About this file

The document is a Salient Characteristics Attachment detailing the U.S. Geological Survey Woods Hole Coastal and Marine Science Center's requirements for a multi-sensor core logger. The system must include an integrated sensor package capable of non-destructively imaging and measuring sediment properties in core sections, with specific sensor requirements including a Bartington magnetic susceptibility sensor, gamma density measurement system, P-wave velocity measurement system, linescan imaging system, handheld XRF sensor, and natural gamma sensor system.

The procurement involves a competitive Request for Quotation (RFQ) 140G0125Q0154 under FAR Subpart 13.5 for commercial items, targeted at small businesses in NAICS code 334516. The solicitation requires vendors to have an active SAM.gov registration, with responses due by 9/5/2025 at 2:00 PM MT and an anticipated award date of 9/5/2025. The system must be delivered to Woods Hole, MA, and include a minimum one-year warranty covering software upgrades, hardware repair, and preventative maintenance, with the option to purchase extended warranties and service contracts.

US GEOLOGICAL SURVEY

WOODS HOLE COASTAL AND MARINE SCIENCE CENTER

I. FUNCTIONAL REQUIREMENTS

The USGS - Woods Hole Coastal and Marine Science Center (the Center) needs to acquire an integrated sensor package (multi-sensor core logger) to non-destructively image and measure sediment properties in whole-round or split sediment cores. These sensors must be controlled by an integrated software controller with resulting data supplied in raw (proprietary and open) and processed formats. System parameters must be user controllable and the ability to post- and re-processes previously collected measurements must be supported. Sensor and system calibrations and verifications should be traceable for quality management system processes and reporting. Required sensors and other pertinent requirements include:

· Fully automated track system capable of precise movement of 1.5 m and greater length core sections

· Integrated tracking, sensor operation, data recording, and processing electronics/computer suite, including all necessary peripherals and manuals

· Bartington 130 mm MS2C loop (whole round cores) and M2E point (split cores) sensors

· 137-Cs gamma source and associated density measurement system

· Compressional (P) wave velocity measurement system, including core thickness sensor for use on whole round and split cores

· Geoscan (or comparable) linescan imaging system (imager and light source) for split cores

· Handheld (integrated operation) XRF sensor capable of calibrated quantitative and qualitative counts-per-second analysis of a broad range of elements (light and heavy)

· Natural gamma sensor system (detectors plus shields)

· Appropriate calibration materials for routine verification of sensor and system performance and quality control

· System-installed shielding and access controls for system operation and ionizing radiation sources

· Software (or software licenses) for off instrument data processing

· Appropriate documentation to facilitate radiation licensing

· US compatible electrical system

· On-site (Woods Hole, MA, USA) installation and operator training

· Shipping and handling (including customs clearance if appropriate)

The system shall include a minimum of one-year of warranties to include on-site software upgrades, hardware repair, and at a minimum, one optional, annual preventative maintenance service visit, which includes all parts (except for consumables), travel, and labor at no additional cost to the USGS. The warranty period shall begin at the time of final acceptance of the system, once it has been demonstrated to meet all the specifications provided herein and meets or exceeds manufacturer-specified performance standards. The quote shall also include costs for optional extended warranties and preventative maintenance/service contracts. However, this does not guarantee purchase of these additional/optional items. The purchase and use of compatible consumables from third party vendors, which fully meet OEM specifications, must not void the manufacturer’s warranty.
