To Whom It May Concern::
This letter serves as a standing Sole Source Justification for the procurement of LeoSight’s Public Safety Platform by any eligible law enforcement, emergency management, or public safety agency.
LeoSight offers a fully integrated platform of public safety tools, uniquely designed to operate as a unified platform under a single authentication system with shared Profile management - while also allowing for modular deployment based on agency-specific needs. To our knowledge, no other provider offers a platform that matches this combination of capabilities.
Unique Capabilities:
■ Unified Command & Control Platform: LeoCommand is purpose-built as a multi-agency “single map” system, enabling a shared operational picture for police, fire, EMS, and emergency management within one platform. This cross-discipline design is native to the architecture, not an integration of separate systems.
■ Profile-Based Access and Operations: All LeoSight public safety products operate under a single authentication and shared Profile system, allowing for centralized user management, operational coordination, and customizable deployments tailored to each agency's needs.
■ Profile-Based User Management: Our Profile system provides role-based access control across all tools, and allows for the creation of Support User Accounts for external collaborators, enhancing agency interoperability, safety, and coordination.
■ Support User Accounts: While many solutions restrict users to those within the purchasing (host) agency, LeoSight allows the host agency to create support user accounts for anyone outside of the host agency. This profile permission grants restricted access to specified tools on the LeoSight platform, to enhance safety, communication, and collaboration.
■ Secure Communications: LeoLink implements profiles-based access with per-communication channel/thread permissions, providing secure, auditable communications to help agencies maintain CJIS compliance. Includes unlimited external support user accounts.
■ Workflows Security and Access Control: LeoLoop is similarly protected - users can only access requests they create or are assigned to, enhancing internal data integrity and operational security. Provides streamlined tasking for incidents, investigations, and operations across teams, agencies and jurisdictions. Includes unlimited external support users.
■ Investigative Plate Capture: Immediate on-scene license plate capture with location data and real-time searchability via a handheld device or desktop platform.
■ Global Timeline and Unified Event Playback (patent pending): LeoCommand -our core Command and Control solution - captures and synchronizes video, CAD, radio, sensor, alert, and map activity into a single timeline that users can pause, rewind, and fast-forward. Visually replay critical incidents for investigations, training, and after-action reviews.
■ Customizable Incident Management Interface: Agencies can tailor their incident management environment with a fully customizable icon library and self-service icon import to build out their own library, reducing setup time and preserving local symbology standards and makes the map easier to read local teams, and supports consistent multi-agency operations.
■ Boundary Guidance (patent pending) is a native, AI-assisted boundary-generation capability that automatically suggests search grids, containment perimeters, and HAZMAT zones on the operational map.
■ Innovative CAD Management: The detachable CAD Drawer enables users to undock CAD call tables to a secondary display (desktop or in a RTOC environment) while preserving full interactivity on the primary map. This native capability supports regional, multi-agency workflows without additional integrations. Our layered architecture enables multiple CAD interfaces and routes information by role and discipline, so each user receives only what they need for their area of responsibility.
Contract and Pricing Model Advantages:
■ No per-user license fees
■ No per-camera feed license fees
■ No additional fees for Sponsored (Support) User Accounts
■ All platform enhancements, new features, and new tools are included for the life of the contract www.leosight.com
(888)-813-4551 http://www.leosight.com
■ Access to multiple free transportation and climate data visualization layers essential for public safety operations
■ Full control of data retention, internal and external sharing, and visibility resides with the agency administrator. LeoSight does not access, alter, or influence agency data policies. Your data is your data.
■ Flexible integration support with agency-authorized external systems, including APIs, webhooks, and third-party data vendors, to ensure seamless interoperability and unified operations.
Given these unique capabilities and contractual advantages, LeoSight respectfully asserts that it is the sole manufacturer and distributor of this integrated platform for public safety use cases.
This letter has been approved by LeoSight’s executive and legal teams and may be used as Sole Source documentation for public procurement processes.
Sincerely, Jay Draisin Chief Product Officer www.leosight.com
