The Department of Housing and Urban Development (HUD) is procuring the services described in the box below. You have been selected by the contractor or key personnel identified above to provide past performance information to HUD to be used in evaluating the offeror’s proposal for this acquisition. Thank you for your input.

______ is pursuing a HUD bid that seeks to conduct research to: 1) contextualize Missing Middle Housing, 2) describe financing of these developments, and 3) document the policy levers available to local, state, and federal governments to spur development and increase the affordability of this housing type.

The work includes conducting a literature scan, convening an expert panel, and developing case studies through in-person interviews.

For each of the Five (5) criteria listed below, the rater must choose One (1) Adjectival Rating by checking the box, as applicable. At a minimum, for any rating that is checked Exceptional, Very Good, Marginal or Unsatisfactory, please submit additional comments to substantiate the rating. If Cost Control is N/A, please explain why.

ADDITIONAL COMMENTS:

Over several years of collaboration, the ______ team researched and wrote several case studies, policy briefs and other content related published on our website dedicated to developing effective, evidence-based local housing policies. The tools and guidance are used regularly by local government practitioners and policymakers that are pursuing local housing reforms.
