Subfactor 5 – Solution to Task Order 1 Offerors must provide written technical information that demonstrates their qualifications to meet all requirements of Task Order 1.

PART III – Past Performance

Factor 2 – Past Performance Offeror’s past performance will be evaluated to determine how well the offeror demonstrated compliance with prior contract requirements for work similar in complexity and magnitude to the work described in the PWS. The Government will utilize PPIRS for those contractors having previously performed on a Government contract(s). A neutral rating would be applied for any contractor not having data available within PPIRS. The Government may also consider past performance information obtained through other sources.

Offerors must provide information concerning performance in providing services relevant to those required in the PWS, for the last three contracts similar in nature to this requirement, either completed or currently being performed during the last three years. Offerors shall describe the relevance of each listed contract to the current RFP’s requirements. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial customers. Offerors must provide point of contact information for each contract identified.

PART IV – Price Factor 3 - Price The CLINs shown on the SF 1449 represent the Government’s expected template for award of the IDIQ. Firm fixed pricing shall not be entered on the SF 1449, only on the Pricing Spreadsheet (Attachments 6 & 7).

On the pricing spreadsheet (Attachment 6) price each performance task to include labor categories and labor rates (including Firm Fixed Price tasks) for the base period and 4 option years. It is up to the offeror to carefully review the PWS and quote all labor categories that will be necessary for the offeror to successfully perform the contract.

Price at the lowest, most discrete performance task level specified in the PWS.

On Attachment 7 (pricing spreadsheet for Task Order 1) enter the firm fixed pricing for the specific tasks listed in the PWS for Task Order 1. The pricing worksheet for Task Order 1 shall include the task number, performance description, labor category, labor rate, and total labor hours.

Subcontractor or consultant rates and prices, if applicable, shall be presented in the same spreadsheet format, and be clearly labeled as such.

b. Evaluation Criteria

Evaluation and Award

Quotes submitted in response to this RFP will be evaluated in accordance with the evaluation criteria set forth below. It is imperative that offerors respond directly to each area specified and ensure their proposal is submitted on the most favorable terms, since less than their best potential could result in exclusion of the quote from further consideration. Responses which merely repeat the PWS cannot be considered as being responsive to the requirements of the RFP. Assurances of experience, capability or qualifications, without a clear demonstration to support the claim, may adversely influence the evaluation of the quote.

The Government will be making a best value award decision. Offers will be reviewed and evaluated to determine which offers comply with the solicitation requirements and provides the best value to the government.

The Government intends to evaluate quotes and make award without discussions. Quotes should contain the vendor’s best terms regarding non-price and price factors. Additionally, the Government reserves the right to conduct discussions and request revisions to quotes if it is determined to be necessary. If a negotiation range is established, the Government may limit the number or proposal in the negotiation range to the greatest number that will permit an efficient competition among the most highly rated proposals.

Award will be made to the offeror whose proposal complies with the RFP, meets the PWS requirements, and represents the best value to the Government considering technical qualifications, past performance, and price. Non-price factors, Understanding of Technical Performance Requirements, Personnel Qualifications, Program Management, Transition Plan, Solution to Task Order 1 and Past Performance, are of equal importance to each other, and when combined are significantly more important than price. However if two or more offers are tied with respect to their overall (non-price) ratings, then price will be the deciding factor.

PART I Administrative Data Quotes that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration.

PART II Technical Qualifications

Offerors technical qualifications will be evaluated to determine the extent to which the offeror has demonstrated its capability to perform the PWS requirements to include:

Subfactor 1 - Understanding of Technical Performance Requirements The offeror’s quotation will be evaluated to determine how well the offeror demonstrated a clear understanding of the tasks in the PWS, identified the potential problems involved in meeting the scope of work requirements, and recommend approaches for their resolution with an emphasis on risk mitigation.

Offers that merely restate the requirements of the PWS will not be considered sufficient demonstration of understanding the requirements.

• The contactor will be evaluated for a clear understanding of the performance requirements specified in the PWS and how the offeror will meet or exceed these requirements.

• Enterprise Level Network & Telecommunications Support (PWS 4.1.1)

• Hardware Configuration and Maintenance (PWS 4.1.2)

• Network Protocols Support (PWS 4.1.3)

• Technology Research (PWS 4.1.4)

• Benchmarking (PWS 4.1.5)

• Enterprise Architecture (EA) Documentation (PWS 4.1.6)

• Video Teleconferencing (VTC) Support (PWS 4.1.7)

• Unified Communications (UC) Design, Installation, and Support (PWS 4.1.8)

• Wireless Local Area Network (WiFi) Installation and Support (PWS 4.1.9)

• Information Assurance & Security Certification and Accreditation (PWS 4.1.10)

• LEGACY HQ PBX SUPPORT AND ADMINISTRATION (PWS 4.2)

• Site Survey and Cabling Project Estimation (PWS 4.3.1)

• Cabling Project Installation (PWS 4.3.2)

• Place of Performance (PWS 8)

• The contractor will be evaluated for an understanding of business operations and the ability to provide support and analysis as a way to improve more efficient operation and enhanced interoperability of DCMA’s network.

• The contractor will be evaluated for a working knowledge of existing communication frameworks and understand the interdependence of network systems. The contractor shall have experience and a proven operational knowledge of network support services.

Subfactor 2 - Personnel Qualifications The offeror’s proposed staff will be evaluated to determine to offeror’s experience, qualifications and how well the offeror demonstrated an understanding of the skills, mix of labor categories, and size of the staff required to perform the PWS requirements to include security requirements.

Key personnel will be evaluated to ensure they have minimum experience in the required field and skills to perform tasks and meet any minimum experience requirements stated.

Subfactor 3 - Program Management The offeror’s management approach will be evaluated on its feasibility, practicability, and appropriateness in accomplishing the tasks and deliverables from a management perspective. In addition, the offeror will be evaluated to determine if the offeror can rapidly respond to problems and whether the offeror can obtain resources for quick reaction requirements.

Subfactor 4 - Transition Plan The transition plan will be evaluated for a demonstration and understanding of what is involved in the transition from the current contractor to the successor contractor. It must address all elements of assumption of service and transition to the required service delivery targets. The transition plan will be evaluated to ensure a smooth changeover in the following areas:

• Transition of access to all applications and systems required for PWS taskings

• Continuance of any scheduled reviews and other meetings

• Continuance of standard operations

• Transition of records, files, and procedures

• Obtain required badges or clearances, and obtain access to Government data bases

Subfactor 5 – Solution to Task Order 1

Offerors solution will be evaluated for written technical information that demonstrates their qualifications to meet all requirements of Task Order 1.

PART III Past Performance

Factor 3 - Past Performance Offeror’s past performance will be evaluated to determine how well the offeror demonstrated compliance with prior contract requirements for work similar in nature to the work described in the Technical Specification. The Government will utilize the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov to evaluate contractor past performance for those contractors having previously performed on a Federal Government contract(s).

PPIRS is a web-enabled, government-wide application that collects quantifiable and narrative contractor past performance information from all Federal contracting agencies and provides a contractor’s previous performance based on Federal Stock Class (FSC) or Product Service Code (PSC). A neutral rating may be applied for any contractor not having data available within PPIRS. The Government may also consider past performance information obtained through source(s) provided from the offeror or other sources. Past performance information will be evaluated based upon a comparative assessment among offerors.

http://www.ppirs.gov/

PART IV Price

Factor 4 - Price The total offered price for Task Order 1 (Attachment 7) will be evaluated for the IDIQ award as well as the award of the first task order. Price reasonableness of the total price shall be based on the proposed hourly rates and the mix of labor categories, required to perform the services in the Task Order. An offer is considered unbalanced when despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk the Government. Evaluation of price will be accomplished separately from the technical evaluation.

IDIQs will be established at the negotiated prices; however, contractors will be required to submit prices to compete for task orders. All subsequent task orders will be competed among offerors that are found to be technically acceptable. At the time a requirement is known a SOW will be sent to the elgible offerors who turn will submit a quote for the requirement. Prices may be the same or further discounted from the IDIQ price. Price will be the deciding factor on the competing task orders.

Travel will be funded at a ceiling price and paid on a cost-reimbursable basis. Travel will not be priced on the offeror’s quote therefore it will not be evaluated as part of the price.
