About this file

This document is an addendum to the contract documents for the SAC 30620 Extend Taxiway G project at the Savannah Hilton Head International Airport. The project involves constructing an extension of Taxiway G and a bridge across Gulfstream Road. The addendum includes responses to questions from the pre-bid conference, revised bid schedules, and changes to the contract documents. Key details include a revised project schedule with multiple phases, a change to the staging area to include temporary fencing, and guidance on the use of materials and construction methods. Bids are due on June 11, 2024, at 1:30 PM EST, and the contract will be awarded following approval by the Savannah Airport Board of Commissioners and the Savannah City Council. The project includes a 9.64% Disadvantaged Business Enterprise (DBE) participation requirement, and contractors must comply with the Davis-Bacon Act and Buy American Act.

The document also provides information on insurance requirements, site access and security, and safety and airfield operations considerations. Contractors must have a Georgia State Tax Registration ID and be registered to do business in the state of Georgia. A bid bond is required, and the successful contractor will be required to provide payment and performance bonds.

Addendum No. 1

The following amendments, additions, deletions shall be made to the contract documents. In so far as these documents are at variance with this Addendum No. 1 dated May 23, 2024, the addendum shall govern:

Questions & Answers

Pre-Bid Conference Agenda, Minutes, and Record of Attendance

Revised Bid Schedule

Question 1 is from Andrew Manning of Synthetex:

1. There is a typical cross section detail on sheet C5.24 that calls out “Woven Unimat”, but also has a callout for “8 Point Fabric Form”. For context, Unimat is an available style that when installed produces a mattress of a relatively uniform section that is similar to a traditional concrete slab, where 8 Point Fabric Form seems like a similar callout that we often see for 8” Filter Point Fabric Form. Filter Point is similar to unimat but has woven points in the mattress that allow for the relief of hydrostatic pressure. I would also like to note that the material specification on the same sheet calls for Unimat with weep tubes, which is a uniform section mattress with plastic tubes installed to also allow for the relief of hydrostatic pressure. Both unimat with weep tubes and filterpoint would perform similarly, we just want to make sure that we quote the intended solution.

Response: Both unimat with weep tubes and filter point are acceptable. Documents require 8” nominal mat thickness.

Questions 2 through 9 are from Bill Capehart of IPC Paving:

2. Can the contractor change the proposed paving joint lanes to accommodate paving means and methods?

Response: Yes

3. Are there any height restrictions for the proposed concrete batch plant?

Response: Yes. The plant must be below the approached and departure surfaces of

Runway 1-19 and will require airspace review and clearance by the FAA. A plant has been established at this location previously without any issues.

SAC 30620 ADDENDUM NO. 1 A.1-2

4. Is power and water available at the proposed plant site?

Response: Water may be obtained from the nearest hydrant, which is approximately

1400 ft. along Gulfstream Road. Power does not exist on site.

5. Will the owner allow the use of Type 1L cement in the production of P-306 and P-501 pavements?

6. Will the use of local GDOT approved materials be acceptable for the production of P-306 and P-501 pavements?

7. Is ready-mix concrete from local suppliers acceptable for this project?

Response: Yes, but the mix design proposed must meet the specifications.

8. The proposed plant site appears to have excess materials stockpiled on the site, is the contractor required to relocate these materials to a different location to construct the plant site? What type of materials are stockpiled at this location?

Response: The material stockpiled is excavated material from a drainage project in the SE quadrant of the airport. This material is of unknown quality but may be used as non-structural fill on the project. Since the quantity is unknown, the

Commission and the selected contractor will define the quantity to be moved and used in the project and will negotiate a project credit for the material value

9. Can you please provide a list of contractors who have purchased plans for this project?

Response: Yes.

o The Contractor is responsible for developing and coordinating

MOT plans with all responsible parties for both partial and full closures of Gulfstream Road during construction.

o Gulfstream Road is a primary road and must remain clean and free of debris at all times.

IV. SAFETY/SECURITY

a. CSPP Requirements

• Project is subject to FAA Construction Safety and Phasing Plan (CSPP) requirements.

• The Airport will remain open and operational, and the

Runways/Taxiways will remain active during the project. The Object

Free Area must remain clear of all contractor equipment and personnel.

• Site Access – Site Access will be through Gate 19 along Daniel J. Coe Jr.

Drive.

o Congestion due to other projects – Please note other projects will be ongoing during this project with the same site access. The

Contractor must use extreme caution when operating in and out of the project site and surrounding areas.

o Refer to Sheet G1.03 for safety and security requirements.

Contractor must ensure that Gate 19 remains secured at all times.

o Vehicle and pedestrian access routes used for construction shall be controlled to prevent entry of unauthorized persons, vehicles, or animals.

• Staging Area Locations/ Material Stockpile Locations – Two Staging Areas

(North & South) are marked on the plans. Batch Plant Site will be located off Gulfstream Road near Taxiway Alpha.

• Hauling Routes – will be along Gulfstream Road and active taxiways.

Contractor is to ensure the road is clean and free of debris at all times.

Taxiways/Runways must remain clean and free of debris at all times.

b. Badging – Work will be within the Airport Operations Area (AOA). All personnel will need to be badged. The Contractor may badge a few personnel and assign them as Escorts, but Escorts must escort only and cannot work or have any other responsibilities on the site.

Exceptions include material/truck delivery drivers that will not have to be

Badged. Airport Operations can provide escort for special circumstances.

Badging information can be found in the Supplementary General

Conditions.
