About this file
This is an Addendum #5 Revision document for a Request for Proposals issued by the Santa Rosa County Board of County Commissioners regarding the sale and master planning of approximately 30 acres of county-owned property located on Berryhill Road in Pace, Florida. The property, currently zoned Agricultural-Rural Residential with planned rezoning to Town Center Core (TC-1), includes a 5,435 square-foot single-family residence, a 4,500 square-foot warehouse, and approximately 1,327 feet of frontage along Berryhill Road. Respondents must propose a purchase price and submit a comprehensive conceptual master plan demonstrating development under TC-1 zoning standards, which permit mixed-use commercial and residential development at a maximum density of ten dwelling units per acre, with emphasis on dining and shopping opportunities. Questions must be submitted through the Santa Rosa County Procurement Portal by 12:00 p.m. on April 16, 2026, and all proposals are due by 10:00 a.m. on April 30, 2026, with public opening via Microsoft Teams. If more than five valid submissions are received, staff will shortlist respondents to five finalists for formal presentations to the Board of County Commissioners.
Key deliverables include proof of financial capacity through letters of financial capability or audited financials, site design addressing pedestrian and bicycle connectivity, vehicular circulation, open space integration, and incorporation of existing heritage oak trees as design features. The evaluation criteria allocates 30 points for Conceptual Master Plan & Site Design, 20 points for Consistency with TC-1 Zoning & County Vision, 20 points for Purchase Price & Financial Benefit, 15 points for Developer Qualifications & Experience, 10 points for Project Feasibility & Development Schedule, and 5 points for Community Benefit. Respondents must meet standard insurance requirements including Workers' Compensation with $100,000 per accident limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Business Auto Liability of $500,000 per occurrence, with Santa Rosa County named as an additional insured. All respondents must provide a Sworn Statement regarding Public Entity Crimes, Vendor Compliance Certification for Scrutinized Companies, Conflict of Interest Form, proof of Florida Division of Corporations registration, and confirmation of non-collusion. No specific award value or budget range is provided; however, evaluation heavily weighs the proposed purchase price and financial benefit to the county. Santa Rosa County reserves the right to waive irregularities, reject any or all proposals, and award to the respondent whose proposal best serves county interests.

The County reserves the right to award the bid to the respondent submitting a responsive bid with a resulting negotiated agreement which is most advantageous and in the best interest of the County, and to reject any and all bids or to waive any irregularity or technicality in bids received. Santa Rosa County shall be the sole judge of the bid and the resulting negotiated agreement that is in its best interest and its decision shall be final.
5.2. STAFF EVALUATION AND SHORTLISTING
If there are more than five (5) valid submissions for the RFQ, staff will evaluate the submissions based on the identified criteria and shortlist the firms to 5 who will make formal presentations to the Board of County

6. EVALUATION CRITERIA
*The County is seeking a design that integrates a portion of the site’s heritage oak trees as irreplaceable features.
The desired development will consider the thoughtful incorporation of roads, buildings, and open spaces around certain trees. This approach maintains a mature canopy, protects root zones, prevents erosion and stormwater impacts, enhances biodiversity, reduces heat island effects, and creates a distinctive, high-value development that honors Pace's native landscape.
Preference will be given to commercial developments that provide dining and shopping opportunities to relieve traffic from the Hwy. 90 corridor or ‘Five Points’ interchange; mixed-use concepts will also be considered. The
11 | P a g e project will feature a single point of entry with a full lighted intersection included in the Berryhill widening design.
By building with the land’s natural heritage, we deliver sustainable, community-aligned value for the future.
