Technical and Past Performance when combined is more important than price.
Options: The Government will evaluate Quoters for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a Quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). Unbalanced refers to a situation where an Quoters places unreasonably high values on certain items and an unreasonably low value on others within a unit price contract.
