About this file

This notice of intent to sole source announces the National Cancer Institute's requirement for spatial ATAC-seq services from AtlasXomics, Inc. to analyze 15 liver cancer samples. Responses to the notice are due by July 20, 2023. The spatial ATAC-seq technique, a proprietary process developed by Yale University, is needed to continue research projects analyzing chromatin accessibility within the spatial context of tumors. While the notice invites interested parties to submit capabilities statements, the National Cancer Institute has determined AtlasXomics is currently the only commercially licensed vendor that can perform the required proprietary spatial ATAC-seq process. The acquisition will be conducted under FAR Parts 12 and 13 for commercial items, with a North American Industry Classification code of 541380 and size standard of 1,000 employees.

Notice of Intent to Sole Source -Spatial ATAC Sequencing for 15 Liver Cancer Samples Pre-Solicitation 75N91023Q00129 07/14/2023 07/20/2023 by 10:00 AM EST.

Q301 (Medical Laboratory Testing) 541380 (Testing Laboratories and Services)

ISSUED BY: National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions (OA)

DESCRIPTION:

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Spatial Tumor Biology Section of the Cancer Data Science Laboratory (CDSL) plans to procure, on a sole source basis, Spatial ATAC-seq (Assay for Transposase-Accessible Chromatin using sequencing) from:

AtlasXomics, Inc.

290 Congress Ave.

New Haven, CT 06519-1403

The response close date of the notice for this requirement is in accordance with FAR 5.203(b).

This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541380 (Testing Laboratories and Services) and the business size standard is 1000 Employees.

CDSL has previously conducted research using Spatial ATAC-seq (Assay for Transposase- Accessible Chromatin using sequencing) during a pilot study through collaborations and now requires this specific technique to continue these research projects. The spatial ATAC-seq is a unique technology that can determine chromatin accessibility across the genome with an additional layer of spatial information. To NCI’s knowledge, this platform generates the most robust epigenomic profiles within the spatial context at this time, and AtlasXomics is the only commercially licensed vendor that can currently perform spatial ATAC-seq which is a proprietary process developed by Yale University (PCT Patent Application No.

PCT/US2021/065669) and is required to expand on CDSL efforts.

This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement.
