About this file

This document is an Amendment (0001) to a Department of Veterans Affairs solicitation for Automatic Door Repair and Preventative Maintenance Services at the Hines VA Medical Center. The amendment addresses multiple vendor questions regarding performance requirements, parts procurement, and contract specifications. Key clarifications include that the contractor is responsible for automatic door openers only (not entire door systems), must maintain a stock of specified replacement parts listed in the price schedule, and will invoice parts and labor together monthly.

The solicitation includes detailed requirements for technician certifications, specifically mandating American Association of Automatic Door Manufacturers (AAADM) Certified Technicians. The parts list covers extensive automatic door equipment components from manufacturers like Von Duprin, Horton, Assa Abloy, and others, with specific part numbers identified for each line item. Contractors must be prepared to have parts readily available, complete repairs within 24 hours when possible, and coordinate with the Contracting Officer's Representative (COR) for parts that cannot be immediately installed.

Vendor Questions & Answers Q: PWS section - Part 3/Paragraph 3 states: “The contractor shall action those repairs within 24 hours once the need for a repair is determined from the Preventive Maintenance inspection.” Should this read – “The contractor shall take action for those repairs within 24 hours of receipt of parts.” Some parts may take time to be shipped and or obtained.

A: See PWS section - Part 4/Paragraph 2 which states the following in answer to the above: “All parts identified in the historical usage parts list below shall be readily available. If the required part is on the parts list below, then the part shall be on-site and installed within 24 hours unless an extension is granted by the COR. If a required replacement part is not on-site and readily available when needed, then the COR shall be notified immediately to order the part.” In a situation that a repair can’t be completed within 24 hours due to waiting on part arrival, the COR will be aware and can configure a timeline for that repair request.

Q: PWS section - Part 3/Paragraph 1 states: “Additionally, maintenance and repair services on all fire/smoke-rated doors must be performed under the latest edition of NFP 80 requirements.” Is the contactor responsible for the doors, hardware, and gasketing over and above the automatic door equipment under this contract?

A: The contractor is only responsible for the automatic openers on fire and smoke doors.

Q: PWS section - Part 4: Who is to supply the parts in this section and on the historical usage parts list? Is it up to the contractor to have these parts available? Are these parts to be supplied and paid for by the VA under a separate PO and/or contract when this contract begins per the price/cost schedule?

A: The parts listed within PWS section – part 11 must be readily available in those listed quantities from the contractor to use for repairs as needed. These parts are all listed as line items within the price schedule to be quoted as part of this contract based on past part historical usage needs.

Q: In section 6 paragraph b on page 3 of 116: Invoices shall be submitted monthly in arrears in accordance with 852.232.72. Are these parts billed out along with the labor monthly or is the VA paying for these parts separately?

A: Any part not included within section ‘B.3 PERFORMANCE WORK STATEMENT (PWS)’ – subsection ‘PART 11: Estimated Quantities and Frequency Chart’ will be purchased through a bilateral contract modification if required and those parts will not be included in the initial contract invoicing; only if a modification occurs in the future. All parts included within that section will be part of this contract (and invoicing) and shall be quoted by the contractor as they are all listed as line items within the solicitation price schedule. The parts listed as included within the contract are included in the monthly invoicing total.

See section 4 ‘parts’ within the PWS which includes that additional information. “Contractor shall notify the COR of any parts requiring replacement. Any replacement parts that do not meet the OEM standards must be approved by the COR before installation/use.”

Q: If stock parts are used and need to be replaced, is the VA to receive an invoice monthly to replenish the parts to keep in stock?

A: Any part included within section ‘B.3 PERFORMANCE WORK STATEMENT (PWS)’ – subsection ‘PART 11: Estimated Quantities and Frequency Chart’ must be readily available in those quantities listed for each priced period of the contract. These are all also listed within the price schedule.

Q: Estimated Quantities and Frequency Chart – are these the parts to keep in stock and is the VA to provide parts needed at start of contract or will these parts in stock be part of the 1st billing and included with the labor billing to the VA?

A: All parts identified in the historical usage parts list shall be readily available from the contractor to use when a repair requires one of those parts. The contractor is quoting these as part of the solicitation line items and therefore needs to have these parts themselves for repairs as needed. Invoicing of the parts included in the contract, as well as the labor, are part of the monthly invoicing total. Both of these items are in the price schedule.

Q: Contract Clauses C.4 52.216-19 Order limitations (OCT 1995), page 72 of 116: Can you elaborate on this section please? Our understanding is that parts will be paid separate from this contract. Is this correct?

A: The purpose of the clause is to set limits on the minimum and maximum amounts of work that can be ordered under a contract and those amounts are listed within that clause.

As stated in previous questions and answers, any part listed within section ‘B.3 PERFORMANCE WORK STATEMENT (PWS)’ – subsection ‘PART 11: Estimated Quantities and Frequency Chart’ is part of this contract which is why they are also included as line items within the price schedule that should be quoted by the contractor.

Q: Contract Clauses C.5 52.216-22 Indefinite Quantity (OCT 1995), page 73 of 116: Paragraph a states: The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract. It is our understanding that all parts are ordered separate from this contract under either VA issued P.O. or separate contract.

A: The quantities of each listed part are estimates required for a priced period based on historical usage.

Q: If new equipment is deemed necessary, due to existing equipment being obsolete by the contractor and the COR, will this be quoted separate from this contract and paid for by the VA on a separate purchase order and/or contact?

A: Quotes will be required by the contractor for all parts not covered under Part 11 of the PWS and will be actioned through a bilateral contract modification if required.

Q: Page 7 - Item 1005: “Shielded stranded wire with box” – Is this requesting price for full box/reel of shielded stranded wire OR shielded stranded wire with a switch box?

A: Full box/reel of stranded wire.

Q: Page 7 - Item 1007: “CM336” – Confirming that this is actually CM366?

A: Yes.

Q: Page 7 - Item 1009: “Podded Relay” – Is this the Von Duprin Podded Circuit Breaker pt # 050534?

A: Von Duprin EL Potted Circuit Breaker Module #050534.

Q: Pages 8/9 - Item 1014: “Stanley Black Label Control” – There are three options for “Black Label Control”, we just need to know which one is being requested. MC521 Pro Dual (R185101), MC521 Pro Single (R185101-1) or HDLE/FE Swing (R313853)?

Q: Page 10 - Item 1019: “Pro Swing Elite Door Loop”, #1022 “OMS Loops”, #1023 “OMS 102 Optex Loop” – From what we can see on these descriptions, they are all the same item (Optex pt# OMS-102). Are we to still quote them separately?

A: Yes, quote them separately as listed in the price schedule.

Q: Page 11 - Item 1024: “KM TM8 – POPC Actuator” – Need clarification on this. By “Actuator” is it meaning actuator in correct terms (meaning a switch) or an Operator (Also listed separately on page 13 item 1035) or a Control?

A: One item is right hand & the other is left hand.

Keane Monroe KM Systems 2100 Series Model TM8 ADA Transom Mount Right Hand Motor and Hydraulic Operator. Part Number: KMS-200107.

Keane Monroe KM Systems 2100 Series Model TM8 ADA Transom Mount Left Hand Motor and Hydraulic Operator. Part Number: KMS-200106.

Q: Page 11 - Item 1028: “Eagle Activation Sensor” – Eagle Sensor is now obsolete, it has been replaced by Eagle Artek, confirming we are good to quote for the correct item?

A: Yes.

Q: Page 12 - Item 1030: “Assa Mag Lock” – There are at least 40k different versions/specifications of “Assa Mag Lock”. Are you able to provide specifics as to what is being requested so we can make sure to quote the correct one?

A: Assa Abloy 281.

Q: Page 12 - Item 1031: “EPT Transfer-Power Supply” – EPT Transfer and Power Supply are two different items, should we quote both items under this or just one? If just one, which would you like us to quote? Also, we need to know what makes/models (i.e: Von Duprin, Yale, Schlage, Adams Rite, Sargent, Corbin Russell, Dorma, Cal-Royal, PHI, Detex, SDC, Seco Larm, etc.)?

A: EPT is a Von Duprin electric power transfer hinge. EPT-2 Power supply is a Von Duprin PS914-2RS. Quote both items together within price schedule line Items 1031, 2031, 3031, 4031, and 5031.

Q: Page 12 - Item 1033: “Fuse” – There are a lot of different fuses within an automated door system. Any information you can provide us with can help us narrow down the options?

A: Horton 3.15 Fuse H3930.

Q: Page 13 - Item 1034: “Von Duprin Power Supply Board FSE” – There are multiple options, can you clarify which one (i.e: PS914(2rs, 4rs, FA etc.), PS902(2rs, 4rs, FA etc.), PS906 (2rs, 4rs, FA etc.), etc.) with or without battery back up?

A: Power supply is Von Duprin PS914-2RS.

Q: Page 14 - Item 1041: “Horton Track and Track Cap” – There are over a dozen different versions of Horton Track/Track cap (i.e: C0367B, C0367, C0330-1a, C0330-1b, C2873a, C2873b, etc.). Can you please provide more specifics on this?

A: Quote both Track Cap New Style C291R and Track New Style C380 items together within price schedule line Items 1041, 2041, 3041, 4041, and 5041.

Q: Page 15 - Item 1036: “Schlage 1006 Electric Strike” – Is this supposed to be the HES1006 Electric Strike? There is no Schlage 1006, but they do have a strike that is interchangeable with a HES1006.

A: HES1006.

Q: Page 15 - Item 1044: “Horton 4160-2 Flat Control” – Just clarifying if we are quoting this specific part number (RC4160-2) for the Horton Control because that item is just the control board itself, meaning the circuit board would have to be unmounted to replace this. There are 7 different complete controls that would all work, which are each a more common replacement for this item (i.e: RC4190BL, RC4190-12R, RC4191, etc.).

A: 4160-2 Flat Control RC9190-12.

Q: Page 90 - Subsection (a), bullet number 8: “Provide the two (2) below certifications required” - sub bullet 2: “American Association of Automatic Door Manufacturers (Certified Technicians) – Provided SSF Certification.” Just confirming if the SSF Certification is a mistype and the certification being requested is actually AAADM Certification card?

A: Yes, certification is “American Association of Automatic Door Manufacturers” (AAADM) Certified Technicians. This must be provided to qualify.

Q: Page 111 - Subsection (iii): The way we are reading subsection is that it is essentially requiring us to have a different technician onsite every day of the week so that they only utilize a maximum of 20% of their week onsite. Our plan with this contract, if it is awarded to us, was to have one or two specific technicians dedicated to the location to provide our best collaboration and familiarity between our technicians and the VA Team. This would allow consistent procedures, repair documentation and equipment knowledge. Can you please advise if our plan would work or if we do need (5) Technicians allocated to cover the requirement?

A: The mentioned subsection won’t apply to this contract requirement.
