About this file

This is a Request for Quote (RFQ) for a Computerized Dynamic Posturography (CDP) and Balance Advantage system for Columbia Veterans Affairs Medical Center. The Government is soliciting quotes for a combined commercial product and services procurement under Federal Acquisition Regulation Part 12, with the solicitation number 36C24726Q0660. The North American Industrial Classification System code is 339112 (Surgical and Medical Instrument Manufacturing), and this solicitation is 100% set-aside for service-disabled veteran-owned small businesses (SDVOSB) with a business size standard of 1000 employees. The deadline for submission of written questions is 12:00 PM ET on July 17, 2026, and quotes must be submitted via email to thaddeus.gray@va.gov no later than 12:00 PM ET on July 28, 2026. The Government anticipates awarding a firm-fixed price contract and reserves the right to make an award solely on initial quotes received, with no separate written solicitation to follow.

The required CDP/IVR system must include a dynamic force plate with 2 degrees of freedom providing anterior/posterior translations and rotations, fully immersive virtual reality environments, a high-end VR-ready computer, height-adjustable workstation, touchscreen monitor, wireless remote for clinician, integrated safety harness, and accessories including a rocker board and foam pad. The system must accommodate patients up to 450 pounds and 6 feet 7 inches tall and provide eight validated assessments, over 75 training modules, and 130 immersive virtual reality environments. Included in the offering are eight dynamic assessments on the force plate (Sensory Organization Test, Motor Control Test, Adaptation Test, Head Shake SOT, Limits of Stability, Unilateral Stance, Weight Bearing Squat, and Rhythmic Weight Shift) and additional assessments available on an optional static force plate. The system includes one year of warranty, dedicated regional service teams with 35 USA locations, an optional preventative maintenance package, wireless headband, and optional static platform connectivity for protocols outside the virtual reality environment.

Salient characteristics:

Computerized Dynamic Posturography (CDP) and Balance Advantage o CDP/IVR systems are the only computerized assessment and rehabilitation tools on the market that meet the definition of Computerized Dynamic Posturography that provides a 2 degree-of-freedom smooth moving force plate with both anterior/posterior translations and rotations and a fully immersive virtual environment.

o CDP/IVR systems are the only computerized assessment and rehabilitation tools on the market that is void of any visual obstruction to the patient, void of any head and neck restrictions or pressures to the patient, and void of any physical barriers to the patient motion except for the adjustable safety harness.

o CDP/IVR systems are the only computerized assessment and rehabilitation tool that allows for the clinician to stand directly near the patient on the platform, which not only enhances the safety of the system, but also encourages patient compliance and patient comfort.

o CDP/IVR systems are the only computerized assessment and rehabilitation tool with a 4-inch platform height allowing ease of patient access.

oCDP/IVR dynamic force plate has fully customizable movement profiles for patient training while also incorporating dual task rehabilitation activities, both which are exceptionally beneficial to a patient’s treatment and not on any other CDP product in the industry.

o Provides 8 assessments with 3-party-research validated normative data to compare patient performance, over 75 training modules and 130 fully immersive virtual reality environments with real-time objective data and 1000’s of combinations of real-time adjustable parameters. This allows clinicians to provide training with a patient-tailored “crawl, walk, run” approach.

o Provides 7 optical flow virtual environments with real-time parameter options including Optokinetics (adjustable by speed, direction, and density), Grocery (adjustable by velocity, platform motion profile, scene density and complexity), Castle and Airplane, plus Driving, Park, and Boardwalk (all adjustable by velocity, platform motion profile, scene density and complexity, distraction incorporation, and cognitive task interaction and scoring).

The CDP/IVR dynamic force plate is the only posturography system on the market with an average vertical force sensitivity and 0.02 kg and an average COP accuracy of 0.25 mm for both COPx and COPy.

• Medical software that provides Perturbations training in a fully immersive virtual environment with adjustable speed, distance, rotational movements, horizontal translational movements, and a variety of immersive scenes. The Perturbations training is a parallel training offering relating to the Motor Control test and Adaptation Test assessments.

dynamic posturography medical device which allows for patients up to 450 lb and 6 feet 7 inches tall.

• fully immersive virtual environments that gives clinicians the option of using protocol series that can be saved for future use, as needed for patient treatment.

o Computerized Dynamic Posturography (CDP) and Balance Advantage system software o Dynamic dual-balance force plates with a smooth moving force plate including both anterior/posterior translations and rotations o Dedicated high-end VR ready computer o Fully Immersive Sway Referencing Visual Surround o Fully Immersive Virtual Reality with scenes encompassing the patient’s entire visual field of view while allowing for visibility of the patient’s entire body which is important for balance assessment o Height adjustable workstation on wheels o Touchscreen monitor o Keyboard o Mouse o Wireless Remote for clinician o Accessory Tray o Color printer o Accessories: 1 rocker board, 1 foam pad o 2 E-stops for safety: 1 system-mounted, 1 portable o 1 year warranty o Dedicated regional service teams with 35 locations across the USA o Optional Preventative Maintenance package o Wireless HS-SOT headband: Adjustable to accommodate any head size o Integrated safety harness structure o Option to connect static platform to the computer to do protocols outside of virtual reality environment.

o Trainings - quick training options, mobility, closed chain, weight shifting, vision, perturbations Dynamic Assessments (Assessment done on the CDP/IVR Dynamic Force Plate):
