PERFORMANCE WORK STATEMENT (PWS)

FOR

HYDROGRAPHIC WINCH SPOOL REFURBISHMENT AND CABLE WINDING

February 8, 2021

PART 1

GENERAL INFORMATION

1.1Description of Requirement
1.1.1The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary to perform CTD (Conduction, Temperature, Depth) spool refurbishment and cable winding for TAGS-60 Hydrographic Winches.
1.2Background
1.2.1The NAVO’s (Naval Oceanographic Office) TAGS-60 ships are required to sample water column conductivity, temperature, and depth at various times during survey missions. This helps with the calibration of sonar equipment. These water column samplings require the use of a winch, communication cable, and a CTD instrument package. Per contract with the ship operators, NAVO is required to provide spools with communication cable wound onto them for use in CTD sampling casts.

The 1500lbs, 32” wide by 48” high, empty drums made of steel with grooved plates and painted with marine epoxy paint. Approximately 10,000 meters of ¼” steel communication cable wound onto the drums with 2000lbs of tension. This results in a new spool weighing roughly 6,000lbs. When an installed spool on a ship degrades, it is sent back to NAVO for refurbishment, removal of remaining communication cable, and rewinding of new cable under proper tension.

NAVO does not have the proper equipment to accomplish refurbishing and winding new cable onto the CTD spools. This contract is to employ a vendor who is capable of receiving old drums, removing any remaining cable and disposing of it, refurbishing the drum to NAVO paint specifications, and winding new communication cable onto the drum per NAVO specifications.

1.3Objectives
1.3.1The contractor shall receive a corroded spool with or without old communication wire wound onto the spool. The spool will sit on a reusable wood pallet capable of withstanding the 6000lb weight and shape of the spool.
1.3.2The contractor will remove any old communication wire and dispose of it.
1.3.3The contractor will remove old marine grade epoxy paint from the spool (including under grooved plates), then repaint the spool using Amercoat 240 two-part epoxy, or equivalent marine grade epoxy if Amercoat 240 is unavailable with NAVO approval. One base coat white and one top coat grey, sprayed, rolled, or brushed on.

1.3.4 The contractor will test NAVO provided communication cable for proper function per NAVO spec and document result. This procedure is performed prior to winding cable onto spool and after winding the cable onto the spool.

1.3.5The contractor will wind the cable onto the spool with recommended tension of 2000 lbs. Securing cable to itself to prevent unwinding during shipping and storage.
1.3.6The contractor will perform a final functional test on the wire per NAVO specification and document the result. If the cable is found out of spec after winding, the contractor is responsible for fixing the problem or securing new cable.
1.3.7The contractor will place wound spool onto approved pallet and ship the spool back to NAVO Stennis Space Center, bldg. 9134
1.4Period of Performance, Place of Performance and Hours of Operation
1.4.1The period of performance shall be for one (1) Base year and four option years
1.4.2The contractor shall perform services at contractor’s facilities. .
1.4.3Four (4) units per year may be required with as few as 0 units in some years of period of performance.

PART 2

DEFINITIONS & ACRONYMS

2.1 Contracting Officer’s Representative (COR): A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor

2.2 CTD. Conductivity, Temperature, Depth.

2.3 NAVO: Naval Oceanographic Office

2.4 Spool or Drum: Spool or Drum used interchangeably to refer to the piece of equipment that the holds cable.

PART 3

SPECIFIC TASKS

3.1 Remove old cable:

3.1.1 Per contractor’s procedure, remove old cable from the spool and it may be disposed of in any way the contractor decides is most economically feasible and to the contractor’s benefit. NAVO does not want the old cable returned.

3.2 Refurbish drum/spool:

3.2.1 Per contractor’s procedure, all old paint and rust is removed prior to repainting of the spool. Each spool has two grooved plates bolted to them.

3.2.2 The grooved plates are removed, resurfaced front and back, and bolted back on to the drum. CRITICAL STEP, the grooved plates must be bolted back on with the exact same orientation as they were removed. Failure to bolt plates on with correct orientation will result in improper cable lay during winding.

3.2.3 Repaint the spool using Amercoat 240 anti-corrosive two-part epoxy, or equivalent marine grade epoxy if Amercoat 240 is unavailable with NAVO approval. One base coat white and one top coat grey, sprayed, rolled, or brushed on.

3.4 Wind new cable onto the empty spool:

3.4.1 Per contractor’s procedure, approximately 10,000 meters of NAVO provided communication cable is wound on with 2000 lbs of tension.

3.4.2 CRITICAL: in order to attach communication cable to ship’s slip ring, at least 3 meters of cable should be pulled through the grooved plates and attached to bolted connection on spool.

3.4.2 At the completion of winding on new cable, a clamping device used to secure the end of the cable to itself in order to keep the cable from unraveling during transportation and storage.

3.5 Test cable for Function:

3.5.1 Per NAVO specification, communication cable shall be tested prior to cable winding and after cable winding. A record of these tests shall be provided to the NAVO representative.

3.5.2 NAVO understands that the testing specification may contain outdated equipment or procedures. With the approval of the NAVO representative, the contractor may perform the equivalent tests with their preferred equipment.

PART 5

GOVERNMENT FURNISHED PROPERTY / EQUIPMENT / RESOURCES

5.1 General: Except for those items specifically stated in paragraph 5.2, 5.3 and 5.4 the contractor shall furnish everything required to perform this PWS.

5.2 Spool/Drum for refurbishment

5.2.1 1500lbs, 32” wide by 48” high, empty drums are made of steel with grooved LeBus plates and painted with marine epoxy paint. These drums may or may not have old communication cable wound onto them. If they have cable wound onto them, they may weigh up to 6000lbs.

5.3 Shipping pallet

5.3.1 Where feasible, NAVO will ship the old spools on an appropriate, specifically built for the CTD spools, pallet. NAVO expects contractor to return refurbished spools on this pallet or equivalent.

5.4 Communication cable

5.4.1 NAVO will provide contractor with 10000 meters of communication cable. This cable is used to wind onto the refurbished spool.

5.4.2 NAVO will test and document the cable function prior to shipping and provide test document to contractor rep.

5.4.3 Contractor is responsible for testing cable prior and after winding. Contractor is responsible for securing new cable or rectifying the problem if final test is unacceptable after winding.

PART 7

PERFORMANCE REQUIREMENTS SUMMARY AND QUALITY CONTROL

7.1Performance Requirements Summary
7.1.1This PWS not only discusses work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the Government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. For example, in the statement "complete a service call in 24 hours" the standard is 24 hours. The number of days actually taken to finish this task is the performance indicator, which determines if the work performed was below, met, or exceeded the standard. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Statement of Work. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness
7.1.2Quality Assurance. The COR will inspect for compliance with Contract terms throughout the Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
7.2Quality Control
7.2.1The Government shall rely on the contractors’ existing quality assurance systems as per customary industry practices for the commercial item being acquired. The quality control plan shall ensure configuration, maintenance and repair services are performed in accordance with manufacturer’s recommendations and generally accepted commercial practices. The plan shall identify procedures to identify and prevent defective services from recurring.
7.2.2The contractor shall provide a copy of their quality control program to the Government within 30 days of award.
