review spares inventory on hand at Army Research Laboratory (ARL).
C.3.11 The Contractor shall meet the above requirements through onsite visits at Aberdeen Proving Ground, MD.
C.3.12 The Contractor shall include all travel expenses in their quoted price, such as airfare, lodging, meals, and incidentals.
C.3.13 The Contractor shall provide these services during each service visit over a five-year period starting from the date of the contract award.
C.3.14 The Contractor shall maintain a log to record the number of hours worked on the blower package and the specific tasks achieved.
C.4 Preventive Maintenance Schedule
C.4.1 The Contractor shall complete the listed requirements during each service visit on the following schedule:
i. One (1) service visit during the first six (6) months of the first year
ii. One (1) service visit during the second six (6) months of the first year
iii. One (1) service visit during the second year
iv. One (1) service visit during the third year
C.4.2 Upon completion of each of the above requirements, the Contractor shall submit an invoice to the Government for payment.
C.4.3 Following each service visit, the Contractor shall provide a detailed report and a recommendation of service and parts that would be required to purchase.
C.4.4 The Contractor shall submit the complete report / findings and recommendations within three (3) weeks of the service visit.
C.4.5 The Contractor shall submit the log showing hours and tasks worked via e-mail to the Technical Point of Contact (TPOC) on a biannual basis.
C.5 General Construction Requirements
C.5.1 The design of the blower package shall be approved by ARL before the Contractor begins fabrication.
C.5.2 The blower package shall be designed for continuous run times up to 12 hours.
C.5.3 All sensors and control hardware (pressure transducers, thermocouples, control valves, etc.) shall be compatible with and operable via LabVIEW software.
C.6 Miscellaneous Requirements
C.6.1 The Contractor shall assemble and test the blower package on the roof of B4603 at Aberdeen Proving Ground, MD.
C.6.2 The Contractor shall provide a not-to-exceed cost quote for the design, assembly, and testing of the blower package.
C.6.3 The Contractor shall provide four (4) days of initial training for ARL staff to become familiar with running the system.
C.6.4 The Contractor shall provide three (3) years of warranty on all components, software, and system installation after the installation and commissioning of the system at ARL.
C.6.5 During the warranty period, the Contractor shall provide annual maintenance of the system.
C.6.6 The Contractor shall provide all equipment specifications, schematics, illustrated parts breakdowns (IPBs), operation and maintenance (O&M) manuals, standard operating procedures (SOPs), safety data sheets (SDSs), and relevant documents to ARL.
