The government has identified 118 fire dampers across both sites: 78 at Fort Meade (last inspected in 2022) and 40 at Hot Springs (last inspected in 2020). A detailed damper inventory spreadsheet is provided as Attachment C for contractor reference. The scope of work includes inspecting and testing all fire, smoke, and combination fire/smoke dampers; labeling dampers; installing inspection access panels in small, medium, and large sizes; marking damper locations on ceiling grids; creating or updating AutoCAD drawings; and performing necessary repairs. The government estimates approximately 5 percent of work will occur outside normal business hours (8:00 AM–4:30 PM, Monday–Friday) in areas such as pharmacy compounding and surgery operations, to be performed at no additional cost. Contractors should account for the possibility of discovering unlisted dampers during field verification. Regarding pricing structure, repairs identified during inspection will be separately authorized and priced after deficiencies are identified rather than quoted as a predetermined allowance. The contractor must notify the VA fire department if dampers are discovered in elevator shafts to coordinate fire alarm and elevator operations, though no dampers in elevators are currently known. Access panel quantities and specific repair allowances remain unknown pending field inspection and verification.

Attachment B: Technical Q&A 1). Do you have a count of how many fire dampers the facility has?
There are a total of 118 that we know of at both sites. 78 in Fort Meade and 40 in Hot Springs. See Attachment C Damper Inventory Spreadsheet.
Please keep in mind the SOW request has language to include any dampers found not identified on the current inventory that can affect count and to include labeling, inspection access and repair if necessary and finally included on AutoCAD drawing.
2). When was the last time they were inspected/tested?
In Hot Springs they were last inspected in 2020.
In Fort Meade they were last inspected in 2022.
3). Do you have a previous report available?
Previous reports may not be reliable as the inventories do not match up. Therefore, previous reports will not be available.
4). Are the Fire damper locations noted on the ceiling grid?
No, this is part of the SOW. We want Grid marking. Please refer to SOW 7. (CLIN1) 5). Are there any high reach areas where we would need a lift?
There is no indication of previous inspections needing a lift.
6). Fire Alarm/Elevator Support: The Statement of Work references fire alarm system coordination and dampers located in elevator shafts. Please clarify whether VA BHHCS will provide qualified facility personnel to support fire alarm panel operation and elevator operation, or whether the contractor is required to provide qualified personnel for these functions as part of its quoted price.
Please see section 8.2.4 in the SOW. There are no known dampers in the elevators however if dampers are discovered in the elevators the contractor shall notify the VA fire department to coordinate fire alarm and elevator operations.
7). After-Hours Work: The Statement of Work indicates that work in critical areas may be required outside normal business hours (8:00 AM–4:30 PM, Monday–Friday) at no additional cost to the Government. For purposes of developing an accurate Firm-Fixed-Price quote, please identify which areas and/or dampers are currently anticipated to require after-hours, weekend, or holiday performance and, if available, provide an estimated quantity or percentage of the overall work expected to be performed outside normal business hours.
Estimated work outside normal business hours is 5% of total work required. The areas and/or dampers that might require after hours work will be determined as needed. Furthermore, this may not occur but under special circumstances such as critical patient care that was unknown or operational impacts to patient care, contractor shall be flexible to adjust up to but not limited to working outside normal business hours. 5% chance in areas such as pharmacy compounding and surgery operations.
8). Damper Repair Pricing: CLIN 0002 identifies damper repairs, including labor and typical parts. Please clarify whether offerors are expected to include a predetermined allowance or estimated quantity for repairs in the Firm-Fixed-Price quote, or whether repairs identified during inspection will be separately authorized and priced after deficiencies are identified. Please see sections 9.1 and 9.2 in the SOW.
9). Damper Inventory/Quantities: The solicitation requires inspection and testing of all fire, smoke, and combination fire/smoke dampers at the Fort Meade and Hot Springs facilities; however, we were unable to locate an inventory identifying the quantity, type, size, and location of the dampers to be inspected. Please provide the current damper inventory and/or estimated quantities by facility and damper type so that offerors can develop accurate and comparable Firm-Fixed-Price quotations.
Please refer to the Damper Inventory spreadsheet. Known Type, Size, Quantity are provided on the inventory, but this is why we are requesting field verification along with the provided excel spreadsheet updated to have this information available for future reference. (Please refer to item 6.)
10). Access Panel Quantities: CLIN 0003 requires pricing for access panel installation, including small, medium, and large access panels. Please provide the estimated quantities anticipated for each access-panel size, or clarify how offerors should account for unknown quantities when developing their quote.
Quantities unknown, field inspection and verification that may result in access panel installation or modification needs to follow 9.1, 9.2.

12). Existing Drawings/Inventory: The Statement of Work indicates that VA BHHCS will provide available damper-location information and an Excel spreadsheet for inventory tracking. Are the existing damper-location drawings and inventory available to offerors prior to the quote deadline for purposes of developing pricing?
