About this file
This is an Asbestos and Lead-Based Paint Pre-Renovation Roof Survey report for the VA Medical Center-St. Louis Jefferson Barracks Campus. The survey was conducted by ECS Midwest, LLC on January 27-29, 2025, and completed on February 21, 2025, for client Toland Mizell Molnar LLC. The project assessed three buildings (Buildings 1, 52, and 53) with combined roof areas of approximately 90,000 square feet scheduled for replacement.
Asbestos testing involved 138 bulk samples collected from 35 homogeneous areas, with 247 layers analyzed via Polarized Light Microscopy (PLM) using EPA-600 methodology. All samples tested negative for asbestos, with no detectable concentrations found. The survey included materials such as roofing tar, underlayment, foam insulation, sealants, and caulking. Lead-based paint testing utilized X-ray fluorescence (XRF) spectrometry across 161 readings. Lead was detected in nine locations: two penthouse ladders on Building 53 (readings of 2.6 and 1.1 mg/cm²) and seven components on Building 1 consisting of six exhaust vents and one parapet wall support brace (readings ranging from 0.14 to 9.2 mg/cm²). All identified lead-containing materials are subject to OSHA regulations (29 CFR 1926.62) during disturbance, and environmental and personnel monitoring is recommended to verify exposures remain below the Permissible Exposure Limit of 50 micrograms per cubic meter.

"ONE FIRM. ONE MISSION."
EXECUTIVE SUMMARY
The subject property is developed with the VA Medical Center-St. Louis Jefferson Barracks Campus located at 1 Jefferson Barracks Drive, in St. Louis, St. Louis County, Missouri. The buildings assessed included Building 1, 52 and 53 within the VA Medical Center Campus. Building 1 has a roof area of approximately 28,000 square feet, building 52 has a roof area of approximately 34,000 square feet and building 53 has a roof area of approximately 28,000 square feet. The roof areas of the buildings are currently scheduled to be replaced.
The purpose of the survey was to determine whether asbestos-containing materials (ACMs) and lead-based paint (LBP), are present on the subject property. The survey was performed on the roof sections of buildings 1, 52 and 53.
Asbestos Survey
On January 27, 28 and 29, 2025, Ms. Karen Fuhrmann, an accredited State of Missouri inspector, performed the asbestos assessment. Bulk samples were submitted to EMSL Analytical, Inc. (EMSL) in Cinnaminson, New Jersey for analysis via Polarized Light Microscopy (PLM) in accordance with the current EPA-600 methodology.
A total of 138 bulk samples from 35 homogeneous areas were submitted to the laboratory, of which 247 layers were analyzed. Based on the laboratory analysis of the bulk samples collected during the survey, none of the materials were reported to contain asbestos.
Due to inaccessibility or the destructive means that asbestos sampling requires, unseen ACMs may remain within the building hidden behind inaccessible areas, which include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities.
If suspect materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by an accredited or certified asbestos inspector in accordance with 29 Code of Federal Regulations (CFR) 1926.1101.
Lead Paint Survey
The lead paint survey was performed using an X-ray fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazed surfaces. The survey was conducted utilizing the U.S.
EPA definition of lead-based paint (LBP). Under this definition, painted surfaces that contain lead in concentrations equal to or greater than 1.0 milligrams per square centimeter (≥ 1.0 mg/cm2) are classified as coated with LBP. Paints with detectable concentrations of lead are considered lead-containing paints. Additionally, fixtures or components manufactured with factory-applied glazing (i.e., sinks, toilets, ceramic tiles, etc.) are tested as these factory-applied finishes often contain lead. Activities that disturb lead-containing materials (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).
ii
Paint and surface coatings that contain detectable concentrations of lead are considered lead-containing paints. Because OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be considered lead-containing. Work performed that may disturb lead-containing paint is regulated under OSHA in 29 CFR 1926.62.
A total of 161 readings were collected during the survey, including 14 calibration readings and 2 Null readings. Lead was detected in the XRF readings. The identified lead-containing paints are summarized in the table below and photographs in the Appendix.
• 2 Penthouse Ladders located on Building 53
• 6 Exhaust Vent and 1 Parapet Wall Support Brace located on Building 1
The executive summary is an integral portion of this report, however, ECS recommends the report be read in its entirety.

1.0 SITE DESCRIPTION
The subject property is developed with the VA Medical Center-St. Louis Jefferson Barracks Campus located at 1 Jefferson Barracks Drive, in St. Louis, St. Louis County, Missouri. The buildings assessed included Building 1, 52 and 53 within the VA Medical Center Campus. Building 1 has a roof area of approximately 28,000 square feet, building 52 has a roof area of approximately 34,000 square feet and building 53 has a roof area of approximately 28,000 square feet. The roof areas of the buildings are currently scheduled to be replaced.
2.0 PURPOSE
The purpose of the Asbestos and Lead-Based Paint Pre-Renovation Roof Survey was to identify asbestos-containing materials (ACM) and lead-based paint (LBP) which require special handling and/ or disposal if disturbed during construction activities. The identification of ACMs require trained labor, regulated work practices, and special disposal. The identification of LBP or other lead hazards requires disclosure to contractors and monitoring of lead exposure.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs and LBPs.
3.1 Asbestos-Containing Materials
The roof asbestos survey was performed on January 27, 28 and 29, 2025 by asbestos inspector Ms. Karen Fuhrmann who has received EPA-accredited training and is licensed by Missouri (#7118020224MOIR22408). Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to EMSL Analytical, Inc. (EMSL) in Cinnaminson, New Jersey for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately. EMSL is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted. Samples were analyzed using the “Positive Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples of that material are not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.

ECS Project # 53:5324
3.2 Lead in Paint and Surface Coatings
The Lead-Based Paint (LBP) survey was performed by Mr. Bruce Trimble a Missouri licensed Lead Risk Assessor (MO Risk Assessor 001125-200163180) using an X-ray fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazed surfaces.
The survey was conducted utilizing the U.S. EPA definition of LBP. Under this definition, painted surfaces that contain lead in concentrations equal to or greater than 1.0 milligrams per square centimeter (≥ 1.0 mg/cm2) are classified as coated with LBP. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Additionally, fixtures or components manufactured with factory-applied glazing (i.e., sinks, toilets, ceramic tiles, etc.) are tested as these factory-applied finishes often contain lead. Activities that disturb lead-containing paints and glazing (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).
Because the current or proposed use of the property, non-esidential (or child-occupied), the scope of the LBP survey was not conducted in general accordance with HUD Chapter 7 requirements.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos Sampling
In total, 138 bulk samples from 35 homogeneous areas were submitted to the laboratory, of which 247 layers were analyzed.
An ACM is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM. The U.S. EPA categorizes ACM as follows:
• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
• Category I non-friable ACM include packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.
• Category II non-friable ACM are listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.
Regulated Asbestos Containing Materials (RACM) are friable ACM or non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.
EMSL submitted a signed final laboratory report to ECS on February 7, 2025. None of the bulk samples submitted for analysis were reported to contain asbestos in detectable concentrations. A complete list of the sampled materials submitted for analysis and sample locations are included below in Appendix III of this report. Photographs of representative building materials are located in Appendix II of this report.

4.3 Lead in Paint and Surface Coatings
Lead-based paint is defined by the U.S. EPA and Missouri as any paint or other surface coating that contains lead equal to or in excess of 1.0 mg/cm2 or 0.5% by weight. A total of 161 readings were collected during the survey, including 14 calibration readings and 2 Null readings. Based on the XRF results, some surfaces analyzed with the XRF contained lead-based paint. A list of the XRF readings is included in the appendix. Lead-based paints identified are summarized in the table below and photographs are located in the Appendix.
Some paints and surface coatings contained a detectable concentration of paint. Paint and surface coatings which contain detectable concentrations of lead are considered “lead-containing” by OSHA and Missouri. Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead containing. Work performed which may disturb lead-containing paint is regulated by OSHA under 29 CFR 1926.62.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Asbestos and Lead-Based Paint Pre-Renovation Roof Survey, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
None of the bulk samples submitted to EMSL Analytical, Inc. were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered which were not accessible during this sampling event, it is recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.
5.2 Lead in Paint and Surface Coatings
Based on the findings of the lead survey, detectable concentrations of lead were identified on the following paints and surface coatings.
• 2 Penthouse Ladders located on Building 53
• 6 Exhaust Vent and 1 Parapet Wall Support Brace located on Building 1
The presence of lead is a concern primarily when conditions exist where it may be inhaled or ingested.
Regardless of the analytical results of a material, all painted and/or glazed surfaces may still contain concentrations of lead in the paint, which when disturbed, may generate lead dust greater than
February 21, 2025 the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (ug/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations, and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal/demolition process (as appropriate) to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (µg/m3) as an 8-hour Time Weighted Average (TWA). Under OSHA requirements, the contractor performing renovation work will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing lead-containing paint.
