This is a sealed bid solicitation (IFB) issued by the Department of Veterans Affairs Network Contracting Office 9 (90C) for construction services at the Tennessee Valley Healthcare System (TVHS) VA Medical Center in Nashville, Tennessee. The solicitation requests a complete upgrade of cooling tower and chiller systems, including all associated labor, materials, equipment, supervision, architectural, plumbing, fire protection, controls, medical gas, mechanical, electrical power and systems work necessary to modernize the facility's infrastructure. The project is designated as Project #626-24-203 with a contract value between $5,000,000 and $10,000,000. A mandatory site visit has been scheduled for July 8, 2026, at 9:00 AM at the medical center's Building D73 Conference Room. Sealed bids are due on August 5, 2026, at 1:00 PM Central Daylight Time, submitted electronically to Michael R. Brown, the Contracting Officer. The contract period of performance is 548 calendar days from the issuance of the Notice to Proceed, with final payment contingent upon system validation and full operational functionality. The solicitation includes a base bid for the complete project and three deductive bid alternates related to removal of specific cooling tower components, condenser piping, and condenser pumps.
This procurement is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with offerors required to be listed and verified in the Small Business Administration's certification registry at both the time of offer submission and award. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with evaluation based on three technical factors (relevant construction experience, key personnel experience, and past performance) and price. To be considered technically acceptable, offerors must meet all eight requirements under Factor 1, demonstrating completion of similar infrastructure projects at VA facilities, chiller and cooling tower modernization projects, critical space renovations, existing Building Automation System (BAS) integration, crane operations coordination, mechanical contractor coordination, roofing system replacements, and hospital infrastructure renovation. A bid guarantee of 20 percent of the bid price or $3 million (whichever is less) is required. Offerors must have active System for Award Management (SAM) registration and comply with numerous federal regulations, including equal opportunity, prevailing wage, security prohibitions, and DEI discrimination compliance requirements. Work must comply with strict facility operating requirements, including coordination with cardiac catheterization procedures, restricted work hours, mandatory safety protocols, OSHA standards, smoke-free facility regulations, and coordination with the Contracting Officer and medical center personnel.
