Questions and Government Responses
Contracting Officer’s Message: The majority of the questions that came in were pretty much the same as the two below. I am providing the “Government’s Response,” but also taking action by setting up the site visits. Please be sure to follow the directions for the site visit.
1.) Is there a preliminary itemized list of furniture the government has moving from each location. If not, can the government provide an estimated list of the largest items (Cubicles, etc). It would be easier and more effective to schedule a walkthrough of both sites for those bidding. There are some refrigerators and scales.
2.) Approximately how much furniture needs to be moved? 20 to 30 room at each site.
3.) Is this a new requirement? Can you provide incumbent information? This is a new requirement, there is no incumbent for this service. There is no further “contract” information to provide.
Site Visit Information
A site visit has been scheduled for Friday, 09/16/2022 at 12:30 EST at the following location:
Northeast COBB CBOC 2217 Roswell Road Marietta, GA 30062
The site visit for the second location will begin promptly after the end of the first site’s visit.
Those participating shall be required to drive or transport themselves to the secondary location:
South COBB CBOC 2400 Herodian Way Smyrna, GA 30080
There shall be no tour of the delivery point. Potential Offerors wishing to attend the site visit shall send an RSVP email no later than 09/15/2022, 16:00 EST, to the Contracting Officer Brian C. Curtis, brian.curtis2@va.gov. The title of the RSVP email shall be 36C24723Q0018 | Site Visit Attendance . Potential Offerors shall send no more than two (2) delegates. The RSVP email shall include the following information:
Delegate(s) Name(s) Company Name Company Address
The delegates shall follow all COVID protocols and have a mask present for the visit. Masks will be required for the visit. Photography shall be authorized solely by the COR / Government’s mailto:brian.curtis2@va.gov
Designee. There shall be NO photography while waiting for the tour to begin. Delegates shall refrain from photographing patients and employees of the sites and shall wait for the tour to begin before taking photos (only after receiving permission from the COR or Government’s Designee). Bringing a camera does not guarantee usage of the camera. There shall be no video recording allowed. All delegates shall sign into the site visit on the sheet provided by the government and sign out upon leaving the facility. Delegates shall be required to sign in and out of the second site as well. Delegates shall be required to produce a government ID during sign in. The delegates shall refrain from asking the COR, Government Employees and/or Patients questions before, during and after the site visits. All questions must be asked in writing to the Contracting Officer by the new Q&A end date so that all potential offerors may have fair opportunity to what is asked and answered. Delegates that violate the instructions of this site visit shall be promptly dismissed from the visit and could cause their Company’s Offer to not be considered.
Upon completion of the site visit, potential offerors shall have until 09/26/2022 08:00 EST to submit all questions for the solicitation in writing to the Contracting Officer. The Contracting Officer shall issue an amendment with the Government’s Responses to the questions, as well as the sign in sheets for the site visits. The Government shall not provide photos of the site or facility sketches of the locations, as the fair and equal opportunity exists in the attendance of the site visit.
Submission of Offers
The Contracting Officer has extended the deadline for the submission of offers. All offers must be submitted via email to the Contracting Officer no later than 10/07/2022 @ 11:00 EST.
Please ensure your offer comes in a technical volume and a pricing volume. Remember to sign and return copies of the amendments along with the original proposal. Late offers shall be rejected. Please ensure the pricing volume is free from any mathematical errors. The VA no longer uses the DUNS number as an entity identifier. Offers shall submit their SAM UEI in place of a DUNS number. Remember this solicitation is set aside for Service-Disabled Veteran- Owned Small Business (SDVOSB) only. SDVOSB’s must be registered as an SDVOSB in the VetBiz Vendor Information Pages (VIP) to be eligible for consideration of their quote. The service line has requested that performance of the contract to begin promptly after award but will discuss dates during the kickoff meeting. Please ensure you have availability to perform the work within the month of October, or the beginning of November.
