About this file
This is a Request for Quote (RFQ) #25-26 HHWOIL issued by Escambia County's Department of Waste Services, located in Cantonment, Florida, seeking a vendor to purchase used oil and provide pickup and disposal services for used oil filters, contaminated fuel, used antifreeze, and oily water. The contract period is from October 1st, 2025, to September 30th, 2026, with electronic bid submissions required by September 17th, 2025, at 3:00 am through the ProcureNow portal. Vendors must create a free account with OpenGov Procurement to submit responses, and the county has specified that the materials are generated from public household drop-offs, onsite vehicle maintenance facilities, and neighborhood collection events, with approximately 85% of materials coming from offsite sources.
The pricing structure includes two distinct tables: one for services the county will pay for (such as oil filter disposal, contaminated fuel handling, and vac truck services) and another for items the vendor will purchase from the county (used oil). Vendors must include all transportation, freight, and environmental fees within their bid prices and are required to provide comprehensive insurance coverage, including workers' compensation, general liability, business auto liability, umbrella liability, and pollution liability insurance with specific minimum coverage amounts. Additional requirements include providing a monthly spreadsheet documenting purchase prices and quantities, verifying Sunbiz registration, and submitting a W-9 form. The county emphasizes that volumes may vary and that contractors can pre-schedule pickup times as needed.
