About this file

This is Amendment 0002 to Solicitation 36C25526R0041 issued by the Department of Veterans Affairs Network Contracting Office (NCO) in Leavenworth, Kansas for roof replacement services at the St. Louis Jefferson Barracks VA Medical Center. The amendment extends the proposal due date from April 30, 2026 to May 11, 2026 at 2:00 PM CST and provides answers to questions submitted during the site visit held on April 13, 2026, along with attached ACM and LBP testing reports and site visit attendance roster.

The project requires replacement of roofs on three buildings (Building 1, Building 52, and Building 53) with building heights of 50 feet plus 10-foot penthouses for Building 1, and 36 feet plus 10-foot penthouses for Buildings 52 and 53. Key scope items include installation of 60mil TPO roofing with fleece back, replacement of leader boxes and downspouts in pre-finished aluminum matching existing conditions, replication of existing roof deck slopes with minimum 1/4-inch-per-12-inch drainage, reset and reinstallation of existing safety rail systems, replacement of all lightning conductor hold-down clamps and accessories, and contractor responsibility for roof drain reuse or replacement and remediation of any landscaping damage. The contractor must provide a full-time Site Safety and Health Officer (SSHO) as a separate dedicated position independent from the Superintendent and Quality Control Manager, establish and maintain an electronic FTP file sharing system for the contract duration, and perform work during normal hours (7:00 AM to 4:30 PM Monday-Friday) with hospital-impacting work scheduled after 4:30 PM or weekends. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring contractors to be registered as prime contractors under NAICS code 236220 at the time of proposal submission.

This project is being done in Missouri, and it is not Tax exempt.

Per Section 01 35 26, the specifications require that the Site Safety and Health Officer (SSHO) be a separate individual with no additional duties, independent from both the Superintendent and Quality Control Manager. However, the specifications do not appear to clearly state whether the Quality Control Manager (QCM) may also serve as the Site Superintendent. Can the Site Superintendent also serve as the Quality Control Manager (QCM) for this project, provided all qualifications are met, or does the Government require these to be separate individuals? No one individual can perform in more than two of the staffing positions: Yes, the Superintendent can serve as the Quality Control Manager but will only get compensated as the Superintendent as the Superintendent need to be on the job site at all times when construction work is being performed.
