About this file
This Justification and Approval (J&A) document supports a sole-source contract for Systems Engineering and Technical Assistance (SETA) Support Services for the Office of the Assistant Secretary for Space Acquisitions and Integration (SAF/SQ). The six-month contract will be awarded to Sigmatech, Inc. for $[redacted], with a performance period from 8/24/2025 to 2/23/2026, consisting of three Contract Line Item Numbers (CLINs): labor, other direct costs, and travel, all at firm fixed prices.
The contract is being sole-sourced to the incumbent contractor due to delays in the competitive follow-on procurement caused by implementation of cost efficiency executive orders. The government requires uninterrupted support for space systems acquisition programs, and only the current contractor can provide continuous service without a transition period. The competitive recompete is scheduled with an acquisition plan approval on 08/15/2025, request for proposal due on 10/07/2025, and contract award anticipated for 02/20/2026, with a contract start date of 02/22/2026.

I. Agency and Contracting Activity.
FA7014 AFDW/PK
Air Force District of Washington Contracting Directorate 1500W Perimeter Road Joint Base Andrews, MD 20762
II. Nature and/or description of the action being approved.
This contract action will result in a new definitive contract being awarded utilizing FAR Part 15 procedures in conjunction with FAR Part 12 as a commercial item consisting of a Period of Performance of six (6) months with no options
III. Description of supplies/services required to meet agency needs.
The Office of the Assistant Secretary for Space Acquisitions and Integration (SAF/SQ) requires systems engineering and technical assistance (SETA) Support Services in order to accomplish its responsibility for the acquisition of space systems and programs for the Department of the Air Force (DAF). SAF/SQ serves as the Space Service Acquisition Executive (SAE) for the DAF space systems and programs. In order to effectively and efficiently accomplish these responsibilities, SAF/SQ requires contractual support consisting of Executive Support; Resource Management and Support Operations; Capability Delivery;
Science, Technology, and Engineering; Integration; Space Systems and Engineering; and Program Management.
The contract action will contain the following CLIN structure:
CLIN 0001
Description: Labor Associated With Completing the PWS Tasks CLIN Type: Firm Fixed Price Period of Performance: 8/24/2025 - 2/23/2026 Quantity: 6 Unit of Measure: Months
CLIN 0002
Description: Other Direct Costs CLIN Type: Firm Fixed Price Period of Performance: 8/24/2025 - 2/23/2026 Quantity: 1 Unit of Measure: Lot
CLIN 0003
Description: Travel CLIN Type: Firm Fixed Price Period of Performance: 8/24/2025 - 2/23/2026 Quantity: 1 Unit of Measure: Lot
The estimated costs above are based off of escalated historic prices paid by the Government. The prices on the historic prices were justified as fair and reasonable through a competitive basis.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The incumbent contract is the only contractor that is able to perform the above work without negatively impacting the Government's readiness as they provide industry-leading engineering, technical programmatic, test and evaluation and training support to the Government. The current incumbent contractor is:
Contractor Name: Sigmatech, Inc SAM Number (UEI): WBD9CWFYBKK3 Address: 5030 Edison Ave Ste 100, Colorado Springs, CO, 80915
The efforts stated above directly support SAF/SQ to serve in its role as Space Service Acquisition Executive (SAE) and discharges Service Procurement Executive (SPE) duties and authorities assigned by the Secretary of the Air Force for space systems and programs supporting multiple Major Defense Acquisition Programs (MDAP). The incumbent contractor provides technical, acquisition, and integration support to space-related programs in systems in order to assist SAF/SQ in performing its SAE/SPE duties.
Only the incumbent can provide uninterrupted service to SAF/SQ. Award to any other vendor would require the time associated for a competitive recompete as well as a transitional period for a new contractor to be able to fully perform the tasks associated with the contract. The competitive follow-on has been delayed in order to ensure full compliance with Executive Order 14222 "Implementing the President's 'Department of Efficiency' Cost Efficiency Initiative" and Executive Order 14271 "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts". Implementation of these executive orders at both the Department of Defense and Department of the Air Force level has caused the competitive follow-on to take longer than anticipated. This unforeseen delay has caused an unrealistic timeline for the competitive follow-on to be completed without a lapse in service driving the need for this sole source action. The Government requires an additional 6-months of contractual coverage in order to complete the competitive follow-on. The schedule for completing a competitive follow-on is:
Acquisition Plan Approval: 08/15/2025 Request for Proposal: 09/05/2025 Request for Proposal Due: 10/07/2025 Contract Award: 02/20/2026 Contract Start Date: 02/22/2026
Award to any other competitor other than the incumbent would require the Government to complete a competitive follow-on, which is already underway, and this justification only covers the lapse in coverage between the incumbent contract and the award of the competitive follow-on.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
Only the incumbent is capable of performing the work above without requiring a competitive follow-on and transition period which would be applicable to every other vendor. A notice will be publicized in accordance with subpart 5.2 as an intent to sole source with a copy of this justification attached
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will conduct a price analysis in accordance with FAR 15.4 to determine that the price is fair and reasonable.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted for the subsequent competitive acquisition which identified multiple capable vendors of providing the above requirements. However, due to unforeseen delays in the acquisition schedule, no qualified vendor exists that is capable of performing the work above with no break in service while the Government completes competition on the follow-on requirement.
The competitive follow-on has completed market search through a sources sought notice to SAM.gov and also utilizing GSA's Market Research as a Service and is currently finalizing its acquisition strategy with a targeted solicitation date in September with a contract award in February of 2026.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.

IX. List of any sources that expressed, in writing, an interest in the acquisition.

X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
