About this file

This is a Request for Quotes (RFQ) issued by Escambia County's Department of Waste Services for the sale of recycled goods, specifically seeking a vendor to purchase end-of-life electronics, appliances, batteries, and scrap metal collected from county residents. The contract will run from October 1st, 2025, to September 30th, 2026, with vendors required to submit electronic responses by September 17th, 2025, at 3:00 pm. The county is offering two primary service options: a "picked up" option where the vendor provides containers and pickup services, and a "delivered" option where the county provides containers and transportation to a local facility. Vendors must be willing to take scrap propane/gas tanks, TVs, monitors, and all battery types, and must include container freight and travel fees in their pricing.

Pricing will be based on current market indexes for various materials, including FastMarkets for iron and steel, Platts for aluminum, and Comex for copper, with vendors submitting a fixed percentage of the current market value to be paid to the county. The pricing tables cover scrap metals, white goods (appliances), CPUs, lead acid batteries, and miscellaneous electronics, with all pricing listed per pound. Vendors must provide proof of Sunbiz registration, a W-9, and a permit or registration to transport hazardous waste with the Florida Department of Environmental Protection (FDEP). The county requires comprehensive insurance coverage, including workers' compensation, general liability, business auto liability, and pollution liability, with Escambia County to be listed as an additional insured.

1.2. Background

Escambia County Waste services department receives end-of-life electronics, appliances, batteries, and scrap metal in our Citizens Convenience Center drop off from Escambia County residents and onsite sources. Materials are also generated from offsite "Neighborhood Cleanups". Escambia County then sells these recycled goods. End-of-life electronics, appliances, lead acid batteries, and scrap metal are sold by weight. Scrap metal is sold at a purchase price percentage. The purchase price percentage is a fixed percentage that vendors will pay for Escambia County’s scrap metals. Purchase price/weight vendors pay to Escambia County is determined by indexes listed by each item and determined monthly based on the current market. The payout to the county will be the fixed bid percentage of the listed price. Scale house will need to be utilized for tracking and weight comparisons. Some items listed for recycling / disposal will be at a cost to the County and will be reflected in the appropriate pricing table at a cost to County. Escambia County is looking for quotes on both pickup with containers provided, and an option for county to provide containers and deliver.
