STATEMENT OF WORK

VISN 1 RETRO-COMMISSIONING (RCx) REPAIRS AT JAMAICA PLAIN

PROJECT #523-23-006

This project will implement recommendations identified by previously completed retro-commissioning (RCx) activities as included as individual item repairs from a RCx Master Issues Log (MIL). This project will include equipment repairs, equipment replacement, and upgrading/optimizing American Energy Management (AEM) controls. All work will be done at the Jamaica Plain VA Medical Center in Boston, Massachusetts. In general, work shall include all labor, material, equipment, and supervision to perform the required mechanical, electrical, and programmatic work discussed below.

All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

The Period of Performance for this project is 180 calendar days from the Notice to Proceed.

The goal of this work is to make corrections to existing equipment and systems to improve energy efficiency. All issues within the scope of work are shown below as they were represented in the MIL.

AHU-5C-14-2
1 - Main Hospital

C5-14 5th Floor Wing C-Wing

Trend data indicates supply air temperatures consistently rise above 160 deg F during unoccupied hours. (Priority: 3 - Energy Conservation)
Heating should not be provided at all during unoccupied hours. Upgrade the schedule and sequence of operation to remove heating during unoccupied periods. Replace the supply air temperature sensor if damaged or unreliable.

AHU-5C-35
1 - Main Hospital

C5-35 SPD - Dirty

This unit's supply and exhaust fans have variable frequency drives (VFDs), but both were found to be set in HAND mode locally. The exhaust fan was running at 100% while the supply fan was only running around 55%. (Priority: 3 - Energy Conservation)
Release the VFDs from HAND control. Upgrade the sequence of operation to allow for automatic controls. Coordinate with AHU-1 SPD and AHU-3 (located in the sub-basement) to satisfy SPD requirements.

AHU-6B-75
1 - Main Hospital

6B-54 B6-54 Suite

The unit is approaching the end of its useful life. Ductwork insulation has been torn off and the floor is rusted, suggesting potential leaks from the coil. Pneumatics are still used to operate dampers. (Priority: 3 - Energy Conservation)
Replace the unit and ductwork and provide upgraded BAS graphics.

AHU-9B-74
1 - Main Hospital

B9-74 9th Floor B-Wing

The unit does not turn off when in unoccupied mode. According to the sequence of operation the unit should turn off when unoccupied. (Priority: 3 - Energy Conservation)
Update the sequence of operation to match the schedule.

AHU-11B-65
1 - Main Hospital

B11-65 B11-48 Suite

No pressure or airflow setting for supply fan. SF set by VFD percent set point.
Upgrade BAS Controls and Setpoint. SF should modulate to meet discharge pressure setpoint.

S-09
1 - Main Hospital

15th Floor 14th Floor B-Wing

The economizer damper could not be visually inspected but is likely stuck at the minimum position. Measured outside airflow nearly matches discharge airflow. (Priority: 3 - Energy Conservation)
Replace the economizer damper. Re-commission after installation to confirm all sequences are operating as intended.

AHU-1E

Prosthetics 1 - Main Hospital Mech Room EB-95 Prosthetics

The chilled water valve is always open at least 50% unless commanded to CLOSE. The discharge air temperature setpoint is 65 deg F, but typically hovers around 58-60 deg F. When the outside air damper is commanded to CLOSE (outside air temperature is below 40 deg F), the chilled water valve also closes. The VAV reheats maintain room temperature setpoint. (Priority: 3 - Energy Conservation)
Increase the unit's discharge air temperature setpoint OR adjust the sequence of operation so the chilled water valve is not linked directly to the outside air damper operation.

AHU-BD-101B
1 - Main Hospital

BD-101B (Above Ceiling) Basement PET Scan (Wing D)

The lobby area was confirmed in a staff interview to always be cold, but the rooms with dedicated reheats are at least 10 deg F above the setpoint even when 0% OPEN. The system is small, so cooling outside air before reheating discharge air is not efficient. This is a simultaneous heating and cooling issue. (Priority: 3 - Energy Conservation)
Replace fan coil units with a small air handling unit (with heating and cooling capabilities) OR adjust the sequence of operation to prevent simultaneous cooling and reheating.

11/2/2020
AHU-3 SPD
1 - Main Hospital

Sub-Basement SPD (2nd Floor D-Wing)

The exhaust fan is sized to pull more air (11,000 CFM) than the supply fans (4,000 CFM). The supply fans were noted as running at 100% on the BAS but could not meet the 4,000 CFM setpoint. In the field, the supply fan VFD is only running at 50%. (Priority: 3 - Energy Conservation)
Upgrade the sequence of operation and points to show the VFD correctly. Re-balance the system and coordinate with AHU-1 SPD and AHU-5C-35 to satisfy SPD requirements.

ACU-1
7 - Brain Storage

Roof Building 7

The supply fan isolation dampers do not close when one of the fan wall's supply fans shuts down. This causes the system to short circuit. (Priority: 3 - Energy Conservation)
Upgrade the sequence of operation. Isolation dampers should close when a fan shuts down.

This unit is missing a control sequence for its energy recovery coil. The exhaust side of the energy recovery is not represented on the graphics. During the 2016 RCx effort, it was confirmed that energy recovery was not being used. ERCs were required for 100% outside air systems. (Priority: 3 - Energy Conservation)
Confirm operation requirements based on COVID-19 changes to the HVAC Design Manual. Re-implement the energy recovery sequence.

The Contractor shall assume responsibility for all temporary measures adopted during the construction period, to maintain operation of the hospital. This shall include but not be limited to temporary heating/cooling/ventilation, coordinating with the COR to relocate personnel, and/or ensuring that adequate facilities are provided, where deemed necessary.

The Jamaica Plain VA Medical Center utilizes American Energy Management (AEM) as the building automation system vendor.
