STATEMENT OF WORK:

Motorola Multi-Site Trunked Radio System and Avtec Console Description

The required need is to upgrade the current IP Site Connect system at VA Lexington that combines the Cooper and Leestown campuses to a Capacity Plus (Multi-Site) trunked radio system and Avtec Consoles that has the capacity to bring everyone at the VA onto one common system that is redundant, and it can integrate with an Avigilon video system. Two radio sites will be installed, one at the Cooper hospital and the other at Leestown, with two voted sites to be located inside the hospital for expanded coverage.

The proposed system will include 60 MOTOTRBO Ion portables and 6 XPR 5550e mobiles, while utilizing (8) new SLR 5700 repeaters for the coordination of communications. Each radio system site and voter site will consist of two repeaters at each location for equal capacity distribution. This system will allow for future growth as additional channels can be added at any time without additional frequencies or equipment. Unlike a conventional system, in a trunked system all talk paths are available to all talkgroups and radio users, sharing the paths instead of being assigned to specific repeater slots.

Upgrading to a trunked system will increase the VA's talk group and user capacity, but also improve reliability and redundancy. If a repeater fails in a conventional system the talk groups assigned to that repeater are off the air. In a trunked system if a repeater fails other repeaters continue to support the talkgroups, ensuring coverage for all talk groups. A trunked system also provides for additional features such as All Call and private calling. Any user that has the All Call channel on their radio can make an emergency announcement that will go out to every radio on the system at one time, regardless of the channel they are on, allowing everyone to hear the broadcast as it is made.

All new equipment will be installed in locations currently being utilized by the IP Site Connect

System, just in a new configuration. Instead of 4 sites that transmit and receive, two main sites

(one at Cooper, one at Leestown) will be transmit and receive sites. Two additional sites, voted sites at Cooper, will become receive only and carry the radio traffic back to the main site for transmission.

Motorola Wave LTE push to talk will be integrated into the Capacity Plus trunked system. This will allow offsite personnel in Somerset and Hazard to communicate directly with dispatch and police personnel on the digital radio system. All police personnel will have the ability to utilize this coverage extension once they are away from the coverage of the digital radio system, allowing them access and the ability to provide assistance at any time no matter their location.

A two position Avtec system will be installed in the VA PD dispatch to monitor and broadcast on the Capacity Plus digital radio system. The radio dispatch system software will run on two servers, to be installed in a server cabinet that will be located in an IDF closet/room located within 100 meters of the radio dispatch positions. The dispatch system will operate on segregated fiber optic strands provided by the VA. Additionally, (1) 800 MHz P25 consolette will be installed with the console positions to allow communications with local public safety organizations. The dispatch system will interface with the Capacity Plus trunked radio system at an IP level, providing audio, unit ID and emergency signaling, and the ability to change radio channels.

Awarded vendor shall collaborate with designated VA personnel to establish a master programming plan and feature set that the VA desires. This shall include talk group designations, system-wide All Call capability, transmit interrupt capability, private call, and other features inherent in the MOTOTRBO digital trunking platform. Decisions on these programming features shall be completely at VA Lexington's discretion. In addition to the two-way communications system, 6 rugged tablets with docking stations and vehicle mounts will be installed into VA PD vehicles. Installation only will apply, any setup and/or software and programs used by the VA PD shall be installed by their personnel and/or VA IT personnel.

The upgraded radio and dispatch system will provide the VA with the following benefits and capabilities:

More efficient use of frequencies. All talkgroups can access & share all repeater slots, providing additional system capacity.

Increased capacity and communication with all VA Departments.

Channel congestion and "talking over" each other goes away.

Improved audio quality through optimizing audio settings based on the various environments at the VA.

Redundancy. A repeater failure or interference does not take a talkgroup off the air. It simply reverts to another available repeater slot until the issue is remedied.

System Wide ALL CALL. Allows designated radios to contact all system users (regardless of selected talkgroup) with a single emergency/priority transmission.

Private (one-to-one) calling for discreet or confidential communications.

Transmit Interrupt. This feature allows designated users to interrupt an active talkgroup call to broadcast a higher priority message.

Lone Worker. This feature provides an extra layer of safety and security for those employees who may work in hazardous environments, confined spaces, alone, or in circumstances where other safety risks are present. Lone worker essentially forces the user to interact with their radio at predefined intervals.

Radio Disable/Enable. Allows designated users the ability to remotely disable a specific radio that may have been lost, stolen, or is unaccounted for.

Call box consolidation. The call boxes will be integrated to work on the new trunked radio system and through the console positions.

Avtec Scout EX. Scout EX is a software-based communication console known for its flexibility and reliability, is easy to use and provides interoperability for a dispatching position. Scout EX is a pure IP solution that provides access to thousands of radios, telephony, intercom, and auxiliary endpoints and features a host of on-screen controls to enable the dispatcher to communicate quickly and effectively.

Avtec Capabilities. Avtec Scout EX allows up to 2000 endpoints, telephony, instant recall recorder, 5 patches, and up to 11 speakers.
