Summary of RFP #S-63500-00012301
This document comprises the standard forms and attachments for the Oregon Department of Fish and Wildlife's Request for Proposal #S-63500-00012301 for 2025 Aerial Sage-Grouse LEK Surveys. The procurement solicits helicopter services to conduct aerial surveys of sage grouse leks (mating grounds) across Oregon. The scope of work requires ferry flights, helicopter flights with pilots, set-up and mobilization services, fuel truck operations, and per diem for crew members. The RFP requires offerors to provide three professional references, with at least two current references and one from different firms and clients. Proposals are firm offers for 180 days following opening. The evaluation criteria allocate points across five scored components: Cost Sheet (10 points), References (15 points), General Qualifications (40 points), Understanding of Requested Services/Project (50 points), and Pilot Qualifications (30 points), for a total of 145 possible points.
Pricing is submitted via the Cost Sheet (Attachment E), which requires line-item costs for ferry flight hours (estimated at 10 hours), helicopter and pilot services (estimated at 50 hours), set-up and mobilization fees, fuel truck driver hourly rates (estimated at 40 hours), fuel truck mileage (estimated at 1,500 miles), and per diem for crew members (estimated at 10-15 days). All pricing must include contractor profit and overhead, with unlisted items considered incidental. The State reserves the right to increase, decrease, or remove work days as necessary to meet budgetary constraints, with corresponding adjustments to total contract price based on per-day rates. Offerors must comply with Oregon certification requirements for disadvantaged business enterprises and demonstrate non-discrimination in employment practices, tax compliance, and absence from federal exclusion lists.
