1. GENERAL
1.1 Background
The Coast Guard must replace to replace a 26 year old Mobile Boat Hoist (MBH), Kleeco model #SP50H with serial #102910214, located at the Industrial Production Facility (IPF) in South Portland, ME. This MBH is not supportable, as the OEM is no longer in business/operation. The necessity of having a mobile boat hoist offers many options to IPF South Portland: One is to keep the boats out of the water when repairs are needed and not in use, allowing the hull to transit from shops to finger piers. Secondly, the MBH will allow the unit to quickly launch and remove boats when the need arises. Other factors included in the final decision of procuring the MBH are the certifiable capability of a newer MBH. This is critical to the operation and success of Small Boat availabilities at IPF South Portland.
1.2 Scope of Work
The manufacturer shall furnish, deliver and assemble one (MBH). This MBH shall be delivered and assembled at U.S. Coast Guard Sector Northern New England, South Portland, ME attention to the Industrial Manager of IPF, South Portland, ME.
The hoist should be constructed and sized to accommodate several U.S. Coast Guard small boats at this time; the Coast Guard’s 45’ RBM, 47’ MLB, 49’ BUSL, and the 55’ ANB. The MBH must have a capacity of 50 Metric Tons. It shall hoist small boats whose hull dimensions can be provided by request. The MBH shall be load and operationally tested with a certificate provided prior to its Coast Guard acceptance.
The mobile boat hoist must include the following options:

| 15. | After completing the assembly, the MBH must be tested to 110% of the WLL. A placard shall be attached to the MBH denoting the actual 110% weight used (listed by US Pounds). The size of the plate shall be appropriate to the equipment; the suggested minimum size of the label plate is 3 inches high by 5 inches wide. The color of the plate shall be in high contrast to the color of the equipment, and the location shall be visible by the operator on start-up. The label plate title shall be in not less than 3/8 inch lettering; text shall be in not less than ¼ inch lettering. The title and text shall be in high contrast to the background color. The label plate shall be secured with threaded fasteners, and shall be suitable for exposed installation in the weather. |
| 16. | The MBH shall be designed to operate on a finger pier whose drawing can be provided. Coast Guard personnel shall be provided training for operation and all required maintenance of the MBH. All paint used shall conform to highest UV rays protection available to prevent photo-degradation (fading) and oxidation breakdown. Coating system shall meet ISO 12944 rating of C5-M/I. Paint applied shall reduce the effects of the corrosive aggressiveness due to the environment at IPF South Portland. |

2. REQUIREMENTS
2.1 General
The MBH shall be industrial grade production model consisting of coordinated components and certified by the manufacturer. The model shall have been in production for a minimum of ten years, and have a two year manufacturer’s warranty. The furnished MBH shall have a production date within six months of the delivery date.
Warranty shall be typed and signed from the manufacturer.
2.2 Capacity
The MBH shall have the capability rating at minimum of Fifty (50) Metric Tons. The rated capacity and the date of Manufacture of the MBH shall be permanently affixed in an obvious/visible location.
2.3 Dimension and Construction
The MBH shall be constructed in and built to operate in adherence of all local and federal regulations. Vendor must ensure the application of all references in section 2.7 of this Statement of Work.
The MBH will have an overall width and height to suit facility requirements of the supplied drawings. A minimal of a 1 ft Inside Clearance Height and minimal 1 ft Inside Clearance Width for MBH shop entrance, or as approved by the USCG. This means to operate on the existing finger piers and enter facility buildings. The manufacture of the MBH shall integrate a modular design that incorporates the capability to change the dimensions of the MBH via “spool sections”, as needs of the US Coast Guard deem necessary. The “spool section” designs will allow the USCG to modify the MBH without a loss in lifting capacity within MFR’s design limitations. The MBH would need to be recertified as required by OSHA/ANSI after the addition of a spool section.
2.4 Spare Parts
Vendor shall have the capacity to provide all necessary materials to conduct repair for a minimum of 10 years when requested. Vendor shall supply all necessary materials to conduct scheduled maintenance for a minimal of 1 year. Parts shall be delivered to the Industrial Manager of Industrial Production Facility, South Portland, ME.
2.5 Delivery Location
Location: USCG Sector Northern New England, IPF South Portland The U.S. Coast Guard Sector Northern New England is located at 259 High Street, South Portland, ME 04106. Arrangements for delivery and installation shall be made with the Industrial Manager, at (207) 767-0351. Delivery times shall be between the hours of 7:00 AM to 2:00 PM local time, Monday through Friday inclusive. Unloading as well as assembly of the items from the delivery vehicle shall be the responsibility of the vendor.
2.6 Coordination of Final Lift Placement
Vendor shall coordinate final placement and assembly of the MBH with local Coast Guard point of contact at time of delivery.
2.7 References
The MBH shall be in accordance with the standards and specifications of the referenced technical organizations for the construction methods, materials, application and environment as applicable. These may include but not be limited to:

2.8 Submittals and Approvals
a. Proposals shall include information sufficient to confirm that the offeror understands the SOW requirements and that the equipment offered meets those requirements. Proposal documents should include-
1. Product specification sheet identifying the basic equipment specifications and options.
2. General arrangement drawing identifying the overall dimensions.
3. Warranty document
4. Electronic copy of a typical Operation and Maintenance Manual for the product offered, including but not limited to the engine, drive train, hydraulic systems, and framing.
5. Electronic copy of a sample Parts Manual similar to the product being offered.
b. Submit three (3) copies of shop drawings, catalog cuts and other printed information for each lift to be delivered.
3. ACCEPTANCE
3.1 On-site Testing, Training, and Operations and Maintenance Manuals
a. Furnish the services of the manufacturer or their authorized representative to conduct on-site testing and training for operation and maintenance. A weight testing of the MBH will be required. Weight test shall be 110% of the WLL.
b. The MBH shall be operated through a minimum of three (each) complete cycles of each function, including loading a Coast Guard provided vessel into the lift, raising and lowering of the vessel, exiting the vessel from the lift and all related functions the lift is capable of performing. If any part, subsystem or system fails during testing, the defective equipment shall be replaced and retested at no additional cost to the Government.
c. Two (each) original copies of the Manufacturer’s Operations and Maintenance Manual shall be provided to the on-site Government Point of Contact on the training day of the delivery location. Each manual shall have annotated the actual catalog/model number of the components provided and/or associated with the MBH. Manuals shall include manufacturer’s part number, source of supply, disassembly and assembly instructions with orientation to adjacent components. This includes all written maintenance manuals for the prime mover. Maintenance information shall include a schedule/checklist for daily, weekly, monthly, quarterly, semi-annual and annual PM procedures. A list of maintenance instructions to include applicable tools and fluids must also be provided. All drive-train manuals including the engine, shall be included.
d. One original copy of the Manufacturer’s Operations and Maintenance Manual shall be provided to the Industrial Operations Division - Compliance Branch, Equipment Management Specialist at 300 E Main ST STE 600, Norfolk, VA 23510, Attention: Toby Peterson.
4. PERIOD OF PERFORMANCE
The period of performance is one hundred and twenty (120) calendar days from date of contract award. If applicable, award of Optional Item is expected to take place within 45 calendar days of award of base items.
