Vision Statement By providing its staff with industry credit ratings, credit commentary, benchmarking and credit analytics, the Department of Housing and Urban Development (HUD), Office of Healthcare Programs (OHP) seeks to maintain successful loan underwriting, loan monitoring, and claim avoidance for the mortgages it insures.

1 Introduction

HUD, OHP Section 242 is seeking contractor support services. Services shall include a subscription-based web portal that provides current and historical credit ratings and financial analyses of American (including American Territories) acute-care hospital organizations. The subscription service and portal shall specifically provide:

Rating Agency Reports for American Acute Care (Hospital) Organizations;

American Healthcare Sector Commentary;

Financial and Operational Benchmarks for American Acute Care Hospital

Organizations;

Industry Outlooks for the American Healthcare Sector;

Access to live analysts with knowledge of the American healthcare system and hospitals, with a specific competency in investment grade hospitals; and Quarterly (or more frequently) Industry Update Webinars with Live Analysts

1.1 Background

HUD, OHP Section 242, insures mortgages for acute care hospital organizations. OHP objective supported by this procurement is to avoid insurance claims; provide successful, and proactive underwriting; loan monitoring for the mortgages it insures through education, and support of its staff members.

1.2 Scope

The purpose of this action is to purchase a commercially available subscription located on the contractor’s platform. The subscription service shall provide online reports and materials covering the American healthcare sector. This will include, but is not limited to, rating agency reports, sector commentary, benchmarks, and industry outlooks. The subscription shall allow 30 HUD users to download reports with for analytical purposes.

2 General Requirements

The subscription vendor shall furnish the necessary professional, technical and clerical services, equipment and facilities to provide data consistent with the current and historical OHP hospital portfolio. Information provided electronically shall be screen-readable, in compliance with Section 508 of the Rehabilitation Act Amendments of 1998 (29 U.S.C.

794(d)) as enacted in the Workforce Investment Act of 1998.

2.1 Non-Personal Services

The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services.

If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy, decision making or management nature, i.e., inherently Government functions.

All decisions relative to programs supported by the Contactor shall be the sole responsibility of the Government.

2.2 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors.

The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at HUD and the contractor's corporate offices.

2.3.2 Contract Administration

The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual action within 48 hours. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts and/or task orders. The contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.3 Personnel Administration

The contractor shall provide the following management and support as required.

The contractor shall provide for employees during designated Government non-workdays or other periods when Government offices are closed due to weather or security conditions.

The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the SOW requirements.

The contractor shall provide necessary infrastructure to support contract tasks.

The contractor shall provide administrative support to employees i.e., (time keeping, leave processing, pay, emergency needs).

2.4 Subcontract Management

If applicable, the contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer or COR. Cross teaming may or may not be permitted.

2.5 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of each Task Order (PWS line item) issued hereunder will be the minimum necessary to accomplish the task.

The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

3 Period of Performance

The period of performance will be one (1) twelve-month base period with four (4) twelve-month option periods, if exercised.

3.1 Place of Performance

Performance will occur at the contractor’s facility.

3.2 Hours of Operations

The Contractor shall provide Help Desk support, with availability Monday through Friday, 8AM to 5PM EST. Inquiries shall be answered within 24 hours of the next business day after receipt.

4 Deliverables: Subscription Details/ Deliverables

The vendor shall furnish the following services:

Access to the subscription shall be provided for up to 30 HUD users, as specified by the Program Manager or COR.

TASK 1- A001 Credit Rating Agency Access for 30 Users and 30 User IDs: The Contractor shall:

Provide annual access to a web-based portal that:

o Provides current and historical ratings and financial analyses of American acute-care hospital organizations, inclusive of non-profit, for-profit, public, and governmental organizations.

o Provides access to contact live analysts that create the healthcare sector and rating reports described in this section o Provides quarterly (if not more frequently) conference calls with analysts described above for the purposes of updating OHP staff on the latest healthcare sector news, trends, data, reimbursement models, regulatory changes, etc.

o Provides access to 30 HUD users in different locations and allows the users to download reports with data to be used for analytical purposes. These reports shall include the following:

In depth analysis and credit rating reports for borrowers across the country.

Periodic sector and geographic commentary and analysis reports.

Reimbursement and policy analysis reports which support HUD/OHP healthcare reimbursement and accounting policy oversight.

Provide an add-in for excel, and data feeds.

Provide market and economic indicators that provide early warning indicators of credit deterioration and rating transition probabilities.

Key industry financial and operational benchmarks for American acute care organizations.

A001 Credit Rating Agency Access for 30 Users/30 User IDs

The subscription shall provide for annual access to a web-based portal for 30 users in different locations that provides current and historical ratings and financial analyses of American acute care hospital facilities, as well as general healthcare sector analysis, commentary, and benchmarking.

What: On-demand Reports and Analyst Access.

How: Reports delivered via web portal, discussions provided over telephone or mutually agreeable conferencing software.
