523A5-21-002 Replace Fuel Pumps Request for Information (RFI)
1) Please identify which permits the contractor will be responsible for providing.
Ans.) All VA required usual safety permits shall be General Contractor’s (GC) responsibility. GC shall refer to design drawings and specifications on various permit requirements. These include, but not limited to, Parking, Trenching/excavation permit, Hot work permit, Electrical work, Confined Space, Demolition, Road closures, laydown area coordination, fencing, and other general conditions to meet ICRA, ILSM, and GEMS requirements.
In addition, the contractor must follow Order of Conditions by Brockton Conservation Commission (ConCom) provided with solicitation, which includes arranging pre-construction meeting with Brockton ConCom to inspect erosion controls, clean fill requirements, MassDEP signage requirements, pollution prevention plan, and all other requirements listed in Order of Conditions.
The Construction General Permit is required as mentioned in specification 01 00 00 – 1.9.D. The contractor will be responsible to file NOI notification with SWPPP to MassDEP.
Moreover, NOI notification to MassDEP for removal of the old underground storage tanks shall be contractor’s responsibility. While doing so, any remaining fuel/diesel in old tanks shall be reclaimed / disposed of properly with appropriate documentation / manifests. These manifests shall be signed by VA (generator) and a final copy shall be provided to VA upon disposal of fuel / diesel. The City of Brockton Fire Department must be notified, and a UST removal permit must be obtained.
MassDEP requires an “Annual Stage 1” inspections of the fueling station Above-Ground Storage Tanks (AST). VA currently has a contract to get those inspections done in January 2025. Therefore, upon completion of the Punch-list of Phase 1 and completion of fuel pump installation, the GC shall notify VA to start the process to schedule this inspection. Once inspection is completed, any deficiencies found by MassDEP shall be GC’s responsibility to correct.
2) Please provide location of two UST to be removed.
Ans.) Two UST are located under the existing fulling station concrete pad, one on each side of the existing Fuel pumps. They are 3000 Gallon Gasoline and 4000 Gallon Diesel tanks. This concrete pad is clearly shown on the Demolition plans.
3) Ref. Drg # LP100, Bioretention Area Landscape Schedule, please confirm Heritage Birch Tree height 40’-60’ needed.
Ans.) The referenced schedule provides the mature size of each type of trees / plants. The actual Install heights are as below:

Below SOW clarifications were provided during the site visit:
| - | The third party IH services will be GC’s responsibility and it shall not be a subcontractor of Abatement contractor. Third party IH services shall be directly employed by the GC. |
| - | New fuel pumps need to be completed and turned over to VA first before demolition of existing can commence. |
| - | Brockton Conservation Commission’s “Order of Conditions” would need to be followed as the construction area is within 100 feet of wetlands. |
