Project # 523A5-21-002 Replace Fuel Pumps, Brockton
Statement of Work
General Information Provide all professional construction services necessary to perform the demolition of existing fuel pumps and construction of new fuel pumps for Veterans Affairs Medical Center, Brockton, Massachusetts in accordance with the Contract Documents.
Contractor shall completely prepare site for building operations, including demolition and removal of existing structures and associated components, and furnish labor and materials and perform work as required by drawings and specifications for new access road and fuel pumps. The objective of the project is to replace corroded and failed gasoline and diesel fuel pump systems to correct deficiencies, provide easy access for trucks and trailers to the fuel pumps considering appropriate turning radiuses.
Description of Work
The contractor shall provide all the necessary supervision, labor, equipment, material, transportation, testing and infrastructure required to complete work for project # 523A5-21-002 Replace Fuel Pumps, at the Boston Healthcare System Veterans Affairs Medical Center, Brockton, Massachusetts in accordance with the Contract Documents, Scope of Work, Drawings, Specifications, Wage Determination, and Technical Requirements per all Federal, State & Local codes.
The work includes, but is not limited to:
• General construction, renovations, safety, GEMS and infection control measures, environmental protection, testing laboratory services, quality control, construction waste management, fabrications, thermal and moisture protection, finishes, signage, fire detection and alarm system, fire suppression including commissioning, plumbing and electrical systems including commissioning, communications, canopy roof system, fuel pump operations and associated hardware and schedule management. See drawings and specifications for more information.
• Remove existing gasoline and diesel pumps and all utilities/tanks associated with it, including but not limited to containment, fuel piping, concrete slab, system appurtenances, soil and associated utilities while considering environmental protection and restoration for this area.
• Provide IH services as necessary for the abatement of lead paint as mentioned on Demolition plan. The GC shall submit AHA and safety plans associated with abatement and IH services.
• Construct new access road by clearing trees and combined diesel and gasoline fueling station with canopy and surrounding protections such as wall, bollards, heaters, cameras and more.
• Include safety measures such as fire protection, alarm, detection, fire extinguishers, and dry chemical suppression systems as designed.
• Roadwork includes, but not limited to, stormwater basins and drainage structures, curbing, pavement, striping, electrical, lighting, and other necessary utilities.
• Provide Infection control measures, Lighting, Signage, Landscape, Controls, Energy and Patient safety features as mentioned in the contract documents.

• Perform construction to comply with and according to “order of conditions” letter issued by Brockton Conservation Commission.
• GC shall obtain general construction permit and NPDES before commencing work.
Phasing
The Contractor shall develop and present to, VHA BHS Engineering, for review and approval, a written Construction Phasing Plan (CPP) that identifies all required information to accomplish the intended work of the construction sequencing for new fuel pump and access roadway. The CPP shall indicate phasing sequence, length of intended phases and shutdowns and clearly define all systems and spaces that are affected. The contractor shall not be permitted to commence construction activities until all submittals identified within the drawings and specifications have been submitted and are approved by the Government. Only after all submittals are approved may the Contractor then submit an official written request to start construction activities at a minimum of 21 days in advance of the requested start date, to allow the Government time to ensure area closure, issuing security IDs and other coordination. Refer to drawings for possible Construction Sequencing / phasing.
Other General Requirements
• Work under this contract is to be performed around Boiler Plant, Steam line, and next to wetlands. All work areas, and adjacent involved areas shall be maintained, under the strictest of controls, as safe environments for the patients and staff. The work shall not obstruct any boiler plant operations at all times. Any shutdowns and impacts to boiler plant shall be coordinated in advance (14 calendar days in advance, work to be done during off-hours) as defined in the design documents and specifications.
• Work areas shall be separated by suitable barriers to prevent pollution to environmental features.
• No tools or materials of any kind, equipment, debris, ropes, wires, cables, or other such materials shall be left where patients can encounter them.
• Fence openings shall be properly secured to prevent accidental or intentional entry by patients or unauthorized staff.
• All personnel will be required to obtain PIV Badging prior to accessing the medical center site.
Period of Performance
The entire scope of work, including but not limited to the required approval of submittals before construction commences, submission of written phasing request durations, testing and inspections, commissioning, final inspection and acceptance, final cleanup, and submission of close out documents, shall be completed for the base offer not later than 196 calendar days after contractor receipt of Notice to Proceed from the Contracting Officer.
