About this file
This document is an Invitation for Bid (IFB) issued by the Arkansas State Department of Transformation and Shared Services Office of State Procurement (TSS OSP) for the Arkansas State Crime Laboratory (ASCL) to obtain pricing and a contract for toxicology kits. The IFB requests bids for 96-well and 48-well plates with calibrators and controls for quantitative analysis, blood testing, and screening of common drugs of abuse for urine and blood. It also requires sample preparation plates, internal standards, and validation plates. Bids are due by January 31, 2022 at 2:00 PM CT. The initial contract term is 1 year with up to six 1-year renewal options.
The IFB specifies that bidders must have ISO/IEC 17025 or equivalent accreditation, at least 1 year of experience providing SLE plates for toxicology testing, and be either a manufacturer or approved distributor. Pricing increases will be considered at contract renewal, but cannot be used to increase profit margins. The state reserves the right to request references and/or proof of experience prior to award, and to approve or deny any price increase requests.
