II. Project Scope
1. The White River Junction VA Healthcare System requires the services of a qualified
General Contracting firm to provide construction services allowing complete replacement and upgrade to the 12.5 kV main switchgear system for the campus.
Replacement will also include the construction of a new building to house the equipment and review/upgrade of automatic controls. Work is to include architectural, structural, civil, plumbing, mechanical, electrical, HVAC, and all such systems and components as may be necessary to completely replace and upgrade the main switchgear system and construct the building to house it.
2. Contractor to provide all necessary supervision, labor, equipment, material, transportation, testing, site surveying, and infrastructure required to complete work for Replace Main Switchgear, Project No. 405-21-002, White River Junction Veterans Affairs Medical Center, White River Junction, Vermont in accordance with the Contract Documents, including Technical Specifications and Drawings.
Technical Specifications and Drawings were prepared by LRS Federal LLC. and are titled;

• WRJ Replace Campus Switchgear 100% Specifications
3. The Contractor shall also be responsible for all damages to persons or property that occurs as a result of the Contractor’s fault or negligence.
4. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
5. Existing Site Conditions. Construction will occur within the grounds of the White River Junction VA Medical Center. The build activities will require construction to be phased in such a way as to minimize impact to staff and patients. Infection Control measures will be required at all times as defined in ICRA assessment, Class III, Group 2, Type C. Construction activity will require constant coordination with VA personnel.
6. Site Investigation is required for this project to ensure accuracy of design. The Contractor shall be responsible for field verifying all conditions and quantities that may affect the project work prior to bid of this project. Site investigation is to be included in the cost proposal. This work can be performed directly by the General Contracting firm, or indirectly via contract to a third party (Sub-Contractors). The person(s) conducting the site investigation are to check in with the VA Facilities Management Services department and will be escorted to review the project for not

VHATOGCraftM Highlight less than 4 hours by the VA Contracting Officer Representative (COR). This work can be done in advance and is intended to limit unforeseen site conditions not indicated on the drawings.
7. The final construction shall conform to all VA requirements outlined in the FGI Guidelines for Design and Construction of Hospitals, Facilities Guideline Institute (FGI), ADA, Joint Commission Accreditation Standards, ANSI, SMACNA, IBC, NEC, NFPA as well all requirements of the VA design manuals posted by discipline in the VA Technical Information Library at the following web address:

8. Work shall be completed in conformance with the time schedule requested by the VA Contracting Officer’s Representative (COR) or Resident Engineer (RE). The Contractor is solely responsible for preparing all necessary regulatory notifications to meet the time schedule.
9. Due to requirements in NFPA 101 Life Safety Code, a minimum of two egress routes for each occupied space must be maintained. To ensure the safety of VA patients, staff, and tenants, work is to be structured to allow for egress routes to be maintained throughout the course of construction. Work requiring relocation of tenants, is subject to notification requirements. If Contractor provides a schedule resulting in any violations of NFPA 101 Life Safety Code during any work, they must also submit proposed interim life safety measures for VA review. Any action necessitated by NFPA 101 Life Safety Code will be the responsibility of the Contractor.
III. Tasks and Requirements A. General Contractor Requirements
1. Submittals must be reviewed and approved by the VA prior to the start of work.
2. Contractor to submit a schedule identifying planned days of work, identifying which area and activities will commence; additionally, the contractors schedule shall verify that the construction completion date does not exceed the contracted work period.
3. Contractor shall provide submittals as indicated in the “Schedule of Contractor’s Submittals” listed below:

4. All demolition shall be required to remove abandoned utilities back to active main.
5. Installation shall minimize penetrations in finished walls to the extent possible and with any such penetrations repaired to match existing construction or meet and/or exceed required sound transmission coefficient (STC), smoke/fire partition rating requirements after completion of work.
6. Any new construction shall match surrounding finishes unless indicated otherwise.
7. Contractor and their Sub-contractors are to provide necessary submittals and plans for approval prior to commencing with any “new work” not shown/provided in the construction documents.
8. All damage to floors, walls, ceilings, or any other VA property to be repaired/replaced by the contractor.
9. Contractor shall be responsible for all construction debris removal. The contractor shall provide their own dumpster as needed.
a. For interior construction the contractor shall provide dump carts and HEPA carts as needed. Dump carts are to be sealed with a tight-fitting lid during travel to and from the jobsite to the designated dumpster location. Dumpster location and debris removal pathway to be approved by the VA COR.
10. Temporary egress and life safety signage to be provided by contractor and any ILSMs required shall be coordinated with VA COR and VA safety personnel.
11. Personnel shall be fully licensed or certified for the trades being performed where these trades are licensed by the Vermont or by the governing association for that trade or specialty. Submit documentation on licenses or certifications on request.
12. Description of Work
a. Remove old main switchgear system.
b. Remove existing 5kV-480Y/277V, 1000kVA transformer by Building 44.
c. Construct new building to house switchgear equipment.
d. Install new switchgear equipment inside building
e. Install new 12.47kV, 480Y/277V pad-mounted transformer by Building 44.
f. Install new underground electrical work.
g. Perform an additional necessary work in accordance with the construction drawings and specifications.
B. Safety Precautions
1. The Contractor shall comply with project Specification Section 01 35 26.
2. The Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities, and shall ensure safe and healthful working conditions for its employees.
3. Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property.
4. The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially with regard to exits and exit way access. Utility shutdowns shall not compromise security, communication, or fire safety for occupants.
5. No flammable liquids shall be stored or used in the medical center.
6. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Agency (NFPA) 10 and NFPA 241. Contractor shall keep certification on site at all times of extinguisher inspections.
7. The Contractor shall receive from the COR a permit for all cutting, welding, and soldering 24 hours in advance. All permits shall be prominently displayed during all construction.
8. All necessary precautions shall be taken by the contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads.
9. The Contractor shall comply with an Infection Control Risk Assessment (ICRA) which will be developed with the COR and the Infection Control Practitioner assigned to the project at the Preconstruction Conference. Multiple ICRA’s may be necessary to address specific risks at various stages of the project and must be approved prior to proceeding on each phase
C. Environmental Protection
1. In order to provide for abatement and control of all environmentally hazardous materials arising from demolition and/or construction activities, the Contractor shall comply with all applicable environmentally hazardous material control and abatement and all applicable provisions of the Corps of Engineers’ Manual EM 385- 1-1, “General Safety Requirements” as well as the specific requirements stated elsewhere in the Contract Documents.
2. Contract is responsible for daily cleanup of all areas affected by construction.
Construction areas in use or affected shall be returned to condition in which they were turned over or initially found. VA Housekeeping shall not be dispatched for cleaning associated with contractor construction.
3. Contractor shall take every precaution in preserving flooring, finishes, equipment, and furniture in areas of construction. Contractor shall repair or replace any damage incurred during construction at their expense.
D. Hazardous Material Reporting
1. The Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR’s 355, 370, & 372) to be stored and used on this Medical Center. Hazardous materials must be inventoried when received and at the projects completion. The amounts used shall be maintained for the project duration, and for the calendar year (ending 31 December).
2. Hazardous Materials Inventories, Material Safety Data Sheets, and material quantities used shall be submitted to the Contracting Officer Representative for approval.
3. In the event of a spill, Contractor shall immediately notify the Contracting Officer’s Representative (extension 5088) as well as the Contracting Officer. The Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761.
IV. Period of Performance The Period of Performance for completion of this contract is 600 days from Notice to Proceed.
V. Work Schedule
1. Normal working hours are from 7:00 AM to 4:00 PM.
2. In order to maintain schedule, work performed over the weekend, may be allowed. Contractor to coordinate these efforts with VA COR with a minimum 48-hour notice.
VI. Privacy Statement Information Security: The C&A requirements do not apply, a Security Accreditation Package is not required. Incidental exposure to protected health information may occur from accessing the work site. Staff will follow all Privacy & Security policies and procedures.
VII. Records Management Verbiage
1. Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228.
2. Contractor shall treat all deliverables under the contract as the property of the U.S.
Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.
3. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.
4. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.
5. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract.
6. The Government Agency owns the rights to all data/records produced as part of this contract.
7. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.
8. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.].
9. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
10. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
