About this file
This is a Question and Answer document from the Arkansas Department of Shared Administrative Services Office of State Procurement regarding Invitation for Bid S000000530 for fire protective coveralls to be procured on behalf of the Arkansas Department of Agriculture's ADA Forestry Division. The solicitation seeks one-piece, full-body fire protective coveralls constructed of six-ounce Nomex fabric in yellow with high-visibility fluorescent lime/yellow and silver reflective trim, featuring leg zippers at least 14 inches long, covered front zippers, and multiple pockets. Coveralls must meet current National Fire Protection Association (NFPA) 1977 certified standards and Underwriters Laboratories (UL) requirements and are available in sizes ranging from Small to 5XL with both regular and tall options across 15 distinct size categories to meet an estimated first-year demand of approximately 555 to 700 units. The bid submission deadline is May 13, 2026, at 2:00 p.m. Central Time through ARBuy, with bid opening conducted via Microsoft Teams. The contract will commence August 1, 2026, with an initial one-year term and renewal options for up to six additional one-year terms, not exceeding seven consecutive years total. Delivery is required within 30 days of purchase order issuance, with performance penalties of $50 per calendar day for late delivery. Bidders must submit a sample of one Large coverall within 30 business days at no cost.
All pricing must be submitted in U.S. dollars and cents as firm offers with transportation and handling charges included on an FOB destination basis. The agency anticipates making an initial purchase order for 700 coveralls but reserves the right to issue smaller purchase orders throughout the one-year contract term, requiring bidders to prepare operations accordingly for the 30-day fulfillment requirement. Contractors must provide a total satisfaction return policy with warranty covering defects in material and workmanship. Payment is due within 30 days of delivery and invoice receipt, with the state retaining the right to inspect and accept or reject products within 30 days of receipt. The solicitation documents do not specify set-asides for disadvantaged enterprises or identify incumbent vendors. All bidders and subcontractors must complete mandatory disclosures regarding relationships with Arkansas state officials and employees and certify compliance with multiple Arkansas state requirements, including non-participation in boycotts related to Israel, energy and fossil fuel industries, and firearms/ammunition industries, as well as affirm non-employment of illegal immigrants during the contract term.
