About this file
This document provides responses to requests for information (RFIs) related to a federal solicitation to replace roofs on two buildings at the VA Menlo Park campus. The solicitation requires removing existing roofing systems and installing new thermoplastic polyolefin roofs on Buildings 324 and 331, including replacing supports, adding curbs, and installing handrails. The period of performance is 360 calendar days from notice to proceed, with 60 days for submittal review and 300 days for roofing work, to be completed during normal business hours on weekdays. The responses clarify requirements around site visits, scope of work, material specifications, drain and pipe replacement, testing, fencing, handrail installation, licensing, and scheduling.

Updated and Revised Responses to RFI’s Submitted for Previous Solicitation 36C26120B0009
(The below responses are now applicable to this solicitation 36C26120B0017.)
RFI # Description of problem or Information being requested OFPD Response
1 Can an additional job site visit be scheduled with the COR?
A site visit for this project scheduled for Tuesday, June 30th, 2020, at
9:00 AM to view the roofs of buildings 331 and 324. Meeting location is outside front doors of building 331. Roof samples cannot be taken. All participants must bring and wear a proper face mask and must maintain social distancing at all times during the site visit. No one will be allowed to participate in the site visit without a face mask.
Please confirm that the roof coverings beneath the HVAC units are not within the scope of this project.
On wings B and D, the HVAC equipment is on a curb. On Wing B, the
HVAC equipment is within the equipment structure. On wings B and D, the new material only needs to come up to the side of the curb and join the existing curb roofing material and the edge of the curb.
The project specifications call for a 45 mil TPO fleece-back product. The
45 mil TPO is an inferior material. Will the VA consider specifying a 60 mil
PVC product?
The 45 mil specification is an error. Correct specification is 60 mil specification product.
The Statement of Bid Items 6.a calls to rebuild or replace the roof drains.
What is the access to the first “hub” of the drain assembly? Is it within a T-
Bar ceiling, a hard lid or behind exterior stucco?
Replace the roof drain including the bowl. Replace to the first “hub” below the roof drain.
The Statement of Bid Items 6.c calls to replace any roof drain piping that is rusted or rotted. Can the contractor plan that this will be just the piping to the first “hub” below the roof drain?
Follow up on RFI #4, replace piping under the contract to the first
“hub”. If further pipe deterioration is discovered, it will be replaced via contract modification.
The Statement of Bid Items 14.a calls for the entire roof to be flood tested with water. The pitch of the roof appears to be on the order of 6-8 inches.
Will the structure of the roof support up to 10 inches of water loaded on it?
This would also exceed the height of some of the equipment curbs. Please confirm if this will be a requirement of the project.
Delete any requirement stated for flood testing the completed roof work.
The General Requirements 1.12H require a construction fence around the construction area. Please clarify, is the contractor to fence around each building?
Fencing is required only around places that are used to remove material from or lift material to each roof AND where material and equipment are stored near the building. For Building 331, there will be three locations.
For Building 324, there will be four locations.
The Statement of Bid Items calls for a Speed Rail around the court yard perimeter. What is the roof deck constructed of at the location for attaching the Speed Rail, is it fluted metal deck, concrete, or other material?
The structural deck is standard. Attach the speed rail base plates to the metal with screws. Then cover with the insulation; then cover with the top board; and then with the TPO wrapped around the rail legs and sealed there.
As stated in the Solicitation this project will require the General Contract to show a Current General Contractor’s License. When preforming work on government projects the contractor is not held to the state requirements due to the fact the work is for the government not the state. As a contractor who is heavily involved with government Contracting all over the country this is the first time I have seen this in a Solicitation. Is this a discrepancy or is this still a requirement? Typical requirements for a government contractor – Show current DUNS number, NAICS Code, and SAM registration.
If your business operates in a state that licenses General Contractors
(GCs), provide your state GC license. If your business operates in a state that does not license GCs, provide a copy of your GC license at the next highest level (county or local, whichever is applicable).
Building 324: HVAC. Please identify on the overhead drawing exactly which condensers will need to have the structure and mounting redone to
VA satisfaction. We count 6 condensers in total.
There are 4 condensers.
Building 324: Carpentry. The solicitation calls for “New roof curbs”, please detail the desired structure to be installed underneath the existing condensers. Will “Sleeper Blocks” that have been roofed in and capped be acceptable?
No (contractor to provide details).
Building 331: HVAC. Will the HVAC duct supports need to be replaced?
If so, will the uprights need to be replaced as well or can they be cut to fit?
Modifying or replacing HVAC ducting supports is not required for this project. If defiency is found with any non-addressed item, it will be handled as an unforceen site condition and will be addressed at time of discovery.
Building 331: Handrails. What are the desired materials and finish of the handrails to be installed?
Exhibits D-1 and D-2 call for 1-1/2" aluminum speed rail or equivalent.
Building 324: HVAC. Will temporary cooling need to be provided while condenser locations are altered? If so, by what means would be acceptable?
The design process does not anticipate removal of heat exchanger legs.
Instead, temporary support will need to be provided while the legs are replaced.
The existing AHU’s will need to be lifted and moved while the curbs are being reworked, will the use of a rolling Gantry with inflatable tires be sufficient for this application?
The only lifting that VA anticipates is enough to move material out from and new under the equipment. If the contractor feels that extensive lifting will be required, it is up the contractor to bid accordingly.
We are requesting an attachment detail for the guard rail bases. Is there 4x or 6x material existing, or do we coordinate with the roofers after tear off to install necessary attachment materials?
See RFI #8
What is the material composition of the existing roofs of bldgs. 324 and
331 to be demolished?
Building 324 has built-up bituminous with gravel. Building 331 has two layer mop down the first layer and a newer membrane on top of it.
Building 324 has a 82,000 square foot roof and building 331 has a 36,000 square foot roof (max depth 12") to be removed.
During the Site walk, it was mentioned that a Hand Rail system would be needed at Wing A at Bldg. 331. Will the VA be providing design details via drawings and specifications for this Handrail or will a non-penetrating structural freestyle system be recommended to include as part of the project?
See RFI #8
Will the VA require off hour or weekend work to be performed, to avoid buildings or wings
Unless further notice is given, all work shall be performed during normal business hours, Monday through Friday, 8AM to 5PM.
