Fire Protective Coveralls
The State of Arkansas Department of Shared Administrative Services Office of State Procurement, acting on behalf of the Arkansas Department of Agriculture's ADA Forestry Division, is soliciting bids for fire protective coveralls through Invitation for Bid (IFB) S000000530. The procurement seeks one-piece, full-body fire protective coveralls meeting current National Fire Protection Association (NFPA) 1977 certified standards and Underwriters Laboratories (UL) requirements, constructed of six-ounce Nomex fabric in yellow with high-visibility fluorescent lime/yellow and silver reflective trim measuring at least two inches on arms, legs, and back. Coveralls must feature leg zippers at least 14 inches long and covered front zippers, along with one breast pocket, one radio pocket, two rear pockets, and two cargo pockets, available in sizes ranging from Small to 5XL with both regular and tall options to meet an estimated first-year demand of approximately 555 to 700 units across 15 distinct size categories. Bidders must submit signed bid signature pages, proposed subcontractors forms, copies of their Equal Opportunity Policy, official bid price sheets with unit pricing for each size and fit combination, and EO 98-04 Contract and Grant Disclosure Forms disclosing any relationships with state officials or employees. The contract will commence August 1, 2026, with an initial one-year term and renewal options for up to six additional one-year terms, not exceeding seven consecutive years total, with delivery required within 30 days of purchase order issuance and performance penalties of $50 per calendar day for late delivery. The solicitation documents do not specify set-asides for disadvantaged enterprises or restrict participation based on organization type; however, all bidders and subcontractors must complete mandatory disclosures regarding relationships with Arkansas General Assembly members, Constitutional Officers, State Board or Commission Members, or State Employees, with failure to accurately disclose constituting a material breach of contract. Prospective contractors must certify compliance with multiple Arkansas state requirements, including non-participation in Israel boycotts, energy and fossil fuel industry boycotts, and firearms/ammunition industry boycotts, and must affirm they will not knowingly employ illegal immigrants during the contract term. The contract documents reviewed do not identify any incumbent vendors or current contractors, nor do they specify existing infrastructure or technology requiring integration. The specific award value or budget range is not disclosed in the procurement documents, though costs will be determined by the per-unit pricing submitted by bidders multiplied by actual annual ordering quantities across the 15 size categories. Payment is due within 30 days of delivery and invoice receipt, with the state reserving the right to inspect and accept or reject products within 30 days of receipt.
