The Office of Surface Mining Reclamation and Enforcement (OSMRE) National Technical Training (NTTP)

FY 2015 NATIONAL TECHNICAL TRAINING PROGRAM

BPA CALL STATEMENT OF WORK

A. Introduction/Background:

The Office of Surface Mining Reclamation and Enforcement (OSMRE), National Technical Training Program (NTTP) provides courses in a variety of technical fields such as Hydrology, Historic Archeological Resources, Underground Mining Technology etc. Recognizing the need for an ongoing educational program to increase the technical competence and professionalism of Federal, State, and Tribal personnel located in Surface Mining Control and Reclamation Act (SMCRA) agencies.

B. Objective:

The Objective of this Program is to deliver training related to permit and approval, bond release, reclamation, and enforcement through a collaborative effort by OSMRE, State and Tribal Instructors. The Training serves to build and update technical expertise and fosters consistent application for standards. Training is provided in each of the disciplines involved in implementation of SMCRA, which include aquatic biology, geology, engineering, hydrology, blasting, agronomy and botany.

C. Scope of Work:

This scope of work outlines the purpose to secure meeting/training, parking and lodging facilities, for the Office of Surface Mining Reclamation and Enforcement’s National Technical Training Program. The BPA Holder needs to be able to accommodate a range of requirements providing lodging, audio/visual capabilities, meeting space (1,200sq/ft), and parking facility.

Meeting Room

The meeting room space is needed to accommodate approximately 15-35 attendees with a U-Shaped style seating and one instructor’s table for 4 Instructor’s. The room should be large enough to also accommodate projection, 8X8 screen, two flip chart pad and easels, and one side table. The meeting room will be needed as follows:

Audio/Visual (See Appendix 3 this SOW for a complete list of Audio visual needs) – BPA Holder will provide audio/visual technical support available to setup and training equipment and supplies each day of the event as specified below;

· (1) 8X8 screen.

· (2) flip chart pads and easels.

· (1) banquet side-table to hold a projector

· (1) podium

· All necessary power outlets, extensions cords, and strip-covers to ensure safe set-up.

· (1) back-up projector, in case of equipment failure.

Setup and Consideration: Provide necessary table cloth, table skirts, and trouble-shooting. In the event concessions are offered to provide any upgrades, comparable meeting space, or an overall discount. Areas of consideration may include: complimentary snack/coffee breaks, banquet costs, A/V costs, sleeping room rates and complimentary meeting, and internet services.

Parking: The hotel must provide self-parking at a discounted rate.

Airport/Hotel Shuttle: Shuttle services to and from the airport is requested but not mandatory.

Signage: The signage should read as: “Office of Surface Mining Reclamation and Enforcement”.

Banquet- Food/Beverage: As stated in the BPA SOW

Mailing/Shipping: One large trunk containing course materials delivered to hotel via Federal Express approximately one week before this event. The trunk must be kept in a secure location until our onsite Instructor/Coordinator request the trunk be moved to the assigned meeting room.

EVALUATION CRITERIA:

1. Offeror will be evaluated on their approach to meeting the requirements of the BPA Call SOW and the price. Offer must include a description of how the hotel will submit a copy of room folios for each guest and invoices for the meeting room(s), equipment, and any other related charges to the assigned coordinator for review and approval prior to submitting payment request through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
