Q: Please confirm if the site requires Joint Commission or specific healthcare reporting requirements?

A: Yes, all VA hospitals have this requirement.

Q: Please confirm whether the facility requires Joint Commission-compliant inspection reporting as part of the contract deliverables?

A: Yes, all VA hospitals have this requirement.

Q: Can you please provide copies of the previous inspection reports available?

A: Inspection reports can not be provided.

Q: Can we get the brand name and size of the door?

A: Doesn’t have a name on the door.

Q: Does the facility require building identification numbers or names to be included on the inspection reports?

A: Yes.

Q: Will there be any ICRA (Infection Control Risk Assessment) requirements that must be followed while work is being performed throughout the facility?

A: No.

Q: Is the facility accredited by The Joint Commission, DNV, HCIQ, or CMS?

A: Yes.

Q: If any notes, photos, or documentation from the walkthrough are available, could you please share them?

A: Site visit documentation is not available.

Q: Section B.2 (CLIN 0003/1003/2003/3003/4003) vs. Section D.1 SOW — Semi-Annual

Sprinkler quantity. The priced CLIN reads “Semi-Annual Fire Sprinkler System

Inspection (128 units / tamper & flow)” with QTY 128 EA, while the SOW bullet lists the same task as “130 units.”

Please confirm the correct quantity for pricing — 128 or 130 — and can you specify how many are tamper switches vs flow switches? There’s a material difference in the time to test a tamper vs flow switch.

A: 130 total VA doesn’t have an accurate list of Flow/Tampers.

Q: Section B.2 (CLIN 0002/1002/2002/3002/4002) vs. SOW — Annual Main Drain Flow

Test unit basis CLIN 0002 describes “Annual Fire Sprinkler System Inspection (Main

Drain Flow Test)… (34 units, for a total of 128 risers)” and lists QTY 128 EA, while the

SOW bullet states only “(34 units).”

Is the priced “EA” the individual riser (128) or the system/building (34)? Please confirm the unit of measure so all offerors price on the same basis.

A: 130 total.

Please define the terms “unit,” “riser,” “system,” and “building” as used across the schedule and SOW, as they appear to be used interchangeably and could result in material differences in how offerors quote these services.

A: Units are the total amount of fire extinguishers, sprinkler systems, kitchen hoods, fire hydrant, etc. Refer to page 44 of solicitation. Risers refer to the fire sprinkler system. Systems refer to the fire sprinklers and kitchen hoods. Building refers to the Tucson VA buildings.

Q: Section B.2 (CLIN 0004 vs. 4004) and SOW — Five-Year Internal Sprinkler Inspection quantities Base-year CLIN 0004 shows QTY 25 EA; Option-4 CLIN 4004 shows QTY 28

EA; every CLIN description reads “Base Year, 25 of 128 systems will require inspection,” yet the SOW states “(33 units inspected over 5 years)” and “Option year 4, 5 systems will require inspection.” These figures do not reconcile.

What is the correct number of systems to be internally inspected in each period (Base +

OY1–OY4)?

A: 33.

Is the total population 128 systems, 33 buildings/units, or another figure? Please provide the year-by-year breakdown.

A: 6 per year.

Q: Section B.2 (CLIN 0012/…4012) vs. SOW — Fire-extinguisher hydrostatic testing quantity. Every hydrostatic-testing CLIN reads “(140 of the 700 units during Base Year)” with QTY 140 EA in all five years, while the SOW states “(120 units during OY4).”

Please confirm the correct annual quantity for the base year and each option year (140 vs.

120).

A: 120.

Q: Section D.1 SOW — Repair labor and replacement parts (no CLIN provided). The price schedule contains inspection/testing CLINs only, but the SOW repeatedly requires

“maintenance, device programming, repair,” emergency response “with repair parts,” and a warranty on “all parts furnished by the contractor.” No CLIN exists for repair labor or materials.

How are repairs and replacement parts to be priced and compensated — e.g., a separate not-to-exceed (NTE) pool, a time-and-materials CLIN, or individual CO/COR authorizations?

A: Purchased as needed by the VA.

Are repair labor and parts intended to be included within the fixed-price inspection

CLINs, or funded separately? This materially affects pricing if offerors are expected to price this unknown quantity of work for the next 5 years at the time of quote submission.

A: Funded separately.

Q: Section D.1 SOW (“Perform Annual Fire Alarm Inspections as per NFPA 72, 25”) vs.

Section B.2. The SOW requires a full annual NFPA 72 fire-alarm system inspection, but no

CLIN is titled “Annual Fire Alarm Inspection.”

Which CLIN covers the complete annual fire-alarm inspection, and does its price include all device testing?

A: Annual Fire Alarm testing of 100% devices on-site.

What is the unit basis for CLIN xx15 (QTY 12 — monthly?)? What task are we to perform

12 EA for?

A: A section of the building will be tested each month.

What is the unit basis for CLIN xx17, “Visual inspection… 6 months after annual” (QTY

12 for a semi-annual task)? What does the 12 EA represent if this is a task to be performed

6 months after the annual?

A: A section of the building will be tested each month.

There doesn’t appear to be a list of quantity of devices to be tested for the fire alarm systems (fire alarm panels, smoke detectors, heat detectors, duct detectors, speakers, strobes, annunciators, power supplies, batteries, door releases, auxiliary connections, etc).

For offerors to provide a price for inspecting the fire alarm system, we need to know what we’re inspecting and how many of each.

A: VA doesn’t have a device count, site visit was performed and contractor could have done this at that time.

Q: Section D.1 SOW — Fire-alarm device inventory and counts. The SOW lists device types to inspect (smoke, duct, heat, and beam detectors; pull stations; monitor and supervisory points; control panels; power supplies; annunciators; horn/strobes; etc.) but provides no quantities. Accurate fire-alarm pricing depends on device counts.

Can the Government provide a current device count, by building, for each of the following:

fire-alarm control panels, smoke detectors, duct detectors, heat detectors, beam detectors, air-handler shutdowns, manual pull stations, monitor points, supervisory devices, field power supplies, remote annunciators, horn/speaker-strobes, strobes, door hold-open devices, and elevator interface devices?

A: VA doesn’t have an accurate device count, site visit was performed and contractor could have done this at that time.

Can the most recent annual fire-alarm, sprinkler, and kitchen-hood inspection reports be provided?

A: Inspection reports will not be provided.

Q: Section D.1 SOW — 24/7 offsite monitoring (equipment and CLIN). The SOW references both “campus-wide 24/7 offsite fire-alarm monitoring using the Honeywell

Cellular Dialer” and “the Universal Digital Alarm Communicator and two SAVAHCS-supplied cellular dialer[s].”

Please confirm the monitoring equipment/configuration and that the VA supplies the dialers.

A: VA will supply dialer.

Which CLIN funds the recurring 24/7 monitoring service, or is it bundled into CLIN xx15?

A: Separate billing.

Q: Section D.1 SOW — Web-based reporting system and AutoCAD red-line drawings. The

SOW requires a web-based reporting system with five-year data retention and ongoing

AutoCAD red-line drawing updates delivered each period of performance.

Please confirm these deliverables are included within the inspection CLIN pricing, and if so, identify the CLIN(s) that carry them, as they are not separately listed.

A: Fire Alarm drawings must be updated annually for every building and provided to VA.

Q: Section D.1 SOW / Section B.2 — Kitchen-hood counts and “CORE Certified” The schedule lists a Semi-Annual Kitchen Hood Inspection (6 units) and a separate “CORE

Certified Semi-Annual Kitchen Hood System Inspection (2 units).”

Are the 2 “CORE Certified” units in addition to, or a subset of, the 6 units (total of 6 or 8 hoods)?

A: 6 total.

Please define “CORE Certified” and identify any certification this requires beyond the

ANSUL certification named in the special standards.

A: Core certified for the 2 water washdown systems.

CLINs xx05 and xx06 state it’s for semi-annual inspection but has a unit of 6 EA and 2 EA respectively (presumably because those are the number of systems). Are we providing the unit price to perform all 2 semi-annual inspections per system, and the extended amount is multiplied by the number of systems? Typically, this is a unit of 2 EA (per semi-annual) and our unit price includes 6 and 2 systems per quarter respectively. This way we can invoice per semi-annual inspection. The way it reads right now we’re invoicing 6 times and

2 times respectively for something we’re performing 2 times.

A: Semi-annual kitchen hood inspection as per NFPA.

CLIN xx13 states it’s for quarterlies but has a unit of 5 EA (presumably because there are

5 systems). Are we providing the unit price to perform all 4 quarterly inspections per system, and the extended amount is multiplied by 5 systems? Typically, this is a unit of 4

EA (per quarter) and our unit price includes 5 systems per quarter. This way we can invoice per quarterly inspection. The way it reads right now we’re invoicing 5 times for something we’re performing 4 times.

A: 4 times a year for 5 units.

Q: Instructions / Content Organization — placement of executed certifications and amendment acknowledgment. File #1 (Price) and File #2 (Special Standards) are defined, but several fill-in certifications must be “completed, signed and returned with the offer” —

VAAR 852.219-75 (Limitations on Subcontracting), VAAR 852.240-70 (PL 119-37 §258), and FAR 52.212-3. In which file should these executed certifications, the SF30 amendment acknowledgment, and the VAAR 852.252-70 fill-in provisions be placed?

A: These files may be submitted individually on a separate file.

Q: Section E.2 — Special Standards SP2 & SP3 (NICET certifications). SP2 requires “an active NICET III Fire Alarm Certification” and SP3 “an active NICET II Fire Sprinkler

Certification.” NICET certifications are issued to individuals, not firms, and the SOW additionally requires OEM/Notifier training. Must the NICET III technician also be

Notifier OEM-trained/certified as stated in the SOW, or can they be two different technicians?

A: The person working and testing must be both NICET III and Factory Notifier/ONXY certified.

Q: 15. Section D.1 SOW / Section E.2 — Five-year parts warranty language. The SOW states the contractor “will guarantee workmanship and all parts furnished… for a period of no less than 5 years from the date of installation,” with “labor 1 year” — language that reads as new system installation scope on an inspection/maintenance contract. Please confirm the intended warranty obligation and how it applies to parts installed during repairs, since it materially affects pricing. Typical labor and material warranty on repairs is 1 year from date of installation. A 5 year extended warranty will drive repair costs higher than typical.

A: Any service work or parts purchased will require warranty.

Q: Section C.2 Supplemental Insurance — asbestos exclusion clause. C.2(d) requires general-liability insurance “without any exclusionary clauses for asbestos.” The Section D.1

SOW for this requirement does not describe any asbestos-disturbing work. Please confirm whether any asbestos-containing materials are expected to be encountered during inspection/repair, and whether the asbestos-exclusion prohibition is intentional for this scope.

A: No asbestos requirements needed.

Q: Section D.1 SOW / Site-visit discussion — Emergency response and badging. The SOW requires a two-hour emergency response and 24/7 coverage; the site visit reportedly indicated that only two badges would be issued, that only those two badged individuals could respond to emergencies, and that alarms had been activating daily over the prior 30 days.

Please confirm the number of contractor badges to be issued and whether only those badged individuals may respond to emergencies.

A: 2 badges will be issued to the company awarded the contract and the responding tech will need a badge.

Will a single set of two badges be issued for the entire contract, or a set of badges for each emergency discipline (fire alarm, sprinkler, and suppression systems)?

A: 2 badges for the contract.

Will the VA permit additional or substitute technicians to respond when badged personnel are unavailable (e.g., on PTO), given the two-hour requirement?

A: The person that is issued the badges must respond.

Please provide the historical frequency of emergency/after-hours responses — by month and for the past 12 months — so offerors can price emergency labor (the site visit indicated alarms had been activating daily over the prior 30 days). This could be a major cost driver.

A: Emergency labor is not part of this bid.

Q: Section D.1 SOW — Access, escort, and reference materials. Efficient pricing of a room-by-room, multi-building campus scope depends on access assumptions and reference materials.

Will inspectors be escorted by VA staff, or badged for independent access with all areas provided?

A: The badge will allow entry into nonsensitive area, VA staff will escort into sensitive area as needed.

Can the VA provide a campus property/building map, a per-building asset/device list

(typical for VA inspection contracts of this size), and the current inspection schedule (when are annuals due for all the different equipment to be inspected)?

A: VA doesn’t have an accurate device count, site visit was performed and contractor could have done this at that time.

Q: Section D.1 SOW — Rolling/sliding fire door scope. The Annual Inspection of Rolling

Fire Windows/Sliding Fire Doors is listed as 1 unit with limited detail.

Please provide the door size, brand, and type, and clarify the inspection scope (visual only

vs. full drop test per NFPA 80).

A: Site visit was performed and contractor could have done this at that time. VA isn’t sure of make or model.

Q: Section D.1 SOW / Section B.2 — Fire Hydrants. The schedule lists Quarterly

Inspections (30 units EA) for CLIN xx07. The way this CLIN is written is that we invoice

30 times throughout the year. Should this be a quantity of 1 EA (annual) and the price per year is to perform 30 Fire Hydrant tests and inspections?

A: 1 annually.

Q: Section D.1 SOW / Section B.2 — Fire Department Connections. The schedule lists

Quarterly Inspections (34 units EA) for CLIN xx08. The way this CLIN is written is that we invoice 34 times throughout the year. Should this be a quantity of 4 EA (quarterly) and the price per quarter is to perform 34 FDC inspections?

A: 34 FDC quarterly.

Q: Section D.1 SOW / Section B.2 — Monthly Exit Light Inspections. The schedule lists

Monthly Inspections (1500 units EA) for CLIN xx14.

Regarding quarterly inspections, the way this CLIN is written is that we invoice 1500 times throughout the year. Should this be a quantity of 12 EA (monthly) and the price per month is to perform 1500 exit light inspections?

A: Monthly.

Are annual exit light inspections also required? If yes, please provide a line item to price this service and CLIN xx14 should be for 11 months only, because the 12th month should be the annual inspection.

A: Only monthly exit signs.

Q: Section D.1 SOW / Section B.2 — Emergency Services. Work needed to resolve the complaint will continue without interruption until the problem is resolved. If the repair requires a part that is not readily available off the shelf, how is this addressed? The technician would typically need to return when the part is available or in hand.

A: Tech would use VA inventory and replaced once the part becomes available.

Q: Section D.1 SOW / Section B.2 — Online Reporting Software. The scope of work requires online reporting software available 24/7/365. What system is currently being used to manage this and are all devices labeled with barcodes for scanning? Or is this a brand new requirement and all devices are going to require labels and configuration of the database?

A: Building Reports and contractor would be required to build their own database.

Q: Section D.1 SOW / Section B.2 — Training. Provide Annual Hands-on Notifier Training to Designated SAVAHCS Safety, Electronics Department, and Utility Service Repair staff

(Not to exceed 10 personnel). Training shall Include Functional use of the NAC, Onxyworks, Device Programing Verification, and Proper Repair/Replacement of

Connected Fire Alarm Devices. What is the expectation for time duration of this training and how deep in content is this expected to be (2-hour overview, 8-hour in depth, multiple day training, etc)? It is important to clearly set this expectation to ensure we provide fair and reasonable pricing that meets the governments training expectations.

A: 8 hours.

Q: Will the VA provide an escort during inspection services?

A: No, VA will provide 2 badges.

Q: Can the VA provide asset/device list per building? (i.e.: Building 1 – 2 risers, 1 alarm panel, 20 extinguishers, 10 lights….)

A: VA doesn’t have a device count, site visit was performed and contractor could have done this at that time.

Q: Please clarify Scope of work for the rolling door inspection.

A: As Per NFPA.

Q: Provide device counts for the following system:

- Fire Alarms

- Smoke detectors

- Duct detectors

- Heat detectors

- Beam detectors

- Air handler units – shut downs

- Manual pull stations

- Monitor points

- Supervisory devices

- Control Panels

- Fiels Power Supplies

- Annunciators

- Horn/speaker strobes

- Strobes

- Door hold open devices

- Elevator interface devices

A: VA doesn’t have a device count, site visit was performed and contractor could have done this at that time.

Q: Please provide the most recent fire alarm device inventory/inspection report (heads, pull stations, detectors, horn/strobes, etc.) referenced in the SOW? Since the SOW notes that devices "change periodically as they are placed in and out of service," a current baseline inventory is needed to properly size the testing effort and provide an accurate quote.

A: VA doesn’t have a device count, site visit was performed and contractor could have done this at that time.

Q: The Price/Cost Schedule lists 1,500 EA for "Perform Monthly Exit Light Inspections."

Could you clarify whether this figure represents the total number of exit light units to be inspected each month (i.e., 1,500 units inspected monthly), or whether it represents an annualized total (e.g., 125 units inspected per month, totaling 1,500 across the 12-month period)? This distinction significantly affects our labor estimate.

A: 1500 per month.

Q: Please provide a campus site map or as-built drawings showing the locations of all fire alarm panels, risers, hydrants, fire department connections, and associated devices covered under this SOW? This will help us accurately scope labor and travel requirements across the SAVAHCS campus.

A: VA doesn’t have accurate count, site visit was performed and contractor could have done this at that time.

Q: Can you confirm that the Prime Contractor will always need to be on site when work is being done by the Fire Alarm Subcontractor?

A: Prime Contractor does not have to be on site when work is performed by the Subcontractor.

Note, ensure Prima Contractor is complying with VAAR 852.219-75.

Q: Can you confirm that all Fire Alarm devices will need to be inspected, repaired and maintained by a NICET III Certified Notifier Technicians?

A: Yes.

Q: For price line item 15, are we being asked to price out our monthly cost for the NICET

III Notifier Tech to take care of all required Maintenance, Device Programming, Repair, Monitoring Services & Fire Alarm Testing for SAVAHCS Notifier Fire Alarm System?

A: Maintenance and repairs will be handled from different funding.

NOTE: Any questions not answered is due to it not having any relevancy to the current solicitation and or is public information in which a contractor may request a FOIA.
