About this file

This is a vendor justification letter from IDEMIA Identity & Security USA LLC to the Orlando Police Department's Forensic Manager regarding a sole source procurement for the STORM-LPX latent print examination solution. The Orlando Police Department seeks to procure cloud-hosted latent print examination software under Sole Source Number S26-0431, with a response deadline of Tuesday, May 12, 2026 at 5:00 p.m. ET. The procurement notice was posted on May 6, 2026, and will remain active for seven calendar days to allow potential alternative suppliers to submit product information and statements of qualifications to the Purchasing Agent at lindsey.hladik@orlando.gov.

IDEMIA asserts that it is the sole developer, manufacturer, and authorized distributor of the STORM-LPX solution, with no third-party manufacturers, resellers, or distributors capable of providing the product or its proprietary components. The justification emphasizes that STORM-LPX represents a natural extension of the Orlando Police Department's existing IDEMIA latent print technology platform, allowing forensic examiners to perform latent print analysis directly from agency-issued computers while maintaining consistency with current workflows and technical architecture. No pricing information is disclosed in the vendor letter. IDEMIA's business development contact is Meghan Peterson, with additional program management support available through Robert Taylor at the designated phone numbers and email addresses provided in the letter.

Re: Justification for Sole Source – IDEMIA STORM-LPX Solution

Dear Ms. Sulinski-Steffens, This letter provides justification for the sole source procurement of the STORM-LPX latent print examination solution from IDEMIA Identity & Security USA LLC (“IDEMIA”) for use by the Orlando Police Department (“OPD”).

OPD currently utilizes IDEMIA latent print technologies as part of its established forensic operations. STORM-LPX represents a natural extension of OPD’s existing platform, allowing examiners to perform latent print analysis directly from agency-issued computers while maintaining consistency with current workflows and technical architecture.

Importantly, IDEMIA is the sole developer, sole manufacturer, and sole authorized distributor of the STORM-LPX solution. There are no third-party manufacturers, resellers, or distributors capable of providing STORM-LPX or the proprietary components required for its operation, maintenance, and support. As a result, STORM-LPX is not available from any other source.

Based on the foregoing, IDEMIA is uniquely qualified to provide the STORM-LPX solution, and a sole source procurement is justified.
