About this file

This is a Request for Response (RFR) issued by the Massachusetts Department of Correction for the acquisition of safety and crisis prevention items and services not currently available on statewide contracts. The Department seeks multiple contractors to establish a pre-qualified vendor list for products designed to enhance safety, security, and protection in correctional facilities, including maximum, medium, minimum, and pre-release security institutions, as well as specialized behavioral health units. Requested product categories include suicide-resistant garments and bedding, safety restraint and positioning products, suicide and self-harm prevention accessories, safety hygiene and personal care items, personal alarm and emergency notification devices, and other correctional or forensic safety products. The RFR operates as a rolling enrollment contract, with initial bids due by May 4, 2026, at 2:00 PM, and rolling enrollment bids accepted through January 1, 2032. The estimated contract start date is July 1, 2026. The contract duration is up to two years for the initial period, with two renewal options of up to two years each, for a maximum total contract duration of six years. Questions regarding the RFR must be submitted by March 30, 2026, with official answers provided by April 6, 2026, and a bid amendment deadline of April 13, 2026.

Pricing will be based solely on information provided by bidders and accepted by the Department, with vendors required to complete Response Form A. The estimated annual value of the procurement is $125,000, with the total procurement value potentially exceeding $498,000 over the contract duration, making it subject to World Trade Organization compliance requirements. Evaluation of bids will be based on company experience (25 points), products and services offered (20 points), warranties (20 points), pricing (25 points), supplier diversity plan (22.5 points), and added value at the discretion of the Strategic Sourcing Team (5 points), for a total of 117.5 possible points. The contract is available for use by the Massachusetts Department of Correction, Massachusetts County Sheriffs, and all agencies under the Executive Office of Public Safety and Security. Vendors must demonstrate that products meet performance and safety expectations, including independent testing certifications, functional performance specifications, durability across repeated laundering cycles typical of correctional facilities, and implementation history in comparable secure environments. The Department makes no guarantee that any commodities or services will be purchased from resulting contracts.

COMMBUYS Bid# BD-26-1025-DOCFS-FISCM-126816

Contractor’s performance under the Contract. Contractor performance will also be evaluated based on the number of complaints received from Purchasers. A high number of unresolved complaints will result in a warning to the Contractor and may lead to early termination or non-renewal of that Contractor’s Contract.

Below are the criteria and maximum points available:
