Salient Characteristics, Delivery, & Installation Instructions Consoles

15th Wing Command Post Joint Base Pearl Harbor Hickam

2 June 2020

BACKGROUND:

This Delivery & Installation Instructions outlines requirements necessary to support the modernization for the 15th Wing Command Post located at JBPHH.

1.0 GENERAL

1.1 The Contractor shall provide all supervision, labor, materials, equipment, and transportation to accomplish this project in accordance with this document.

1.2 All materials shall be installed per manufacturer's recommendations unless specified otherwise. All materials shall be utilized within the manufacturers limitations and intended purposes.

1.3 Console furniture in Command Post and adjacent spaces.

1.3.1 In the event of damages of any nature caused by this work due to improper protection, precaution or safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no cost to the Government. In the event the Contractor does not satisfactorily repair or replace such damage caused by the work of this contract, the Government will make the necessary corrections and the Contractor shall reimburse the Government for inconveniences, labor, and materials involved.

1.4 Base Facilities Support: None

1.4.1 Project Manager: The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this PWS. The Project Manager shall be a single point of contact for the Contracting Officer. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. The Project Manager is further designated as Key by the Government. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates shall be able to read, write, speak and understand English.

1.4.2 The Project Manager shall be available to the CO via telephone between the hours of 0730 and 1630 Hawaii Standard Time (HST), Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within two hours of notification.

1.5 Employee Identification

1.5.1 Contractor employees working on-site or visiting at Government facilities shall wear a Government issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times.

1.6 Employee Conduct

1.6.1 Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Military. The Project Manager shall ensure Contractor employees understand and abide by Hickam Air Force Base established rules, regulations and policies concerning safety and security.

1.6.2 Removing Employees for Misconduct or Security Reasons:

1.6.2.1 The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from Hickam AFB facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

1.7 Warranty

1.7.1 The Contractor shall provide the following warranties:

1.7.1.1 LIFETIME WARRANTY on all fixed structural frame components

1.7.1.2 LIFETIME WARRANTY on all static exterior panels and work surface components parts; with 5 years for labor;

1.7.1.3 LIFETIME WARRANTY on all adjustable, sliding or hinged mechanisms or parts; with 5 years of labor

1.7.1.4 5-year WARRANTY on parts minimum to include all 24/7/365 rated hardware

1.7.1.5 5-year WARRANTY on service, which includes on-site repair, all parts, labor and replacement as necessary.

1.7.1.6 Warranties shall be in accordance to commercial practices.

1.8 Other Applicable Conditions

1.8.1 Security: All Contractor personnel must work inside an active SCIF and therefore must maintain a minimum of Top Secret clearance as specified in the DD254 for this effort. Contractor support will be required for any adjustments following installation, and this will be during a live mission. There shall be no exceptions to this policy. Performance of this contract requires that all Contractor personnel meet the minimum security clearance.

1.8.2 Period of Performance: From date of award is 16 weeks to deliver and install

1.8.3 Place of Performance: Work and installation will take place in the 15th Wing

Command Post facility at JBPHH, HI.

1.8.4 Deliveries: The facility back door shall serve as the main entry point for all products during the project. The following delivery requirements must be adhered to:

1.8.4.1 Verification and accessibility of elevators, lobby, and corridor clearances are the responsibility of the Contractor prior to delivery and installation.

1.8.4.2 Off-site screening may be required for all delivery trucks prior to building delivery.

1.8.4.3 A coordination meeting to discuss delivery and Hickam AFB security requirements, policy and criteria will be required.

1.8.4.4 All Contractor personnel entering Hickam AFB space will be required to sign in and out of the Command Post on a daily basis. Any personnel making deliveries but not entering Hickam AFB will not be required to sign in.

1.8.5 Post Award Conference: The Contractor shall coordinate a Post Award Conference with the Contracting Officer (CO) and the government representative. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and review the Contractor's draft project plan. Post Award Conference will be conducted by the most effectively feasible means available, to include Phone Bridge, email, or teleconference.

1.8.6 Project Plan: The Contractor shall provide a draft Project Plan at the Post Award Conference for Government review and comment. The Contractor shall provide a final Project Plan to the CO not later than five business days after the Post Award Conference.

2.0 REMOVAL & INSTALLATION OF SIT/STAND CONCOLES

2.1 SCOPE:

2.1.1 The scope of work is to obtain 7 Custom Sit-Stand Consoles as well as replace existing carpet flooring in the Command Post and adjacent spaces as part of a modernization project. The contractor shall provide floor plans, build, ship, and install custom console workstations.

2.2 APPLICABLE DOCUMENTS:

2.2.1 Contractor will adhere to Greenguard certification & ISO 9001:2008 certification

2.3 FLOOR PLAN DESIGN

2.3.1 The Contractor shall maximize space available while still ensuring functionality and ergonomic constraints are encompassed in the final floor plan and console workstation designs. Based on 1.8.6 Project Plan.

2.3.2 The Contractor shall develop a floor plan design to produce 24/7 rated custom console furniture per the layout shown in CP Overview drawing and the compliance documents identified in paragraph 2.2. All items shall be warranted for 24/7 use and shall take into consideration the following Government requirements:

2.3.2.1 Shall accommodate at least the number of items as described in Section

2.1.1 above.

2.3.2.2 Workstations shall be positioned to conform to all industry standard ergonomic and ADA standards for seated workstations.

2.3.3 Document/Drawing Security:

2.3.3.1 Labeling of information on Console Drawings: All building information, either in electronic or paper formats, shall have imprinted on each page of the information:

2.4 INSTALL CUSTOM CONSOLE WORKSTATIONS

2.4.1 Contractor shall install custom console workstations.

2.4.2 At a minimum, each console workstation shall have the following features and capability:

2.4.2.1 Consoles shall be of modular design, facilitating future equipment retrofits and full reconfigurations without requiring any major modification to the structure or exterior elements.

2.4.2.2 Console structure, sub structure and frame shall form a freestanding unit independent of the exterior cladding.

2.4.2.3 Consoles shall be manufactured to industry recognized ISO 9001:2008 quality standards.

2.4.2.4 Contractor shall manufacture using low-volatile organic compound based materials to provide superior indoor air quality demonstrated by Greenguard certification or equivalent low emissions quality products certifications.

2.4.2.5 Console shall be designed with the consideration of accepted Human Factors guidelines and applicable ergonomic standards including American National Standards Institute/Business + Institutional Furniture Manufacturers Association, and International Organization for Standardization.

2.4.2.6 Console shall be able to accommodate flat screen monitors, various desk accessories, and a linear task light structure mounted on the rear slatrail or worksurface. (Flat screen monitors will range in size from 20.25in x 12.5 and 18.75in x 12in.)

2.4.2.7 Console shall accommodate computer equipment with a variety of optional processor shelves. Fixed or slide out shelves shall be available with the hinged panels. A door mounted processor shelf shall be available for hinged panels.

2.4.2.8 Console shall provide CPU storage areas with a minimum separation of 18” between classified and unclassified CPU’s.

2.4.2.9 Console shall provide open cable chases that run uninterrupted to adjacent desks in the upper and lower portion of the base units. Integrated cable tray shall be accessible by removing the access panel on the work surface. A variety of cable management options accommodate electrical and data service. Termination boards shall be available as an option to mount outlets and jacks.

2.4.2.10 Each contiguous set of consoles shall have an endcap on each end of the set that provides a professional, neat, clean appearance, keeps cables and wires out of plain sight and protects said cables and wires.

2.4.3 ERGONOMICS

2.4.3.1 Consoles shall be designed in accordance with the ergonomic standards of

ISO, ANSI and BIFMA.

2.4.3.2 Work surface platform shall have smooth edges and transitions, thus avoiding sharp corners or potential “rib catchers” for operator safety.

2.4.3.3 Sharp edges at the console base and in CPU cavities are not acceptable and represent potential operator safety issues.

2.4.4 SPECIFICATIONS/ CONSTRAINTS

2.4.4.1 The following describes each type of workstation required and the items that each workstation shall be able to contain at a minimum. Each breakdown further delineates which items shall be furnished by the Contractor and which items shall be furnished by the Government.

2.4.5 Consoles for CP Control Room (QTY 4)

2.4.5.1 The Desk Console will have a height-adjustable work surface. The

Contractor shall provide at a minimum the following items as a part of each console workstation:

• Continuous Base Processor Storage to support: 2-3 CPU

• 8 Slatwall Mounted Single Tier Monitor Arms (Load capacity: 40 lbs.

each)

• Soft Urethane Nosing

• Plexi-glass work surface inlay (flush with surface)

• Single Tier Slatwall w/ Brush Grommets

• Slatwall Power Data Grommet

• Slatwall Mounted LED Tasklighting

• 6 North American Power Bar; 120V/15A, 6 Outlets, 6’ Power Cord

• Shared Work surface Extension surface

2.4.6 Consoles for Training Office (QTY 2)

2.4.6.1 The Desk Console will have a height-adjustable work surface. The Contractor shall provide at a minimum the following items as a part of each console workstation:

• 1 Fixed Processor Shelves to support:

• 1 CPU

• 2 Slatrail Mounted Single Tier Monitor Arms (Load capacity: 40 lbs.

each)

• Soft Urethane Nosing

• Single Tier Slatrail w/ Brush Grommets and Sheet Metal Cover

• Slatrail Power Data Grommet

• 2 North American Power Bar; 120V/15A, 6 Outlets, 6’ Power Cord

• Mobil Storage Pedestal – box/box/file.

• Extended Fixed Work surface

2.4.7 Consoles for C2 Ops Office (QTY 1)

2.4.7.1 The Desk Console will have a height-adjustable work surface. The

Contractor shall provide at a minimum the following items as a part of each console workstation:

• 1 Fixed Processor Shelves to support:

• 1 CPU

• 2 Slatrail Mounted Single Tier Monitor Arms (Load capacity: 40 lbs.

each)

• Soft Urethane Nosing

• Single Tier Slatrail w/ Brush Grommets and Sheet Metal Cover

• Slatrail Power Data Grommet

• 2 North American Power Bar; 120V/15A, 6 Outlets, 6’ Power Cord

• Mobil Storage Pedestal – box/box/file.
